2、个亚洲区域内的政府、生产商、分销商、零售商、消费者以 及其他利益相关方更有效地开展节能工作。每个参与国家都将采取一些优 先活动，以执行和推广该国的能效标准和认证项目。(b) 项目信息 参与国家：孟加拉国、中国、印尼、巴基斯坦、泰国和越南。 目标产品：冰箱、房间空调器、电动机、荧光灯镇流器、电风扇、自镇流 荧光灯和电饭煲。 项目执行：中国是BRESL项目牵头国，中国国家发展和改革委员会是执行机构，中标认证中心是指定的实施机构。 实施期限：5年，项目总预算为 780万美元。(c) 项目活动活动1： ES&L政策制定项目活动1.1：加强节能标准和标识的政策支持。 活动1.2： ES&L制度的采用和实

5、织和/或从事能效产品推广的研究机构，收集现有 的能效和用能基准数据。.识别需要的数据及来源，调查数据的可获得性，制定数据收集方法，包 括收集数据的来源、时间、途径及种类等。数据主要涉及能效和用能基 准，尤其是BRESL目标产品的能效、销售量和市场饱和度等；.通过网络搜索、咨询相关生产企业、零售商、组织、研究机构、专家， 或者查阅数据库、参考文献、科技论文、期刊、报告等，开展数据收集 工作；.整理、校对、分析收集到的数据。(b) 数据收集模型和报告程序的设计和开发设计数据收集模型。主要是数据来源、定义、系统边界、功能单位、质 量标准、具体要求、以及有关测量、计算、处理、核实、统计、审计和 质量控

6、制等的方法与模板等；开发数据报告程序和规则。如在各个层级，何方、何时、何地、以何种 方式检测、记录、收集、计算、处理、核实、提交和归档何类数据，相 关参与主体各自的职责等。(c) BRESL国家7种产品现有品牌的能效水平的书面分析 确定方法和研究计划；选择每个国家7种产品的现有主要品牌； 收集有关能效数据；分析和评估有关能效水平； 此任务将与指定的国内专家共同完成。提交成果:电器/设备现有能效和用能基准数据的报告；针对BRESL国家和产品的数据收集模型和报告程序；各BRESL国家7种产品现有品牌的能效报告； 任务结束时提交书面报告。招聘条件：拥有工程、经济或其他能效相关科学/技术领域的硕士或博

8、ges Required : English Starting Date : February, 2010Duration of Initial Contract : 44 working days within a 6 months periodBackground(a) Brief DescriptionThe BRESL project is aimed at rapidly accelerating the adoption and implementation of energy standards and labels (ES&L) program in Asia. The pro

9、ject also facilitates harmonization of test procedures, standards and labels among developing countries in Asia, when appropriate. BRESL will facilitate the transformation of the manufacture and sale of energy-efficient appliances and equipment through: A regiona initiative in Asia. The project will

10、 focus on regional ES&L program cooperation and harmonization with provision for general information, tools and training to all interested developing countries in the region. National technical assistance to 6 developing countries in Asia. The project will focus on capacity building and assisting go

11、vernment, manufacturer, distributor, retailor, consumer and relevant stakeholders throughout the Asian region to implement the most cost-effective ES&L program. In each participating country, priority activities will be carried out to help foster each countrys preferred process for developing or exp

20、ctivity 5.5: Regional Harmonization Promotion (China).(d) Project Management arrangementsThe BRESL project consists of two levels activities: (i) enhancing the regional cooperation/ multi-recognize and sharing the best practices of energy efficiency standard and labeling (EESL), and (ii) developing

21、and implementing country-specific strategies and activities for energy efficiency standard and labeling (EESL) to overcome the barriers of reducing the energy consumption within each national context. 22、tiesTasks and Responsibilities:(a) Collection of available energy performance and energy-use benchmark data for appliances and equipment from overseas appliance/equipment manufacturing organizations and/or research instituitions that are engaged in the promotion of energy efficient appliances/equipm

23、ent;Identify data needed and sources, conduct survey on data availability, scheme collection methods specifying from where (data source), when, how and what type of data will be collected. The data may include energy performance and energy-use benchmark data, especially energy performance of BRESL p

24、roducts, sales volume, and market satuation, etc.Conduct data collection by means of web searching, consulting relevant manufacturers, retailers, organizations, research institutions, or experts, database, reference libraries, scientific articles in books, journals and reports, etc.Synthesize, colla

25、te and analyze data collected.(b) Design and development of the data collection model and reporting procedures;Design data collection model, including data sources, definition, system boundaries, functional unit, quality standard, specific requirements, relevant methodologies and templates concernin

26、g measurement, calculation, processing, verification, statistic, audit, and quality control, etc.Develop reporting procedures and regulations, e.g. when, where, how, by or to whom, and what kind of data should be monitored, recorded, gathered, calculated, processed, verified, delivered and documente

27、d at different levels and respective responsibilities of participating functional bodies, etc.(c) Desk review of the energy performance of existing brands of the 7 BRESL products in each BRESL country.Specify methodology and study scheme;Select major existing brands of the 7 BRESL products in each B

28、RESL country;Gather relevant energy performance data;Analyze and assess energy performance levels.This task will be conducted jointly with designated national experts.Outputs:Report of available energy performance and energy-use benchmark data for appliances and equipment;Data collection model and r

29、eporting procedures for BRESL products and countries;Report of the energy performance of existing brands of the 7 BRESL products in each BRESL country;Submit written reports at the end of the mission.Qualifications:Having a Master or Doctorate degree in engineering, economics or other scientific/tec

30、hnical field with relevance to energy efficiency;More than 8 years of experience as a technical expert and/or developer or implementer of ES&L program;Having good knowledge about energy performance and energy-use benchmark of appliances and equipment;Having extensive experiences working with ES&L appliance/equipment manufacturing organizations and/or research institutions;Having rich international cooperation experiences; Excellent literature capability;Outstanding speaking, reading and writing skills in English.
