8、 this trip very exciting.Lesson 5 No wrong numbers 无错号之虞 Mr James Scott has a garage in Silbury and now he has just bought another garage in Pinhurst. Pinhurst is only five miles from Silbury, but Mr Scott cannot get a telephone for his new garage, so he has just bought twelve pigeons. Yesterday, a

9、pigeon carried the first message from Pinhurst to Silbury. The bird covered the distance in three minutes. Up to now, Mr Scott has sent a great many requests for spare parts and other urgent messages from one garage to the other. In this way, he has begun his own private telephone service.Lesson 6 P

10、ercy Buttons 珀西巴顿斯I have just moved to a house in Bridge Street. Yesterday a beggar knocked at my door. He asked me for a meal and a glass of beer. In return for this, the beggar stood on his head and sang songs. I gave him a meal. He ate the food and drank the beer. Then he put a piece of cheese in

11、 his pocket and went away. Later a neighbour told me about him. Everybody knows him. His name is Percy Buttons. He calls at every house in the street once a month and always asks for a meal and a glass of beer.Lesson 7 Too late 为时太晚 The plane was late and detectives were waiting at the airport all m

12、orning. They were expecting a valuable parcel of diamond from South Africa. A few hours earlier, someone had told the police that thieves would try to steal the diamonds. When the plane arrived, some of the detectives were waiting inside the main building while others were waiting on the airfield. T

13、wo men took the parcel off the plane and carried it into the Customs House. While two detectives were keeping guard at the door, two others opened the parcel. To their surprise, the precious parcel was full of stones and sand!Lesson 8 The best and the worst 最好的和最差的Joe Sanders has the most beautiful

14、garden in our town. Nearly everybody enters for The Nicest Garden Competition each year, but Joe wins every time. Bill Friths garden is larger than Joes. Bill works harder than Joe and grows more flowers and vegetables, but Joes garden is more interesting. He has made neat paths and has built a wood

15、en bridge over a pool. I like gardens too, but I do not like hard work. Every year I enter for the garden competition too, and I always win a little prize for the worst garden in the town!Lesson 9 A cold welcome 冷遇On Wednesday evening, we went to the Town Hall. It was the last day of the year and a

16、large crowd of people had gathered under the Town Hall clock. It would strike twelve in twenty minutes time. Fifteen minutes passed and then, at five to twelve, the clock stopped. The big minute hand did not move. We waited and waited, but nothing happened. Suddenly someone shouted, Its two minutes

17、past twelve! The clock has stopped! I looked at my watch. It was true. The big clock refused to welcome the New Year. At that moment everybody began to laugh and sing.Lesson 10 Not for jazz 不适于演奏爵士乐We have an old musical instrument. It is called a clavichord(翼琴). It was made in Germany in 1681. Our

18、clavichord is kept in the living-room. It has belong to our family for a long time. The instrument was bought by my grandfather many years ago. Recently it was damaged by a visitor. She tried to play jazz on it! She struck the keys too hard and two of the strings were broken. My father was shocked.

19、Now we are not allowed to touch it. It is being repaired by a friend of my fathers.Lesson 11 One good turn deserves another 礼尚往来I was having dinner at a restaurant when Harry Steele came in. Harry worked in a lawyers office years ago, but he is now working at a bank. He gets a good salary, but he al

20、ways borrows money from his friends and never pays it back. Harry saw me and came and sat at the same table. He has never borrowed money from me. While he was eating, I asked him to lend me &2. To my surprise, he gave me the money immediately. I have never borrowed any money from you, Harry said, so

21、 now you can pay for my dinner!Lesson 12 Goodbye and good luck 再见，一路顺风Our ncighbour, Captain Charles Alison, will sail from Portsmouth tomorrow. We shall meet him at the harbour early in the morning. He will be in his small boat, Topsail.Tapsail is a famous little boat. It has sailed across the Atla

They will be coming by train and most of the youngpeople in the town will be meeting them at the station. Tomorrow evening they will be singing at the

24、Workers Club. The Greenwood Boys will be staying for five days. During this time, they will give five performances. As usual, the police will have a difficult time. 25、erience last year. After I had left a small village in the south of France, I drove on to the next town. On the way, a young man waved to me. I stopped and he asked me for a lift. As soon as he had got into the car, I said good morning to him in French and he replied in the same language. Apart from

26、 a few words, I do not know any French at all. Neither of us spoke during the journey. I had nearly reached the town, when the young man suddenly said, very slowly, Do you speak English? 27、ee me. I felt very nervous when. I went into his office. He did not look up from his desk when I entered. After I had sat down, he said that business was very bad. He told me that the firm could not afford to pay such large salaries. Twenty people had already left. I knew that my turn had come. Mr.

Then he smiled and told me I would receive an extra &100 a year!Lesson 16 A polite request 彬彬有礼的要求If you park your car in the wrong place, a traffic policeman will soon find it. My sister is宁德师范学院服务海西建设重大（点）项目可行性研究报告项目名称： 项目类型： 承担单位： 项目负责人： 合作单位： 宁德师范学院二一年九月项 目 摘 要 据统计，到2010年底，宁德市渔业经济总量达到108.3亿元，水产品产量达63.98万吨，水产品出口量连续居农业各品种“龙头老大”的位置，拥有捕捞机动渔船2.1万多艘，为了更好地保护海洋环境和资源，宁德海洋与渔业局每年都要对多处指定海域实施渔船作业管理。可知，对于以渔业为农业重头戏的宁德市，实施对渔船、渔船安全、海洋资源等信息化管理意义重大。亟待建设和

50、使用成本低、管理方便与快捷的信息管理系统。根据实地调研和项目的需求情况，项目开发的主内容为： 1、根据GPS的定位数据在电子海图上进行渔船定位研究。2、3G通讯环境下的视频、图片等多媒体对象的处理和传输的研究。3、结合人工智能整合已有的GPS差分定位技术。4、控制中心平台的研发。5、3G手机模拟终端的应用程序开发，即在现有3G手机模拟终端环境开发满足上述2、3条内容要求的应用程序、一键报警、信息咨询、信息显示系统模块。6、对宁德沿海及其它相关数据的分析与设计。7、空间数据与属性数据的双向查询功能。需重点解决的科学问题为：1、 如何使用GPS定位技术实现渔船在电子海图上的准确定位，GPS信号偶尔

51、中断时结合人工智能等技术对的渔船定位的处理方法。2、如何在3G无线通讯环境下保证视频和图片的传输质量、可靠性、画面清晰度和传输速度等方面。 项目预期的经济和社会意义重大，具体如下：1、大大降低故障发生率，有力保障生命财产安全。 2、实现对渔船的动态监控，有效管理“禁鱼区”的作业渔船，有利于近海洋或河流资源的保护，从而降低海洋行政管理成本。 3、能加快对事件的发现、处理速度，提高的事件处理效率。 4、为解决海上交通纠纷提供有力的事故现场图片或视频证据。 5、为渔民和政府之间开辟一条新的信息咨询、信息发布的通道，加强它们间互动与联系。6、系统的数据和管理有机结合，采用统一的后台体系，系统提供数据统

52、计、分析功能，能为各类管理机构提供有效的渔业管理数据。7、通过项目可以优化业务流程、降低管理成本，实现对系统更全面、更及时、更有效的监控、分析和利用，使管理者能迅速掌握信息，并对需求的变化做出反应。8、对未来宁德渔业产业优化结构，加快城市化进程，促进一定范围内国民经济相关行业的全面发展，都有一定的积极意义。一、项目建设基础 （一）实施本项目已具备的工作条件1、项目承担单位 本项目由宁德师范学院计算机与信息工程系承担，由李豫颖副教授作为项目的总负责人，林宏康等项目成员担任项目具体的管理、设计与开发任务。近年来，计算机与信息工程系引进一大批青年硕士研究生教师，他们具有扎实的专业理论知识和较强的科研

53、与创新能力，其中大部分都主持或参与过各级科研项目，切身参加过多个具体的项目设计与开发，拥有丰富的项目实际开发经验。申请者多年来从事计算机及数学专业教学工作，担任过系副主任职务，现担任计算机科学系学术指导组组长。在主持课题研究中积累了课题组织及开发经验，在长期的教学和科研中形成了较强的研究能力，具有一定的团队组织管理能力及良好的沟通能力，能认真履行工作职责。曾参加全国教育科学“十五”规划重点课题：教育信息化理论与实践模式（编号AYA010035）之子课题不同层次师范生信息技术能力培养研究。主持安顺学院现代教育技术与基础教育新课程师资培养研究之子课题计算机教育专业毕业生信息技术教学设计能力的培养。

54、独立完成安顺学院课题计算机运用基础课程教学改革探索及实践，并在省级及以上级别发表论文27篇，撰写专著两部。 本项目申报团队大部分成员有着非常丰富的各级项目研究与开发经验；此外，本团队于2009年度已有一项海上台风预警系统与搜救系统研究项目（属省自然基金项目（2009J01294）立项，经过一年半时间的项目调研、技术研究、项目设计与开发，积累了大量的类似项目研究和开发实践经验，这些都为本申请的课题的研究奠定了坚实的理论与开发基础。项目成员中阮群生和张世良对该项目关键技术进行了前期研究，并开发了类似实验产品模型。其中项目成员阮群生老师有着多年的企业一线实践经历，具有丰富的项目设计与开发经验，对项目

55、整体设计与开发有着良好的开发进度和质量控制素养，其读研期间负责开发的实时电子支付与财务结算系统荣获江西南昌科学技术进步三等奖。张世良老师有着较为丰富的GIS地理信息系统和其它应用系统的理论与开发经验，尤其是对地图和定位数据的处理有着较深入的研究，并取得诸多研究成果；成员毛雁明和杨惠玲对图像处理及算法和多媒体技术有较深入的研究，也具有良好的软件开发素质。这些都为本项目重点解决的科学问题：如何使用GPS定位技术实现渔船的海上准确定位，且当GPS信号中断时的处理方法；在3G无线通讯环境下保障视频和图片的传输质量可靠性、画面清晰和传输的速度；紧急情况预警视频的生成研究；遇险情况渔船联动互救机制的研究等

56、奠定了基础。 2工作条件本单位实验条件良好，目前已具备先进的计算机设备和算计机多功能实验室，可以进行前期的模拟实验。并且与宁德市气象局、宁德市海事局、宁德市海洋与渔业局、宁德市边防局、宁德移动公司等部门有良好的合作关系。这些单位可以为我们提供实验数据和实验条件。基本上能满足课题研究的要求和需要。3研究技术人员及协作条件项目组成员的研究方向结构、研发经验、研究能力、年龄结构等形成了一支具有理论研究和项目开发实力的团队，也是一支颇具研发潜力的团队。本项目组成员都参与过项目研究，有的参加过国家级项目研究，还有的主持过省级或校级课题研究，成员中有多位教师具有独立开发系统的经验，发表了计算机专业相关的较

58、产业群、港口群、城市群，成为中国经济发展的发达区域。宁德市位于福建省东北部，海域广阔，优良港湾众多，海港优势突出。全市拥有岛屿307个，占全省岛屿总数的21.3%。海洋水域面积44565.8平方公里，占全省海域总面积的35.63%，至去年底，宁德市渔业经济总量达到108.3亿元，水产品产量达63.98万吨，分别实现了21%、1%的年均增长，渔业产值在大农业中的比重长期保持在40%左右，水产品出口量连续居大农业各品种龙头老大的位置，渔民人均纯收入比农民人均纯收入高出19%，拥有捕捞机动渔船2.1万多艘，为了更好地保护海洋环境和资源，宁德海洋与渔业局每年都要对多处指定海域实施渔船作业管理。可知，对

59、于以渔业为农业重头戏的宁德市，实施对渔船、渔船安全、海洋资源等信息化管理意义重大。 2、学科发展优势与特色1、采用3G通信，在进行视频信息下载时应用流媒体技术，按照网络端到端的包交换流媒体服务(PSS: Packet Switched Streaming Service)框架规范，对视频、音频等多媒体对象及其传输进行综合处理，从而达到3G终端手机能够同控制中心互发视频目的，这一技术的实现能够推进利用3G无线网传输视频、图片等大容量对象的技术在海上应用领域的发展，拓展了3G手机终端产品的应用领域。2、 根据渔船定位分布数据，为当地管理部门及时了解宁德市渔船作业情况，为海洋渔资源合理开发和保护提供

60、科学的决策依据。3、 在研究的基础上，后期做产品，可用于宁德近海和内海的各类渔船作业预警和联动互救工作，待系统产品成熟和运行稳定时，可向海西其它地方推广。4、 对陆地上相关系统产品的研发具有一定的参考价值。3、科研成果转化及服务产业的优势根据在宁德相关部门的实地调研得知，2009年宁德市拥有海洋捕捞机动渔船2.1万多艘，近年来全市渔业海难事故年发生率2030起，这其中多起事故是由相互碰撞导致的，年死亡（含失踪人数）1030人，经济损失234800.9万元。通过对近年来渔船海难救助案件分析发现，导致这些事故发生没能得到很好救助的原因，除了海上自然条件、渔船自身性能不佳及渔民群众安全意识不足外，综

61、合渔政部门参与海难搜救情况及事后对海难事故生还者的问询情况发现，求救通讯线路不能通畅，不能提前告知船主险情，无法及时报告准确位置及险情是导致搜救力量经常找不到发生海难的渔船和坠海船员以至于造成渔民死亡（失踪）的主要原因。此外，宁德海洋渔业管理部门每年都要花费大量的人力和物力对禁捕区进行巡视管理，但仍然会有一部分渔民前往禁捕区偷偷捕捞，造成海洋资源的部分破坏，据初步统计政府管理成本达100多万，海洋资源损失无法估计。 本科研项目的成果转化能够较好地解决上述问题，提前告知渔船部分险情，能够准确通知海事管理出事渔船的发生地、事故现场视频等参数，动态、实时地观测渔船的运行状态，也可报警和显示是否有渔船

62、进入禁捕区非法捕捞，并能够显示非法船只的详细资料。同时，渔民也能够较好了解、咨询相关的渔业信息。从而为相关部门提供了一条方便、快捷地实现海上渔船和渔民的信息化管理途径。二、项目建设目标（一）需求分析依据我们在宁德相关部门和实地调研，业务需求用户主要是海事相关部门和渔船船主两大类，海事相关部门的业务需求归整如下：(1) 能够把遇情预报或其它重要信息通过无线网络及时、准确地发送至给渔船的3G手机终端。(2) 当在海域中航行的两只或多只渔船相隔的直线距离达到警报范围时，系统能够自动发出警报，生产警告险情的具体内容并能给处于危险的渔船发出警告。(3) 险情发生后，人工在输入一些必要的参数后，系统能够根

63、据数据库中相当的历史信息，自动生成搜救方案以提供实施搜救的辅助决策。具有智能搜索遇险海域附近的渔船能力，并能够具有通知渔船通知前往事故发生地联动互救的功能。(4) 监控中心可查询船只的相关属性和运行状态参数等。(5) 在监控中心平台上能够对某只渔船进行锁定观察、查询状态、发送信息。(6) 在一定时间内，有关人员在监控中心能够对渔船已经走过的航线或视频信息进行无限次轨迹回放和查询(7) 监控中心平台能够实时反映海面上船只运行的轨迹和运行状态。(8) 参数设置：设置船舶的长、宽、吨位、船主的相关资料和其它辅助的参数等功能。3G定位手机持有者(主要是渔船船主，以下简称终端）的需求归整如下：（1） 当渔船遭遇险情时，终端可向陆地上服务监控中心端按下一键紧急呼救。（2） 终端能够短信或在线方式进行信息咨询。（3） 终端能够接收、查看服务端下发的各种信息、险情等多媒体对象。（4） 终端能够查询终端所在的渔船所处的海面位置信息。（5） 终端能够拍摄渔船及附近环境的动态视频并可实时上传至监控服务中心。对应业务关系实例图如下所示：图1 监控管理员处理险情预警、其它信息的使用实例图2 监控管理员处理碰撞预警视频的使用实例图3 监控管理员处理搜救方
