PURPOSE目的The purpose of this procedure is to provide a safe system of work by the implementation of emergency response measures and to identify the responsibilities and legal requirements

5、at worksites where SECCO has the prevailing influence. 本程序的目的是通过执行紧急反应措施为工作提供一个安全体系,明确赛科具有主导影响力的工地的责任和法律要求。2. SCOPE 范围2.1 This procedure describes the actions to be taken by key personnel in the event of an emergency situation arising on the SECCO Project Site and offsite construction activities ass

It is anticipated that notification of emergencies occurring during office hours will be via normal channels. The response arrangements will however

LEVELS OF RESPONSE反应等级3.1 As emergency situations differ in severity, for the purpose of establishing the appropriate level of response required, incidents are ranked as Levels 1, 2 and 3.由于紧急事件在严重性方面是各不相同的,为了满足适当

8、的响应级别的要求,将事故分为1,2和3级。Level 1 -This would be, but may not be limited to, a medical rescue, which is the result of illness or minor injury or minor incident. 10、caused by an accident, serious enough to require investigation and which may have been reported to the local authority by the Contractor / Subcontractor. 12、is an emergency situation, which has resulted in the mobilization of the site emergency response organization. In such instances the full SECCO Emergency Response Team will be mobilized. ACTIONS / REQUIREM

15、ENTS 行动4.1 General通则4.1.1 In order that the Emergency Response Team can function properly the following will be provided:为使紧急响应小组能正确发挥作用,必须提供如下(条件):a) A listing of all personnel employed and their work locations.所有雇员的名单,及他们的工作场所。b) List of employees home addresses and telephone contact numbers 雇员家庭地

23、urs a telephone answering machine may be activated to provide callers with SECCO out-of-hours emergency telephone numbers.下班后,应使电话应答机处于工作状态,以向来电者提供赛赛科下班时用的紧急电话号码。4.1.3 The identified conference room at the SECCO Project will also serve as the Emergency Co-ordination Room, to provide a base from whic

24、h the Emergency Response Team can co-ordinate efforts to help resolve any arising crisis. 赛科项目的指定会议室也将用作紧急事故协调室,成为紧急响应小组的指挥中心,进行协调作业,协助解决出现的危机。4.2 Response to Emergencies对紧急事故的响应4.2.1 Level 11级4.2.1.1 The immediate supervisor has the responsibility to contact the Contractors HSE Manager /Engineer to

25、 provide full particulars of the emergency. The Contractors HSE Manager / Engineer shall then take appropriate actions.直接的主管有责任与承包商HSE经理/工程师联系,向(其)提供紧急事件的全部详情。然后承包商的HSE经理/工程师必须采取适当行动。 4.2.1.2If for any reason the Contractors HSE Manager / Engineer cannot be contacted the call should be directed to t

26、he Area Construction Manager or designate, who can either deal with the matter directly or contact other suitable personnel. 如果由于种种原因,联系不上承包商的HSE经理/工程师,应直接打电话给区域施工经理或其指定人员,他可以处理这种事情或者能联系上其它合适人员。4.2.2Level 22级4.2.2.1Above actions will also apply to Level 2 emergencies but in the event of a more serio

27、us accident or incident, the SECCO Project/Construction HSE Manager, or his deputy, and the Area Construction Manager must be informed. The SECCO Project/Construction HSE Manager shall commence incident investigation activities. 对这一级的紧急事件也要采取上述行动,但若事故较为严重,还应通知赛科项目HSE经理或其副手、区域施工经理。赛科项目HSE经理必须开始事故调查活动

28、。4.2.3Level 3 3级 4.2.3.1All calls concerning a level 3 emergency should be made to the Project Manager. On receipt of a call indicating that a Level 3 Emergency has arisen the following actions shall be taken. The Project Manager shall immediately contact all Emergency Response Team Members advising

29、 them of the situation and instructing them to proceed to the site of the emergency and if necessary to mobilize the Emergency Co-ordination Room. Once contact has been made the Project Manager should immediately proceed to the scene of the emergency. 凡涉及3级的紧急事件均应打电话给项目经理。一旦收到出现3级的紧急事件的电话,应采取下列行动。项目

30、经理应立即与全体紧急响应小组成员联系,告诉他们发生的情况,并指示他们去事故现场,必要时将紧急事故协调室搬过去。一旦联系完毕,项目经理应立即去事故现场。4.2.3.2If the Emergency Co-ordination Room has been mobilized the Project Manager shall advise the Contractors HSE Manager that the Emergency Co-ordination Room has been mobilized and that all communications should be between

31、 the two centers. 一旦紧急协调室已经搬迁,项目经理应通知承包商HSE经理紧急协调室已完全搬好,所有的通信可在两个中心之间进行。4.2.4Once the nature of the emergency has been established, the Project Manager must determine the extent of back-up and support required. He must also liaise with the Contractors HSE Manager and establish whether a SECCO Repres

32、entative is required at the Contractors premises, Police Headquarters, Hospital, etc. 一旦紧急事件的性质已经确定,项目经理必须决定后援和支持的程度(范围)。他还必须与承包商HSE经理保持联系,以明确SECCO高级代表是在承包商办公室、警察总部还是在医院等(为好)。 4.2.5The Project Manager may require the Contractor to provide a print out of the up-to-date Persons on site list, for the a

33、ffected location. 项目经理可要求承包商提供一份受害地点更新的“现场人员”名单。4.2.6Anyone involved in an emergency response shall maintain a log of all information, (issued and received) and of all actions taken. For this purpose clear and legible notes on plain paper are acceptable. At the conclusion of the emergency, the notes

34、 must be collated and stored for possible future scrutiny by management or authorities. A full de-brief meeting will be carried out as soon as practicable after the incident. 涉及到紧急事件的任何人应保留所有(发出的和收到的)信息的日记以及采取的行动记录。为此,可以接受在普通纸张上作明确而易读的笔记。事件结束后,笔记必须加以分类保管,以备将来管理层或有关机关查阅。事故后应尽快进行汇报会议。 4.2.7Should it b

35、e necessary for a SECCO Representative Team to attend the contractors premises, the nominated person must be equipped with all SECCO Persons-on-Site family names and contact telephone numbers plus mobile telephone numbers. 如果必须要有赛科代表到承包商办公室,该指定人员必须配备以SECCO所有“在现场人员”集体名字、联系电话和手机号。4.2.8 Media - Media c

36、alls must be referred to the SECCO Director of Construction or Deputy If this proves to be impractical due to the contractor delaying release of information, the Project Manager may release a statement acknowledging awareness of the emergency, the location of the emergency and stating the fact that

37、SECCO Emergency Response Team has been mobilized and is working with the contractor to co-ordinate the response. 媒体-媒体的来电必须提交赛科建设部正副主任。假如由于承包商推迟发布信息而使之不能进行时,项目经理可发布一项声名,告知对突发事件的注意、突发事件的位置并指出事实上赛科应急小组已调动,正与承包商一起工作以协调应对。4.2.9Once the initial statement and further statements have been released, the Pro

38、ject Manager or his designate may be subjected to receiving numerous calls from the media. Only approved information given to them by Senior SECCO Management shall be issued. 一旦最初的声明和进一步的声明公布后,项目经理或其委派人可能会收到大量来自于媒体的电话。只有经高级SECCO管理部门同意提供给他们的信息方可发布。4.2.10On no account should anyone dealing with the em

39、ergency, assume or surmise anything. 媒体应对小组决不能推测,假定或臆想任何事情。4.2.11Emergency Evacuation - In the event that the emergency results in the evacuation of personnel from the site, the contractors HSE Manager shall ensure that is head count is conducted and that all employees have been accounted for and to

40、 arrange for the evacuees to be cared for as appropriate. 应急疏散-在突发事件造成人员从现场疏散的情况下,承包商的HSE经理应确保进行“人头清点”,所有雇员均有下落,对被疏散者安排相应的照料。4.2.12 Should personnel, (staff, agency, seconded), become hospitalized, the appropriate personnel department shall ensure arrangements are made for the injured parties family

EMERGENCIES紧急事件This section will outline procedures for addressing various emergency situations这一部分将概述解决各种不同紧急情况的程序The Security Team is responsible for maintaining clear emergency routes and to assist in directing emergency equipment a

42、nd personnel to an affected area of the site. They will also keep unauthorized personnel away from an emergency scene.保安小组负责维持畅通的应急通道,并协助指挥应急设备和人员至现场的事发区域。他们还应使未授权的人员离开应急现场。5.1 FIRE 火灾Equipment: The Site HSE Team will inspect and maintain the site fire fighting equipment.设备: 现场HSE小组将检查并保管消防器材。An app

43、ropriate number of site personnel will be trained in the proper use of fire fighting equipment. The training will include hands on use of fire hoses and fire extinguishers. Site personnel must be informed to always use their individual judgment as to whether it is safe to attempt to fight a fire wit

45、ert the Project HSE personnel I.e. By using an air horn and signally the international distress (SOS) three short blasts, a pause, followed by three long blasts). The person detecting the fire must alert personnel in the immediate area of the fire and those personnel can either attempt to use the po

46、rtable fire extinguishers and hoses to fight the fire or immediately evacuate the area. Once the Project HSE personnel arrive on the scene they will determine whether the local fire department or mutual agreement partners need to be summoned. Site personnel are not allowed to attempt to fight any fi

48、场的设备进行任何的灭火。Once the fire has been extinguished the affected Project Manager will ensure that a thorough incident investigation is conducted and that an incident report is prepared and duly communicated. The written report shall be sent to the SECCO HSE department as soon as reasonably possible.一旦火灾

49、被扑灭,则事发的项目经理应确保进行彻底的事故调查,并准备一份事故报告及时传达。报告应立即送达HSE部门。5.2 VEHICLE ACCIDENTS车辆事故The individuals involved in or witness to a vehicle accident must immediately alert the Construction Manager and the SECCO HSE Department. They must indicate whether there are actual or suspected injuries that require the a

50、ttention of the Injury response Team or local medical services. The Construction Manager may call for the dispatch of Security personnel and/or the Injury Response Team to the accident scene as required. 涉及或目睹车辆事故的个人必须立即向施工经理和赛科HSE部门报警。他们必需指出是否有实际或可疑的伤员需要引起伤害响应小组或当地医疗服务部门的注意。地区施工经理可以在需要时要求派遣保安人员或伤害响

Once the scene is secured, Security will gather information and issue a written report. The Security Chief will i

53、tment is responsible for drawing up contingency plans for Typhoons and other inclement weather. Weather monitoring software is recommended to provide hourly update reports to the Project Managers and Construction Managers; however, a formalized agreement with a local weather station may also be made

54、 to serve the purpose of attaining timely and accurate weather information.赛科HSE部门将负责制订对于台风和其它恶劣天气的应急计划。建议预先安装天气监控软件,便于向项目经理和施工经理提供每小时的最新报告。然而,也可以和当地气象站签订一个正式的协议,通过定期的服务获取正确的气象信息。Typhoons: The site will be made secure starting 48 hours prior to the potential arrival of a system that has winds greate

55、r than 75 kilometers per hour makes landfall. Within 12 hours of the anticipated arrival of the system the site must be completely secure.台风:现场将在风速每小时75公里的这一类大风可能抵达陆地之前48小时开始进行保护。在预期抵达的十二小时之内,现场必须做好全部的安全防范措施。Securing the project site entails the following: Construction work will stop and focus on ty

56、ing down loose material and equipment, disposal of rubbish / trash and garbage, securing objects and equipment that could become airborne, disconnecting electrical power to non-essential areas, lowering of crane booms and evacuation of non-essential personnel from the project site to a secure area.

57、On an occurrence basis, the Project Manager will deal with other arising weather emergencies.项目现场的安全要求如下:施工工作停止并捆住松散的材料和设备,处理垃圾/残屑和废料,固定那些可能被风刮走的物体和设备,切断不重要区域的电源,降下起重机的起重臂,并将无关紧要的人员从项目现场疏散到安全的区域。以此为基础,项目经理将处理其它的气象紧急事件。5.4 ENVIRONMENTAL RELEASE/RESPONSE ACTIONS环境性泄漏 / 响应行动In the event of an Environme

58、ntal Release the Project / Construction HSE Manager must be notified immediately, who will in turn notify Emergency Response personnel. The type and magnitude of release and current weather conditions must be considered and the hazards thoroughly assessed before mobilizing emergency personnel. All E

59、mergency Response personnel entering the release area must wear the proper personnel protective clothing and respiratory protection.在环境性泄漏的情况下,必须立即通知项目HSE经理,并由其通知应急小组成员。泄漏的类型和量度以及当时的天气状况必须予以考虑,并在调动应急人员之前对危险作出完全的评价。所有进入泄漏区域的应急小组成员必须穿戴合适的人身防护衣服和防毒面具。Non-Hazardous materials should be stopped at the sou

60、rce of release. Containment and clean up should begin as soon as reasonably possible. 非危险性材料应停放在释放原地。装封和清扫应尽快开始。Hazardous materials This site practice does not cover any significant Hazardous release. In case of significant release all personnel are to be evacuated from the immediate area and that a

61、rea is to be cordoned / barricaded off. Containment must not proceed until the associated hazards are assessed and worker safety is assured. Clean up must not proceed until a Job Hazard Analysis and Safe Work Plan is developed that will assure the well-being of clean up personnel. 危险性材料 这一现场操作不包括重大的危险性泄漏。在发生重大的泄漏时,所有人员均应从直接区域疏散且该区域应予以布设警戒线/隔离。装封只有等到有关的危险性作出评价且工人的安
