1、第四章 施工准备及资源配备筹划4.1技术准备 4.1.1技术文献学习 对有关的重要原则图集、重要规程、规范进行学习。 4.1.2图纸会审筹划 收到设计提供的施工图纸后，及时组织经理部的各有关部门充足熟悉图纸，进行内部图纸会审，并把发现问题汇总；参与由业主组织的监理、设计等单位参与的外部图纸会审，进行会审记录的会签、发放、归档，将设计图的问题及早发现并解决，以便施工顺利进行。4.1.3施工方案编制筹划 “方案先行，样板引路”是我公司施工管理的特色，本工程将按照方案编制筹划，制定具体的、有针对性和可操作性的专项施工方案，例如幕墙的安装、精装部位的施工等，从而实目前管理层和操作层对施工工艺、质量原则

14、基本队伍。劳务层的组织将由单位总部进行，单位总部将根据项目的劳动力筹划，及时足量地将劳动力组织到场，也可在公司内部平衡调配，以保证进场人员的各项素质和人员数量达到项目的施工规定。劳动力的具体部署详见附表三。4.2.1.2劳动力投入保证措施施工中人的因素是核心。无论从管理层到劳务层，人的素质的好坏直接影响到工程质量目的的实现。根据项目的状况，我们拟采用如下保证措施：1 为了保证进场工人做到人尽其才提高劳动生产力，在劳动力管理上，我们采用区域管理与综合管理相结合，岗前、岗中、岗后三位管理相结合的原则。2 做好宣传工作，使全体施工人员牢固树立起“百年大计，质量第一”的质量意识，保证工程质量创优目的的

15、实现。3 选派优秀的工程管理人员和施工技术人员构成项目管理班子，实行和管理本工程。4 建立鼓励机制，奖罚分明，及时兑现，充足调动工人的积极性。5 建立完善的质量负责制，使每位参与本项目施工的人员都明确自己的质量目的和责任，使工作有的放矢。6 进场前，对工人进行多种必要的培训，特殊、核心的岗位必须持有效的上岗证书才干上岗。7 对施工班组进行优化组合，竞争上岗，使工人保持高度的责任心和上进心。8 认真做好班前交底，让工人理解施工措施、质量原则、安全注意事项、文明施工规定等。9按劳动力定额组织生产，同步结合实际状况对现场人员进行劳动定员，使工人岗位明确，职责明确，避免人浮于事、发生窝工等悲观现象。1

16、0 履行经济承包责任制，使员工的劳动与效益挂钩。12 加强劳动纪律管理，施工过程中如有违纪屡教不改者、工作不称职者将罢职并调离工地，立即组织同级别技工进场，进行人员补充。13 本工程施工工期紧张，在重要节假日等状况下，要提前采用有针对性的避免措施，与各班组签订节日期间坚持施工承诺书，严格遵守劳动法有关节假日加班的规定并合适予以一定的奖励，保证劳动力稳定，使工人在重要节假日正常上班。14 签订合同后，我项目经理部将编制具体的施工进度筹划，再根据施工进度的规定，编制具体的劳动力和材料筹划用量表，保证投入足够的、优秀的管理人员、技术人员、机械设备准时进场展开施工，并准备充足的进场资金，购买原材料、零

18、价供应商能否满足施工进度，准时交货，同类产品价格与否合理，力求减少成本，节省费用。为了保证砼所用水泥、碎石、砂、块石和钢材等重要材料的质量，我项目经理将与供应商签订材料供应质量保证合同，规定供应材料必须满足质量原则；来保证材料供应质量和供应强度。在材料供货期间，将派材料工程师专人负责材料的组织供应。提前做好筹划、提前做好准备、提前告知供应商安排生产。在施工用料期间，项目经理部将派质量管理工程师加强对材料供应得质量监督和抽检工作。4.2.3重要周转料具投入筹划及保证措施 4.2.3.1重要周转料具投入筹划根据施工总体方案安排，本工程模板体系为：本工程模板所有采用18mm厚双面覆膜多层板；模板支撑

20、3.2 重要周转料具投入保证措施我项目经理部承诺根据工程规定，投入精良的机械设备，保证现场施工机械的正常运营处在受控状态，保证满足施工需要。1 及时做好各类材料的供应工作，根据实际状况编制切实可行的材料供应筹划，保证材料供应能满足施工的需要，且按筹划进度分批进场，做到先用先到现场。2 根据工程特点，由熟悉市场信息的材料员采用多渠道，少环节，供需方直接洽谈的措施，按工程进度签订材料供应合同，明确材料进场日期，并将材料供求筹划及时反馈给业主、监理。3 加强周转材料的管理，按筹划及时组织周转材料的进退场，并做到堆放整洁，现场无散落。加强材料质量把关，不合格品材料不得进入现场4 按合同及筹划需求，掌握
