51、必要性一、 立项背景：绿色无公害食品是人类健康食品，绿色食品是一个朝阳产业。随着人们生活水平的提高，健康和绿色食品已受到越来越多的人广泛关注。绿色无公害食品已成为新时期消费的潮流和市场的发展方向。发展绿色无公害食品，符合食品行业的发展趋势，市场潜力大，前景广阔。家禽业一直是我国畜牧业中最具活力的产业之一，在农业结构调整中扮演了重要角色，为增加农民收入和繁荣农村经济做出了重要贡献。面对加入WTO所带来的机遇和挑战，面对我国家禽业逐步融入国际市场和人们生活水平的提高以及消费观念的改变，面对严格的农产品市场准入制度，绿色、安全、健康的家禽产品广受重视。性能优异，抗病抗逆力强，附加值较高的家禽品种改良

52、选育、生态养殖、无公害基地、产品深加工等产业化经营综合开发更是受到关注。2003年包括浙西南的 “桔园、竹园、桑园、茶园”放养鸡标准化生产加工基地等优势畜产品纳入了浙江省特色优势农产品区域布局规划。我国鸡蛋产量居世界第一，成为中国生产效率最高的畜牧产业，鹊山鸡中草药生态养殖及加工综合开发，就是在上述背景下，利用山区良好生态生态环境实现鹊山蛋鸡养殖产业化，促进产品向绿色、无公害发展；以“龙头企业+合作社+基地+农户”为产业化模式，在此基础上开发加工产品实现产业化经营，引领农民致富。二、项目建设必要性及意义（一）项目建设必要性1、 金丽衢发展高效生态农业产业带的客观要求。我省欠发达县市主要集中在金

53、衢丽地区。金丽衢高效生态农业产业带是浙江省规划的三大产业带之一，而金衢丽地区又是全省的生态屏障，在全省生态安全体系中具有十分重要的战略地位，面临着既要加快发展又要承担特殊的生态功能的双重任务。区域特色明显的鹊山（蛋）鸡产业化发展符合浙江省人民政府关于印发金衢丽地区生产力布局与产业带发展规划的通知精神，因此，在保护和合理利用山区生态环境的前提下，以市场为导向，以提高效益为中心，通过鹊山鸡的养殖产业化发展，合理利用资源，构成农业循环经济，促进农业可持续发展，促进金衢丽地区成为我省名优养殖基地、安全高效优质禽蛋产品的重要生产加工基地，成为我省乃至全国最大的人与自然和谐发展区。2、 农业产业化经营的必

54、然要求农业产业化经营将成为农村经济新的增长点。我国农业产业化龙头企业连接着亿万农户。大力发展农业产业化经营、扶持龙头企业，能更有效地解决农业的产业结构调整问题，解决农民的增收问题；能在一个比较短的时间内提高农业企业的竞争力，加长我国农业的产业链，提高我国农产品及其加工制品的附加值，这既是我国农业进入新的发展阶段，农业、农村经济发展的需要，也是我国加入后广大农民的必然选择。具有地域优势的鹊山（蛋）鸡产业，将通过农业产业化经营，使资源优势变为产业优势和经济优势，成为农业产业化经营的支柱产业。在本企业龙头带动下，省级农民专业合作经济组织鹊山鸡专业合作社在农业产业化经营中的作用将日益明显，在“公司农户

55、”的产业化经营过程中发挥了重要的桥梁和纽带作用。3、欠发达山区农民转化生态优势，发展养殖业增加收入的迫切要求。目前，蛋鸡养殖仍旧是绿色农业的“短腿”，其主要原因就是蛋鸡品种退化、良种推广速度慢、产品加工率过低等产业化经营等关键“瓶颈”问题长期未得到解决，此外受农村经济基础和抗风险能力制约，中国蛋鸡产业主要以小规模、大群体养殖为主，组织化程度低，产业化经营程度低、疾病控制成本高。以“合作社+龙头+基地+农户”为模式的鹊山蛋鸡养殖加工产业化发展，将促进山区生态优势向经济优势的转化，成为一条区域特色明显的致富路。 （二）项目建设意义1、鹊山蛋鸡养殖将成为金丽衢高效生态农业产业带的新兴产业、成为山区欠

56、发达县市新的经济增长点。鹊山蛋鸡产业化是以松阳为中心，逐步扩展到丽水、金华、衢州等其他欠发达地区的大部分县市，将促进金丽衢生态效益农业的发展，成为山区欠发达县市新的经济增长点。浙江的一个基本省情是“七山一水二分田”，特别是大多数山区特别是欠发达地区保存了良好的生态环境优势，有大量的山竹林、果园有利于鹊山鸡的驯化放养。2、鹊山蛋鸡养殖加工综合开发有利于推动我省蛋鸡产业优化升级、提高市场竞争力 。鹊山鸡蛋具有活性钙高、胆固醇低、富硒等优异性能。同时具有绿色食品和保健品的特点，符合现代消费趋势，极具市场竞争力。本项目将推动我省蛋鸡产业向产品特色化、养殖集约化的方向发展，提升蛋鸡加工转化率、产业化水平

57、、组织化程度。3、鹊山蛋鸡产业合理利用自然资源，符合可持续科学发展观。我省的萧山鸡主要分布浙北地区、仙居鸡主要分布于浙东地区。浙西南山区生态具有立体性、生物的多样性等特征，山林中富含许多动物生长所需的活性物质，发展蛋鸡养殖环境优异，但是由于蛋鸡养殖一直存在品种杂乱、退化、规模小、集约化程度低、养殖效益低下等诸多问题。效益高、区域特色明显的鹊山蛋鸡产业将促进浙西南山区生态优势向经济优势的转化，促进浙西南地区成为名优养殖品种的保种选育基地，成为浙江省绿色禽蛋产品重要基地。5、加快发展特色养殖业，加速农产品加工转化，增加农民收入、扩大农民就业。在欠发达地区农村经济发展中，由于养殖业的风险相对比种植业

58、大，具备地域特色的养殖业未得到长足发展。以山区为主的欠发达地区尤其是国家级生态示范区丽水市，具备了依靠地域特色，发展绿色禽类产品得天独厚的自然条件，鹊山鸡绿色养殖是一条经济特色鲜明的山区科技兴农之路。本项目的实施3年内将带动20000户农户。农民人均收入增加2000元，总计4000万元。6、项目推广具有显著的生态效益在产业结构上，养鸡业属于3D业种，但如选择好放养地，合理规划，综合利用，可减少森林病虫害，改善竹林、果园生态环境，实现以牧促林，构成生态效益和经济效益的良性循环。第三章建设条件：一、 项目区概况1、项目中心区域松阳县地处浙南山区、瓯江上游。境内群山连绵，山地广阔，全县共有土地面积2

59、10.404万亩，其中山丘占87.5%，笋竹林面积12万亩（约有8万亩可与鹊山鸡进行立体种养开发），盆地、丘陵、谷地、低中山、构成了多层次的地貌类型，海拔高度从80米到1000米以上，具有“八山一水一分田”的地理特征。属中亚热带季风气候，具有四季分明，气候温和湿润，雨量充沛，光热资源丰富的优越条件。良好的生态环境为鹊山鸡养殖业提供了极为有利的条件。2、项目辐射区域；金衢丽地区的总体定位是：生态屏障，经济走廊。一方面，金衢丽地区具有承担特殊的生态功能，在全省生态安全体系中具有十分重要的战略地位。金衢丽地区是浙江的“绿色之肺”，关系到浙江全省乃至周边省市人与自然的和谐发展。另一方面，金衢丽地区拥有

60、较为丰富的待开发资源和经济后发优势，是浙江经济新的成长区域；这一区域经济发展的空间布局主要集中在杭金衢、金丽温高速公路和铁路沿线交通走廊地带；该地带具有承东启西的经济传导功能，是长三角和东南沿海向中西部地区经济辐射的重要通道。把金衢丽地区建设成为重要的绿色农产品生产基地是该地区的一项重大内容。随着农产品特色优势进一步突出，布局向优势区域集中，生态农业模式逐步推广，绿色农产品基地建设加强，农业产业化进程加快，金衢丽地区将成为浙江省乃至长三角地区重要的绿色农产品生产基地。到2010年，将成为浙江省新的区域经济增长点，最大的人与自然和谐发展区、新兴的特色制造业基地、重要的绿色农产品生产基地和著名的生

63、，并配以中草药喂养，驯养成功后，这种具有野性和药性的鸡和蛋作为治疗一些虚弱病症的药引，取得了特殊的效果。据史记.扁鹊仓公列传和扁鹊族谱记载，扁鹊就以此鸡及蛋为药引治好虢国太子的“尸厥”，使其起死回生，由此，扁鹊被称为神医，他所驯养的鸡被老百姓称为“鹊山鸡”。后来，扁鹊的传人继承了鹊山鸡的驯养技术和中草药配方，在扁鹊的故乡河北任邱县一带一直零星养殖鹊山鸡，由于北方生态环境的变迁，鹊山鸡品种已呈退化趋势且野外放养成本高，难以进行商品化开发。2002年河北农业大学臧素敏教授指导扁鹊故里的专业养殖场收集了散落民间的养殖方法加以整理开发，选育了新一代鹊山鸡品种，时任该场技术员的余早生参与了鹊山鸡保种选育
