This article first elaborates the necessity and importance of construction of the fourth party logistics information platform in China, analysing its market and business model, and then designing the

2、function service module of the fourth party logistics information platform of China .This module is made up of information integration, inquiry, quotation, business agent, business collaboration, settlement management, payment management, credit management and customer management module, etc. It is

3、of great practical significance to the design of the information level of Chinas logistics technology in this paper. Key words: the fourth party logistics; Logistics information service platform; System design I. THE NECESSITY OF THE CONSTRUCTION OF THE PLATFORM Throughout the history of information

4、 technology, it is not hard to find that information technology oriented enterprise service is of epoch-making significance, especially the application of software system, public service platform, etc, Which are inseparable from the driven of three kinds of factors. The first is the technology innov

5、ation that brand enterprises use it to cope with the market competition. first two service is urgently needed about the logistics services in multinational companies: efficiency and running cost of information transmission need to be improved quickly. Second, the government has launched a massive ef

6、fort to develop the public application system in order to improve the regional competitiveness, such as the development platform for the electronic port around. Third, risk investment involved in setting up the neutral enterprise service system, such as Alibaba. However, although the power of the ab

7、ove three aspects exist alone get temporary success, but failed to bring exciting to change the existing mode of business to achieve scale of successful cases. How to use the above three aspects to build a scale business operation service system for enterprise is the second purpose of this paper. Un

8、questionably China has become a global manufacturing center owning to its rapid economic development .The foreign trade system that closely contacts with the developed countries has become the most needed information field in China. A harmonious society and the sustainable development are the callin

Development pattern in the past characterized with low labour costs, low requirements of environmental protection, high energy consumption at the expense of exchange for foreign trade orders. The inevitable choice of possible the continuation of the past development model is to reduce

10、 the cost of each section of the port logistics and ensure high efficiency of the multinational trade with information technology means. Multinational companies in Chinas procurement depends on the competitiveness of the sum of the purchasing cost and logistics cost. Processing trade accounts for 60

11、% of Chinas foreign trade exports, so a completely transparent supply chain environment to ensure the information superhighway unblocked between the domestic manufacturing and foreign markets is especially needed to create. which should also have the positive significance in the national economic op

12、eration strategy. Nowdays there is no company have the power to provide data transfer operations in a wide range in China. Who can represent the interests of many manufacturing? How to connect the logistics providers and government regulators internally as well as links foreign and international dat

13、a transmission business externally is the role of market conditions must be formed as soon as possible. how to make up for the needs of market is one of the significance study of this paper. There are two problems in the logistics operation process, one is the low utilization rate of logistics resou

14、rces, such as transport of empty rate and the vacancy rate of empty loading rate, storage, etc; The other is that it is difficult for the shipper to find the appropriate logistics service provider. Transaction cost and transaction efficiency between each other are usually bound by camera obscure com

18、gency, multimodal transport, customs clearance, logistics consulting, entrust the inspection, and other international and domestic logistics services, created the direct output of about 200 billion Yuan, accounting for 15% of GDP, employees 422000 people, accounting for about 8% of the total populat

19、ion of industry in Shanghai. which shows the importance of promoting social and economic development. But throughout enterprise management system in the market currently, we found that it basically composes of the internal management system and external business operation system, and it lacks of inf

20、ormation communication between enterprises as well as between the external information flow, many things need oral transmission and transfer paper document, which will inevitably lead to a drop in productivity and the increase of operating costs. the most effective way to solve this dilemma, is to s

21、trengthen the information, documents, workflow, post level communication between across the enterprise. Therefore Chinas fourth party logistics information service platform design research is of practical significance. II. BUSINESS MODELS AND MARKET ANALYSIS (1) Online trading Both parties can relea

22、se the information and retrieving the related resources information on the platform after they become members of platform , and through the platform to provide tools for transaction and settlement management. the platform will collect the transaction management and platform use fee according to the

27、he systems of the three characters in its true sense in the current market, each acts of its own free will basically .The current system attempts to go deep into the industry in the field of business on the basis of industry application software and technical services. as there is so-called speciali

THE FUNCTION AND SERVICE MODULE DESIGN OF THE PLATFORM Platform is composed of several modules, including information integra

Therefore more business opportunities are likely brought for logistics providers. Logistics providers give a counter-offer according to the inquiry

In this paper, a security and perfect logistics resources information network database is set up through the design of the fourth party logistics platform, Verifying each customers real details
