But though air cyclists may learn how to fly over short distances, and may, eventually, even get across the English Channel, it is doubtful whether they will ever cycle across the Atlantic.Lesson67 Volcanoes 火山Haroun Tazieff the Polish scientist, has spent his life-time studying active

9、volcanoes and deep caves in all parts of the world. In 1948, he went to lake Kivu in the Congo to observe a new volcano which he later named Kituro. Tazieff was able to set up his camp very close to the volcano while it was erupting violently. Though he managed to take a number of brilliant photogra

10、phs, he could not stay near the volcano for very long. He noticed that a river of liquid rock was coming towards him. It threatened to surround him completely, but Tazieff managed to escape just in time. He waited until the volcano became quiet and he was able to return two days later. This time, he

11、 managed to climb into the mouth of Kituro so that he could take photographs and measure temperatures. Tazieff has often risked his life in this way. He has been able to tell us more about active volcanoes than any man alive. Lesson68 Persistent 纠缠不休I crossed the street to avoid meeting him, but he

By this time, however, three men had come into the ring and they quickly dragged the drunk to safety. Even the bull seemed to feel sorry for h

On the B.B.C. you can hear the clock when it is actually striking because microphones are connected to the clock tower. Big Ben has rarely gone wrong. Once, however, it failed to give the correct time. A pai

23、nter who had been working on the tower hung a pot of paint on one of the hands and slowed it down ! Lesson72 A car called Bluebird “蓝鸟”汽车The great racing driver, Sir Malcolm Campbell, was the first man to drive at over 300 miles per hour. He set up a new world record in September 1935 at Bonneville

24、Salt Flats, Utah. Bluebird, the car he was driving, had been specially built for him. It was over 30 feet in length and had a 2500 horse-power engine. Although Campbell reached a speed of over 304 miles per hour, he had great difficulty in controlling the car because a tyre burst during the first ru

25、n. After his attempt, Campbell was disappointed to learn that his average speed had been 299 miles per hour. However, a few days later, he was told that a mistake had been made. His average speed had been 301 miles per hour. Since that time, racing drivers have reached speeds of over 400 miles an ho

26、ur. Following his fathers footsteps many years later, Sir Malcolms son, Donald, also set up a world record. It was not long before a helicopter arrived on the scene to rescue the survivors of the plane crash.Lesson76 April Fools Day 愚人节To end our special news bulletin, said the voice of the television announcer,

The only way to do this was to operate. The operation, which lasted for over four hours, proved to be very difficult because of

42、the hard resin which covered the skin. The doctors removed a section of the mummy and sent it to a laboratory. They also found something which the X-ray of the god Duamutef. This god which has the head of a cow was normally placedinside a mummy. The doctors have not yet decided how the woman died. T

43、hey feared that the mummy would fall to pieces when they cut it open, but fortunately this has not happened. The mummy successfully survived the operation. 49、阶段的产物，特别是后工业化社会对通过资源、劳动生产率获取利益的能力和潜力得到极大挖掘后，对流通环节利益的获得既有动力，也是现实的途径。从现代物流发展的规律分析，其发展的推动因素主要来自于企业发展战略的改变、企业物流能力的培养需要、物流新技术的应用和物流服务的专业化分工与协作等几个方面。在经济发达国家和部分经济发展水平较高的发展中国家和地区，企业除注重技术、产品、市场和客户开发能力的培植外，更为注重维持稳定而有效的供应链、使产品的服务更贴近用户、建立即时供应系统、实现零库存等物流战略的建立。当前，物流业已成为世界现代流通领域的重要组成部分，也是加快城市经济循环，提高流通效益的重要环节。某省某汽车

50、运输集团有限公司是一家以道路客运、物流为主业的专业运输企业，是某地区运输规模最大，线路覆盖面最广，管理服务较为完善的大型专业运输企业。鉴于以上因素，该公司为利用现有的运输规模，进一步完善自身的物流体系，拟在某市白沙洲大道与铜桥港交汇处建设某市某物流园，完善基础设施及服务功能，并配套建设信息系统系统，建成一个具有现代化配套设施，集交易、配送、信息、服务为一体的专业化仓储和物流基地，对于建立、健全和完善以市场为导向、规范交易、公平竞争的物资流通体制具有积极的促进作用。2.2 项目建设的必要性(1)项目建设是引导和转化某市潜在物流需求的需要物流活动作为一种经济活动，需要在供、需两个方面不断地相互适应

52、给能力方面的水平是至关重要的。本项目建成后将有力地加强现有铁、公、水、航的设施衔接以及交通运输设施与库、场设施的衔接，使现有物流资源得以合理整合，基础设施及其技术装备的运作水平得以提高。 (2)项目建设是支持有效的物流市场机制建立的需要物流的市场化与经济发展的市场化程度直接相关，同时也与市场开放、管制相关联。有效的物流市场机制建立要求市场更加开放，管制更加合理和科学，物流活动具有网络化的特点，物流中心只是其网络上的一个结点，需要网络上各个结点之间相互开放彼此的物流服务市场，便于企业在较大的市场范围内进行兼并、重组以资本运作为手段的企业经营网络建设，并为开展网络化物流经营活动提供与商流相适应的高

53、效物流服务。同时，物流服务活动存在着一系列委托与被委托。代理与被代理的关系。服务的无形化特点、各种复杂的费率协商、服务的标准和衔接、物权的转移、控制和结算的主体等，往往涉及多个方面，需要强有力的制度保障和执行机制，包括市场准入与汰出机制、市场保障机制及商业信用机制等等。建立集中服务运作的物流园区，可在一定程度上为改善信用体系的欠缺，降低物流交易成本和提高物流服务效率提供有益的尝试与实践，有助于改善当前商业信用不健全的情况，支持和强化货主对物流服务需求的积极态度，减少自营物流，扩大物流服务的市场需求不足。因此，某物流园的建设与运营，对某市与省内和周边重要的经济中心城市实现市场管制的合理化和科学化

54、，建立良好的市场秩序，形成对物流服务企业活动的良性规范与积极引导，具有十分积极和现实的意义。(3)项目建设是促进区域经济发展的需要物流业发展程度已成为衡量一个国家、地区综合国力和现代化程度的重要标志，发展物流业是推进城市工业化、城市化、市场化和国际化进程，进而提升综合实力和国际竞争力的重要举措。物流业是不断启动市场，促进需求、消费，推动国家经济增长的重要动力，加快发展物流业，有助于降低物流成本，提高物流效率；有助于推动比较优势转化为竞争优势；有助于改善发展环境，满足社会多样化的服务需求；有助于实现集约式发展，提高经济竞争能力和人民生活质量。项目的建设，对提高城市经济运行效率及城市在经济区域的地

55、位和作用具有积极的意义，可促进常宁市现代物流的发展和物流产业的培育，从而产生新的经济增长点，为经济的可持续发展提供新的产业成长支持，为常宁提高经济发展水平创造良好的产业布局与发展环境。2.3 项目建设的可行性2.3.1 编制依据某物流园建设工程项目可行性研究报告于2009年6月由某汽车运输集团有限公司委托某市投资咨询中心编制，经过现场勘察和充分调查，收集有关资料后研究论证完成。本报告主要以下列文件和基本资料为编制依据：(1)印发关于促进我国现代物流业发展的意见的通知（发改运行（2004）1617号）(2)中共某省委某省人民政府关于促进生产性服务业加快发展的指导意见（湘发（2007）9号）(3)

56、 某省人民政府办公厅关于进一步加快现代物流业发展的若干意见湘政办发200741号；(4)某市现代物流发展“十一五”规划；(5)某物流园总平面图(6)国家发改委、建设部发布的建设项目经济评价方法与参数（第三版）；(7)其他有关的规程、规范、标准及项目的有关基础资料。2.3.2 编制范围(1)通过对项目拟建地区经济发展和市场现状等进行调查，论证项目建设的必要性及有利条件。(2)确定项目选址用地与总平面规划。(3)通过调查和测算分析，确定项目建设规模和工程技术初步方案。(4)估算项目总投资，提出资金来源与筹措方案，拟定投资计划和实施进度安排建议。(5)定性分析项目的经济效益和社会效益。(6)从技术、

57、经济、环保、社会等各方面论证项目建设的必要性，经济上的合理性和技术上的可行性，提出研究结论和建议。2.3.3 项目建设的优势分析(1)政府有关部门大力推动物流发展在国家层面上，2004年国家发改委等九部委出台关于促进我国现代物流发展的意见。根据意见的要求，由国家发改委牵头，商务部等13个政府部门和中国物流与采购联合会、中国交通运输协会，组成了“全国现代物流工作部际联席会议”。此举标志着我国推动物流发展的综合协调机制在中央政府层面开始形成。同时还出台了取消国际货代企业经营资格审批、扩大设立保税物流基地、降低车辆通行费收费标准、启用新版联运发票、放宽国内航空货运市场准入门槛、允许跨国采购集团以独资

58、形式开展出口业务等举措。2004年7月中华人民共和国道路运输条例开始实施，全国各地全面开展了联合“治超”工作。这一系列文件的出台和工作的开展，大大促进了我国现代物流业的发展。某市政府对物流业发展的支持更加务实具体。某市现代物流发展“十一五”规划，提出了把某市建成全国物流区域中心城市、某一级物流节点城市，其中某物流园也是整个某市物流规划的一个组成部分。2交通优势有利于现代物流产业的加速发展项目建设地点选择在某市白沙洲物流园与城市外环线相连的南郊大道西侧，北邻白沙洲工业区，南邻白沙洲汽车客运站，距某市最大物流园区(某市深圳物流园)不足一公里，东邻京珠高速和107国道，西通衡昆高速和1807省道，距

59、某湘江千吨级码头不足五公里路程，交通位置极为便利，地理位置十分优越。3物流市场需求迅速增长2008年，某市经济总量占全省总量的9%，而货运量只占全省的6.8%；全省每亿元GDP货运量9.2万吨，而某市只有7.0万吨。某市货运周转量占全省的7.3%；全省每亿元GDP货运周转量938.8万吨公里，而某市仅为766.5万吨公里。这两个指标分别只有全省的76.1%和81.6%。近几年，某市经济持续稳定增长为城乡居民收入水平的提高奠定了良好的基础，2008年城镇居民人均可支配收入突破12000元，农村居民人均纯收入突破5600元。随着居民收入的增长，个人消费日趋旺盛，消费结构升级。某作为省内第二大人口城

60、市，有着独特的消费需求环境：从2008年客运数据看，某市人口地域间流动日趋频繁，中短途客运量增加较快，而且这种居民自发行为具有较大的稳定性和一定的可持续性；居民消费升级也必然会带动居民消费品市场的繁荣，加速地域间消费品的流动，进而推动某市交通运输业的发展。2.3.4 项目区基本情况(1)地理交通某位于某省中南部，湘江中游。东邻株洲、攸县、安仁；南界永兴、桂阳；西接冷水滩、祁阳、东安、邵阳、邵东；北靠双峰、湘潭。某市现辖5县、2市、5区，总面积1.53万平方公里，合153.10万公顷，总面积占全省土地面积7.23%，城区面积557平方公里，市区建成区面积为93平方公里，总人口730万，在全省各市

61、、州中，幅员位居第7位。某市是我国南方的重要交通枢纽，京广、湘桂线交汇于市区，境内通车里程250公里，有火车站33个。公路纵横交错，四通八达，107、322国道以及已建成的京珠、衡昆，已开工建设的京珠复线、吉邵（衡大段已建成）等4条高速公路贯穿全境。全市100%的乡镇、88%的村通了公路，通车总里程7643公里。其中，高等级公路3140公里，高速公路149公里。水上运输也很便利。湘江上溯潇水，下入洞庭、耒水、蒸水等一级支流四季通航。(2)综合经济2008年，全市实现生产总值1000.09亿元，增长12%。其中第一产业增加值235.75亿元，增长5.3%；第二产业增加值412.36亿元，增长14

64、有及国有控股投资82.8亿元，增长42.3%。城镇500万元以上项目中年内新开工项目个数522个，增长31.8%。工业投资主导地位加强。全市城镇工业投资172.0亿元，增长49.6%。其中，工业技术改造投资158.4亿元，增长58.5%；工业投资占全社会固定资产投资的比重为56.2%，比上年提高5.8个百分点；采掘业投资34.2亿元，增长74.5%；制造业投资119.7亿元，增长38.9%；电力业投资15.5亿元，增长158.3%。基础建设力度增强。全市基础设施和基础产业投资38.5亿元，增长29.6%。其中，交通运输、城建设施、教育、卫生投资分别增长23.6%、6.7%、100%和173.3%。重点工程进展顺利。全市100个在建的省市重点建设项目完成投资143亿元，增长12.6%，为年计划投资的100.7%。其中，省重点建设项目完成投资113.5亿元，增长17.1%，为年计划投资的111.2%。按行业分，产业发展项目完成投资41.7亿元，基础设施项目完成投资96.56亿元，社会发展项目完成投资4.83亿元。建滔化工“双十”工程、衡钢集团108机组品种结构调整技术改造、燕京啤酒20万吨生产线技改等26个产业项目顺利投产，蒸湘南路延伸工程、雁栖大桥等21个基础设施项目竣工投入使用。房地产开发增幅回落
