People have to apply for a certificate if they want to buy a car.

Not everyone can get one.There is also a high tax on cars, so it costs three or four times as much to buy a car in Singapore as it does in, say, the United States or Canada.The other thing Singapore has done is to build an excellent pubic transportation sy
