11、总则1、为规范工程质量管理工作，确保施工质量，根据中铁二十一局集团质量管理办法，制定本实施细则。2、本办法使用于项目部所有工程质量管理工作。二、质量管理机构项目部设劳动与安全部， 成立质量管理领导小组， 施工队设专职或兼职质量检查员，班组设兼职质量检查员。质量管理领导小组：组长：张宗团副组长：李振举周书宝王俊庄组员：伍俊张有青王亮焦明刚门浩孙彦银三、工程质量责任制1. 建立和落实工程质量逐级负责制和岗位责任制。项目部建立逐级负责的质量责任制，对所承担的施工项目明确各级责任人，并将质量责任分解落实到各个岗位和员工，按各自的职责对其施工的工程质量负终身责任。2工程质量责任制：（一）项目经理：对施工

12、的工程质量负直接领导责任。1) 建立项目工程质量管理体系和组织机构，组织建立质量管理制度。2) 组织质量培训教育活动， 组织编制质量计划及施工组织设计， 明确创优目标。3) 严格按施工程序组织均衡生产、文明施工。组织领导各架子队或班组严格按设计图纸、施工规范、操作规程、施工组织设计、技术措施进行施工，并经常督促检查。4) 组织质量检查，推行全面质量管理。随时掌握工程进度和质量情况，认真贯彻各种技术措施， 严格执行质量奖惩规定， 对存在的质量问题， 组织分析原因和制定整改措施。5) 依法分包工程，依法使用劳务。1reatment of heavily polluting industries.

58、量计划指标。2) 在考核施工生产计划完成情况时，应考核施工质量指标的完成情况。3) 对不合格或未经质量验收的工程，不予办理验工计价。( 九)物设设备部1) 负责制定和完善物资和设备管理的规章制度。 制定设备的操作规程并监督落实。2) 按设计、施工技术要求制定物资设备供应计划，采取招标或租赁等方式，保证按施工计划提出的数量、品种、规格和时间供应材料、配件。3) 凡需材料代用或新材料订购时， 须经有关部门鉴定同意后， 方可采购、供应。4) 妥善贮存保管各种原材料、配件，以及化工材料。易燃易爆、有毒有害危险品，要专库存放、专人看护。5) 负责所采购的产品 、材料、半成品的验证、检验标识和不合格物资的处理。做好台帐记录，办理收发交接手续。6) 负责对特种设备的维护保养和建立台帐。 配合有关部门对特殊工种进行培训7) 参与事故调查处理。( 十)
