29、起草。本制度由青州市水利建筑总公司安全生产标准化建设领导小组提出。本制度由青州市水利建筑总公司财务部归口并负责解释。本制度起草人：景信云、孟丽鹏。本制度2014年12月首次发布。安全生产费用保障制度1 范围本制度规定了青州市水利建筑总公司安全生产费用保障管理的职责、费用的提取、费用的申报审核、费用的使用、检查与考核、报告与记录等要求。本标准适用于青州市水利建筑总公司安全生产费用保障管理。2 规范性引用文件下列文件对于本文件的应用是必不可少的。凡是注日期的引用文件，仅所注日期的版本适用于本文件。凡是不注日期的引用文件，其最新版本（包括所有的修改单）适用于本文件。AQ/T 90062010 企业安

30、全生产标准化基本规范财企201216号关于印发企业安全生产费用提取和使用管理办法的通知青州市水利建筑总公司安全生产管理办法3 术语和定义下列术语和定义适用于本标准。3.1 安全生产费用是指企业按照规定标准提取在成本中列支，专门用于完善和改进企业或项目安全生产条件的资金。3.2 安全生产监督管理专项经费是指企业按照规定标准提取在成本中列支，专门用于企业安全生产监督与管理的资金。3.3 一次性计提安全生产监督管理专项经费对于一次性拨付工程资金的项目，资金到位后，按规定比例以工程实际造价为基数，一次性计提安全生产监督管理专项经费。3.4 阶段性计提安全生产监督管理专项经费对于按工程进度支付工程资金的

31、项目，进度款实际到位后，按规定比例以实际到位进度款为基数，分阶段计提安全生产监督管理专项经费。4 职责4.1 总经理批准公司年度安全生产费用计划。4.2 安全生产领导小组审议公司年度安全生产费用计划和年度实施情况。4.3 财务部计提安全生产费用，对公司安全生产费用设立安全生产专项经费科目，对安全生产监督专项经费专户核算,专款专用，建立安全生产费用台账，指导项目部安全生产费用核算及监管。4.4 质量安全部4.4.1 制定公司年度安全生产费用使用计划。4.4.2 组织实施公司年度安全生产费用使用计划。4.4.3 备案项目部安全生产费用计划。4.4.4 检查项目部安全生产费用使用情况。4.5 项目部

32、4.5.1 项目部安全员编制项目部的安全生产费用使用计划。4.5.2 项目经理审批安全生产费用使用计划。5 管理活动的内容与方法5.1 本制度依据的流程公司安全生产管理专项经费计划管理流程（见附录图A.1）。公司安全生产管理专项经费报销管理流程（见附录图A.2）。项目安全生产费用计划管理流程（见附录图A.3）。5.2 总则5.2.1 依据AQT 90062010企业安全生产标准化基本规范、财企201216号关于印发的通知等规定，足额提取安全生产费用。5.2.2 安全生产费用按照“企业提取、政府监管、确保需要、规范使用”的原则进行管理。5.3 安全生产费用的提取5.3.1 公司安全生产费用包括公

33、司及所属各部门的安全生产监督管理专项经费与项目安全生产费用两部分。5.3.2 公司每年安全生产监督管理专项经费不少于10万元；人数超过500人、不足1000人，并且生产任务较重的项目部，每年安全生产监督管理专项经费不少于5万元；其他小型工程项目部每年安全生产监督管理经费不少于2万元。5.3.3 市政公用工程、公路工程的安全生产费用按工程造价的1.5%提取，水利水电工程按工程造价的2.0%提取。5.3.4 项目安全生产费用提取根据项目具体情况，选择一次性计提或阶段性计提的模式提取，以保证满足安全生产条件和实际需要为前提。5.4 安全生产监督管理专项经费管理5.4.1 安全生产监督管理专项经费的申

34、报与审核5.4.1.1 每年2月份公司各部门安全部门编制“安全生产费用使用计划”（见附录B表B.2），经部门领导审核后报公司质量安全部审核汇总。5.4.1.2 质量安全部审核汇总后，起草公司年度安全生产费用使用计划，质量安全部审核、经分管领导审核，提交公司安全生产领导小组审议，报总经理批准。5.4.1.3 使用安全生产监督管理专项经费时，须填写“部门安全生产费用使用申报表”（见附录B表B.3），报质量安全部和分管领导审核后，履行财务报账手续。5.4.1.4 所属各部门依据本规定制定安全生产监督管理专项经费申报和审核规定。5.4.2 安全生产监督管理专项经费的使用5.4.2.1 财务部设立安全生

35、产专项经费科目，对安全生产费用专户核算，专款专用，建立安全生产费用台账（见附录B表B.1），并按规定范围安排使用，不得挤占、挪用。年度结余资金结转下年度使用，当年计提安全生产费用不足的，超出部分按正常成本费用列支。5.4.2.2 安全生产费用以外的其他直接用于安全生产的费用按实际需要进行列支。5.4.2.3 在编制投标文件时将项目安全生产费用列入工程造价。5.4.2.4 公司安全生产费用的使用范围如下： 完善、改造和维护安全防护设施、设备支出； 配备、维护、保养应急救援器材、设备支出和应急演练支出； 开展重大危险源和事故隐患评估、监控和整改支出； 安全生产检查、评价（不包括新建、改建、扩建项目

36、安全评价）、咨询和标准化建设支出； 配备和更新现场作业人员安全防护用品支出； 安全生产宣传、教育、培训支出； 安全生产适用的新技术、新标准、新工艺、新装备的推广应用支出； 安全设施及特种设备检测检验支出； 其他与安全生产直接相关的支出。5.4.2.5 安全生产工作实行荣誉和物质两种奖惩制度，具体规定按安全生产考核奖惩管理制度执行。5.4.3 安全生产监督管理专项经费的检查与考核质量安全部每年度末对安全生产监督管理专项经费实施情况进行总结，财务部负责进行年度审计，对发现的问题提出整改要求，有关部门按要求整改，总结及整改情况报分管领导审核，提交公司安全生产领导小组审议，报总经理批准，同时按照安全生

37、产考核奖惩管理制度执行。5.5 项目安全生产费用管理5.5.1 项目安全生产费用的申报与审批项目部安全部门按照施工安全的要求，制定安全生产费用计划，填写“安全生产费用计划申报表”，由项目经理审批，项目部安全部门建立安全生产费用使用台账。5.5.2 项目安全生产费用的使用5.5.2.1 项目部安全部门按照安全生产费用使用计划申请支出安全生产费用，填写“项目安全生产费用使用申报表”（见附录B表B.4），项目经理对安全生产费用使用计划进行审批后履行财务报账手续。5.5.2.2 项目安全生产费用使用范围如下： 完善、改造和维护安全防护设施、设备支出（不含“三同时”要求初期投入的安全设施），包括施工现场

38、临时用电系统、洞口、临边、机械设备、高处作业防护、交叉作业防护、防火、防爆、防尘、防毒、防雷、防台风、防地质灾害、地下工程有害气体监测、通风、临时安全防护等设施设备支出； 配备、维护、保养应急救援器材、设备支出和应急演练支出； 开展重大危险源和事故隐患评估、监控和整改支出； 安全生产检查、评价（不包括新建、改建、扩建项目安全评价）、咨询和标准化建设支出； 配备和更新现场作业人员安全防护用品支出； 安全生产宣传、教育、培训支出； 安全生产适用的新技术、新标准、新工艺、新装备的推广应用支出； 安全设施及特种设备检测检验支出； 其他与安全生产直接相关的支出。5.5.3 项目安全生产费用的检查与考核5
