3、ability and the baseline multi-year tariff of all blocks of Thermal Power Station ， Cuddu CEO GENCO-II TPS GUDDU (下文称为招标者)面向国际知名工程师，给 Guddu热电厂机组 的热容量，年可用小时数，可靠容量，安全性，多年费用基线等性能参数做评测 1.2Source of Funds 资金来源 The Employer has arran ged the funds from PEPCU'S own resources of Foreig n Excha nge alloc

11、止前 7天寄出。副本看老板的反应将提交给所有的人 ,发出的招标文件， 包括描述了调查， 但没有查明其来源。 IT6 Amendment of Tender Documents 投标文件的修改 6.1 At any time prior to the deadline for submission of tenders ，the employer may ，for any reason ， whether at his own initiative or in response to a clarification requested by a prospective tenderers ，

12、 modify the Tender Documents by issuing an amendment 在提交标书最后期限前，业主可根据自己的意愿，或应回复潜在投标者的解释文件的要求，发 布附录修改投标文件。 6.2 Any amendment thus issued shall be part of the Tender Documents pursuant to sub Clause6.1hereof ， and shall be communicated in writing to all pursuant to the Tender Documents.Prospective t

15、mployer shall be written in the English language， provided that any printed literature furnished by the tenderers may be written another language so long as accompanied by an English translation of its pertinent passages in which case， for purposes of interpretation of the Tender ， the English trans

18、ng as to the correctness and sufficiency of his Tender and of the rates and prices entered in the Price Schedule, which rates and prices shall except in so far as it is otherwise expressly provided in Contract/Purchase Order， cover all his obligations under the Contract/Purchase Order and all matter

19、s and things necessary for the proper Supply of Goods/Spares 每位投标者应该确保其标书的正确性及其充分性并接受费用预算表所确定的费率与价格，这些 费率与价格不包括合同或订购单里明文规定的费率与价格，包括了投标人在履行合同或订购单 里的义务和工程过程所需的一些必要物件及零件的费用。 9.2The tenderer is advised to obtain for himself at his own cost and responsibility all information that may be necessary for p

Tender Price, currency of Tender.& Payment 标价，投标的支付货币 10.1 The tenderer shall fill up the Schedule of Price indicating the unit rates and prices of the goods to be

21、 supplied underline contract/purchase order. 对单价和总价未标明的项目，在工程中业主不予以支付，其价格视作已包括在工程量表中其他 的单价、总价中。 . 10.2 Unless otherwise stipulated in the Conditions of Contract ， prices quoted by the tenderer shall remain fix during the tenderers .performance of the Contract and not subject to variation on any a

22、ccount. 除非合同中另有明确规定，合同包括条款一所述全部工程，以投标者提供的项目单价和总价为 基础 IT-11Tender Security 投标保证 11.1 Each tenderer shall furnish, as part of his tender, a Tender Security in the amount equal to 2% of the Tender price in the form of Deposit at call or a Bank Guarantee issued by a Scheduled Bank in Pakistan in favo

23、ur of the Employer valid for a period 30 days beyond the tender Validity date. 投标者应随其标书提交一份投标保函， 金额不少于投标价格的2%。 在标书生效30天前，以活 期存款或以巴基斯坦预算银行作担保形式交到招标单位。 11.2 Any tender not. accompanied by an acceptable Tender Security shall be rejected by the Employer as non-responsive 任何未附可接受的投标保函的标书都将被招标单位拒绝 11.3

24、 The .tender securities of unsuccessful tenderers will be returned upon award of contract to the successful tenderer or on the expiry of validity of Tender Security whichever is earlier. 不成功的标书的投标保函将尽快返还，不迟于标书有效期结束前 11.4 The Tender Security of the successful tenderer will be returned when the tend

27、巴基斯坦政府所规定的非司法文 件形式签署 IT-12.VALIDITY OF SIGNING AND SUBMISSION OF TENDERS 有效签署及提交标书 12.1 Tenders shall remain valid for the period of. 1 80 days after the date of Tender opening. 从特定的投标结束期起6个月内投标书保持有效且可供接受 12.2 In exceptional circumstances, the Employer may request the Tenderers to extend .the pe

28、riod of validity for a specific period The request and responses thereto shall be made in writing. A Tenderer may refuse the request without forfeiture of his Tender Security. A Tenderer agreeing .to. the request will not be required. or permitted. to modify his Tender, but will be required to exten

29、d the validity of his Tender Security for the period of all tension and in compliance with Clause IT-11 in all respect. 在特殊条件下，在原标书有效期结束前，业主或其代理人可要求投标者延长其标书有效期。业 主的要求和投标者的答复均应是书面的形式。投标者可以拒绝这样的要求，且不会因此失去其 投标保函。 答应这样要求的投标者不得改动其标书， 但被要求顺延其投标保函有效期。 条款 IT11 中有关投标保函的返还和失去的规定同样适用于延长期。 12.3 Tenderers are

30、particularly directed that amount entered on the form of Tender for performing. the contract shall be strictly in accordance with the Tender documents. 投标者应严格按照招标文件所要求的文件格式及数量签署合同 12.4 Each Tenderer shall prepare one original and one copy or the Documents comprising the Tender and clearly mark them

31、 ORIGINAL and COPY as appropriate. 投标者应准备条款十(一)规定的标书的一个原本和两个副本，并分别注明 “原本 ”和“副本”。 In the event of discrepancy between them the Original shall prevail. 如果两者之间有不同，以原本为准。 12.5The original and copy of the Tender shall be typed or written in indelible ink and shall be signed by the person or person(s) d

32、uly Authorized to sign. In the case of copies, Photostats are also acceptable. This shall be indicated by submitting a written power of attorney authorizing the signatory of the Tenderer. to act for and on behalf of Tenderer. All pages of Tender shall .be initialed and stamped by the person or perso

Tenderer shall indicate in the space provided in the form of Tender, their full and proper address at which notices may be legally served t

35、o them and to which all correspondences in Connection with their Tenders and contract are to be sent. 投标者应在标书所对应空间填写好自己 的通信地址，以确保招标单位的文件传送 12.9 Tender shall retain a copy of Tender documents as their file copy 投标者应保留一份标书文件备份 12. 10 The Tender shall contain no alterations omissions or additions exc

36、ept to comply with the instructions issued by the Employer or as are necessary to correct errors made by the Tenderers in which case such corrections shall be initialed by the person or persons signing the Tender. 全套标 书不应有改动、行间书写或涂抹的地方，除非按议程的指示或为改正投标者的错误，但这种情 况下改正的地方应有在标书上签字人士的缩写签名。 12.11 Schedule

37、 of technical data attached with the Tender schedule must accompany the Tender duty filled in signed and stamped by the Tenderers otherwise the offer will be considered incomplete'/rejected 在标书附表中的技术参数表必须应有投标者的盖章或签名，否则将视为无效或未完成 12.12All schedules to Tender are to be properly completed and signed 给招

38、标单位的工程进度表应正确填写好 12.13The Tender shall be delivered in person or sent by registered mail at the address of the Employer. 招标单位将会以书信或电子邮件方式发送标书 12.14 Each Tenderer shall submit his Tender as under 投标者按以下规定提交标书 i. ORIGINAL and each COPY of the tender shall be separately sealed and pu tin separate en

39、velopes and marked as such. 投标者应把标书原本和每个副本分别各装入一个内信封和一个外 信封，且在信封上注明 “原本 ”、“副本 ”。 ' ii. The envelopes containing the ORIGINAl and CPOIES will be put in one sealed envelopes and addressed/ identified. 装有原本及副本的两信封在装在一个信封后表面地址或记号 12.15 The inner and outer envelopes shall 内外信封均应注明： a) be addressed to

Tenderers shall bear all e

43、xpenses incurred in the preparation and delivery of Tenders. 除上边规定外， 没付标书费用的投标者将得不到相应标书。 投标者应承担准备和寄送标书的一 切费用。 13.1(a)Where delivery of a Tender is by mail and Tenderer wishes to receive an acknowledgement of receipt of such Tender, he shall make a request for such acknowledge in a separate letter

45、 e-main shall not be considered. 以电报，传 真或邮件提交的的标书将视为无效 . 13.3Any Tender received by the Employer after the date and time of Tender submission will be returned unopened to such Tenderer Delays in mail, delays of person in transit or delivery of a Tender to the wrong office shall not be accepted as a

46、n excuse for failure to deliver a Tender at the proper place and time. It shall be the Tenderers responsibility to determine the manner in which timely delivery of this Tender will be accomplished either in person by messenger or by mail 在提交日期之后才被招标单位收到的标书将会原件退回，不接受任何解释。投标者应注意选择 正确方式，确保标书准时提交。 13.4

47、 Any Tenderer may modify or withdraw his Tender submission provided that written notice of the modification, substitution or withdrawal is received by the Employer prior to the deadline for Submission of Tenders 投标者在提交标书后可对其进行修改或予以撤销， 只要修改 文件和撤标通知在提交标书最后期限前送达招标单位。 13.5The notice for modification su

53、rs ,including withdrawals and modifications made pursuant to Clause IT13 in the presence of Tenderers'Representatives who choose to attend at the time, date and location stipulated in the invitation to Tenderers and Tendering data. The Tenderers Representatives who are present shall sign in a regis

54、ter evidencing their attendance 招标单位将派出专业人员的团队在投标代表面前拆开 标书，投标代表可按照招标文件里所提到的日期参加开标会议，届时将登记出席代表名单 14.2 Envelopes marked MODIFICATIONS SUBSTITUTION or WITHDRAWAL shall be opened and read out first along with the name of the Tenderer. Tenders for which an acceptable notice of withdrawal has been submit

57、不予采纳 Discounts offered for lesser period than the Tender validity shall not be considered in evaluation 在标 书有效期内的短期时间的折扣在评标中不予以考虑。 14.4 CORRECTION OF ERRORS 错误更正 a) Prior to the detailed evaluation pursuant to Sub-Clause 14.10 hereof, the Employer will determine the substantial responsiveness of

58、each Tender to the Tender Documents.在条款 14.10 的评标纟田节前, 招标单位将检查各标书上的标书文件 For purpose of these clauses a substantially responsive Tender is one which conforms to all the terms and conditions of the Tender Documents without material deviations 这些步骤的目的在于减少标 书文件的资料性偏差 A material deviation or reservatio

60、 iii) Whose rectification would affect unfairly the competitive position of other Tenderers presenting substantially responsive Tenders 纠正这样的偏差或保留，将对其他提交符合要求的标书的投资 者的竞争力有不公正的影响 The Employers determination of a Tender responsiveness will be based on the contents of the Tender without recourse to ext

61、rinsic evidence 在详田的评标前， 招标单位将判定每份标书是否符合投标文 件的要求 b) Arithmetic errors will be rectified on the following basis 以下数学计算方面错误将由招标单位改 正 If there is a discrepancy between the unit price and total price that is obtained by multiplying the unit price and quantity ,the unit price shall prevail and the tota

62、l price shall be corrected if there is a discrepancy between the words and figures the amount in words shall prevail. If there is a discrepancy between the total Tender Price entered in Form of Tender and the total shown in Schedule of prices Summary the amount stated in the Form of Tender will be

63、corrected by the Employer in accordance with the Corrected Schedule of Prices .If the Tenderer does not accept the corrected amount of Tender his Tender will be rejected and his Tender Security forfeited 当数字与文字表示的数额不同时，以文字表示为准，除非文中明确以数字表示为准；当单价和 以单价乘以数量得到的总价不同时，以单价报价为准，除非业主认为单价存在严重错误，在这 样的情况下，以总价报价为
