1、v1.0可编辑可修改ECCN相介貂ECC柱要是根据产品和技术的类型和性能来确定出口控制的级别。对于不需要出口许可的(no license required)则放行，否则就要申请出口许可。美国政府部门制定的出口限制措施，要求任何科技产品和技术的出口，必须通过以下流程：1、确定商品控制清单的 ECCNB口分类号码，如果是 EAR99则不受控制。美国政府规定，任何供应商和原厂都有义务提供产品的ECC斓码。ECC斓码为五位数基码：第一位：数字，是商品控制类别序号，共计十类，如 3电子/4计算机/5电信和信息安全/6激光和感应器/7导航和航天；第二位：字母，标记 A为设备、组件、零件，B为检测设备，C为

2、材料，D为软件，E为技术；第三位：数字，具体说明控制理由，0为国家安全(军品两用控制)，1为导弹技术，2为核不扩散，3为生化武器，9为反恐、犯罪控制、地区安全、短缺、联合国制裁等；第四位：数字，加强说明控制理由，往往为第三位的追加理由，比如3A001,表示电子类涉及国家安全的受控零件，而3A292表示电子类涉及核不扩散和反恐的受控零件；第五位：数字，是同类产品的序号，以示区别。2、确定ECCNS码是否属于出口控制产品。针对不同国家类别，ECC编码有具体的出口控制规定。D1为国家安全、D2为核技术、D3为生化武器、D4为导弹技术，中国属于 D1/3/4类受控国家。产品和技术受控类型分为，生化武器

3、CB1/2/3 ,核不扩散NP1、国家安全NS1/2、导弹技术MT1、地区稳定 RS1/2、犯罪控制CC1/3。不受限制的为 CB3 NP2传统火药FC1、犯罪控制CC2反恐类AT1/2。如果ECCN属于受控制的国家类别，则为 NLR不需要申请出口许可。3、如果确实属于受控，则需要申请美国出口许可。需要申请美国出口许可的通过两种方式，一是中国商务部的最终用户许可证和美国政府的出口许可证；另外一种是最终用户直接通过美国商务部的工业和安全局上网申请验证，获得通过的直接允许出口一定产品。8国干督通:制47弼毒千两星苦有一个"工” ? （使用一商业国得国？r 和ccu 0g Hs JgFTW

The Commerceontrol List is found in Supplement 1 to Part 774 of the Export Administration Regulations (EAR).BIS cannot provide official classification determinations by phone because we do not haveaccess to all of the necessary technical informatio

10、s for Export Control Classification Number. An ECCN is an alpha-numericclassification used in the Commerce Control List to identify items for export controlpurposes. An ECCNs different from a Schedule B number, which is used by the Bureau of Censusto collect trade statistics. It is also different fr

11、om the Harmonized Tariff SystemNomenclature, which is used to determine import duties.All ECCNswill have 5 characters, for example, 1A001, 4B994, or 8D001. There are 10 categories on the Commerce Control List. The first number of the ECCN identifies the category to which it belongs, for example, 1 =

12、 Nuclear Materials Facilities and Equipment, 4 = Computers, 9 =Propulsion Systems, Space Vehicles and Related Equipment.However, EAR99 is a different type of classification. It serves as a "basket" designationfor items that are covered by the EAR, but are not specified on the Commerce Cont

13、rol List.EAR99items can be shipped without a license to most destinations under most circumstances.There are limitations on the use of EAR99. However, the majority of the commercial exportsfrom the United States fall into this category.Go to Top of Page3. How do I get an ECCNThere are three ways to

14、determine the ECCN for your product.1. Determine the classification yourself.Review the alphabetical index to the Commerce Control List (CCL) (Supplement 1 to Part 774of the Export Administration Regulations (EAR). The index will give an ECCN for each itemlisted. Look in the corresponding CCL catego

15、ry to determine if your item is described bythat ECCN. The CCL is available on the EAR Website. You may need to review more than one ECCN description. Instructions for using the CCL are found in EAR Part 738.2. Go to the source.Ask the manufacturer, producer or developer of the item. If the item has

16、 been exported in the past, they may know the ECCN, what countries require a license, and whether a license exception may be used. Information on license exceptions can be found in EAR Part 740.3. Get an official classification from the Bureau of Industry and Security (BIS).Submit a classification r

17、equest on on-line through the Simplified Network ApplicationProcess Redesign (SNAP-R). For instructions on obtaining a Company Identification Number and PIN number to access the on-line SNAP-R system, go to and additional guidance on submitting a classification request is available on this Web site

18、and is the only way toreceive an official BIS classification of your item. While BIS can provide oral advice and guidance on using the CCL, we cannot give definitive classification decisions over the phone.4. What if my product is not listedIf after careful review of the item against the CCL, either

19、 by you, your supplier or BIS, you are convinced that your item is not described under any ECCN,the item may be classified as EAR99, assuming it is not controlled by another agency (for example, a munitions item controlled by the State Department). EAR99 should be entered in Block 28 of the Automate

20、d Export System (AES) for items under Commerce jurisdiction that are not listed on the CCL but subject to the EAR. For most destinations, these items may be exported using the authorization, "NLR" (No License Required), in Block 27 of the Automated Export System (AES).Before you ship! Ship

21、ments of EAR99 items to embargoed destinations, denied persons, sanctioned entities or prohibited end-users or end-uses may require a license from BIS.
