1、国企经理在党建座谈会讲话 国企经理在党建座谈会的讲话 同志们:刚才XX分公司的各位经理、站长就集团公司要转型,党建工作如何开展都发表了自己的看法。听后我的感受很深,座谈会很成功,大家都畅开了心扉,我自己感觉也很受教育。XX分公司基层干部队伍素质比较高, 对党建工作的认识,大家讲的很不错,很好,包括对我们的调研组深化对围绕企业转型发展中搞党建工作的一些理念、内容、方式、方法都起了很好的作用。听了大家的意见后,我想借这个机会与大家交流一下,说几点感受。刚才高峰同志讲了,干部应该交流一下,这个意见太好了,确实有些同志,双方面搞一搞就相当全面了,考虑问题的角度和深度确实不一样了,我们在座的好多同志都是

2、这样,青海书记党建工作提出的水陆两栖,我认为很好,党务工作的同志了解了解行政工作,行政工作的同志了解了解党务工作,都搞一下就全面了。在座的都是搞行政的同志,我来煤运公司十多年了,和大家有同感,搞了党务工作再搞行政工作,搞了行政工作再搞党务工作,认识上就进一步深化了。从中央到地方都有这个要求,行政的到党务的工作上转一转,党务的到行政上转一转,有的同志有这样的机会,有的不一定有机会,对这种情况,怎么办,今天我们在座的都是搞经理工作的,行政工作的,我感觉我们是国有企业,国有企业以公有制经济为基础,体现共产党的领导,中国共产党在国有企业体现政治核心作用,保障监督作用,那么党的领导、党的组织活动就要贯穿

3、于我们国有企业的经营管理中。政治核心作用不是说每件事情都要党委拍板,都要上党委会议,而是说,要充分体现共产党在国有企业的先进性。甚至是私有企业、合资企业,做思想政治工作非常管用,后来资本家也接受这一套,何况我们是国有企业。所以作为我们搞行政的同志要树立以下几点意识:第一要树立自己是党员,不是共产党员也是共产党领导下的企业负责人,这个观念一定要树立起来;第二要树立一岗双责。分管副经理不能只管份内的事,认为党务工作都是党委书记的事,我们XX分公司的班子在这方面的认识还是比较高的。一岗双责正是体现我们国有企业党组织发挥政治核心作用的一种机制;第三,通过大家的讨论,我深刻认识到,一些好的分公司、县公司

4、、站点思想政治工作、企业文化的建设是搞好一个企业的基础和保证。没有一个企业不需要组织保证,没有一个企业能离开员工教育。世界500强它虽然没有共产党的组织,但是它都有独有一套的凝聚人心,提升素质,建立理念的一种机制,所有的企业包括外国资本家,没有一个企业是没有文化的。所以我们搞行政工作的同志,一定要认识到党建工作,包括思想建设、作风建设、班子建设、队伍建设、文化建设等一系列,都是围绕着我们企业的中心工作的,是区分企业性质的必要基础。一个企业抛开这个基础,不堪设想。连个体户在发展中也发现了党组织、企业文化的作用,我们前面讲的宣传部长到民营企业当党委书记,是请去不是配去的,说明了什么?更何况我们本身

5、就是国有企业,所以党建工作,包括思想政治一系列工作是我们企业健康发展的基础;第四,一个优秀的企业领导人,或者是成功的企业家都应有一套学会依靠组织、把握方向,支持党组织开展工作的本领。我听阳城讲的指导思想的问题,这是种意识。我搞了这么多年,掏心窝的话,感觉不少经理人在认识上存在偏差:我好不容易当经理,一个人说了算,我为什么要听你的话?把自己的权力驾驭组织之上,这样直接走到了孤家寡人的位置。组织也监督不了我,老百姓也不在话下,这样想逐步逐步走下去不是犯错误,就是工作搞不好。我们有些同志不会用组织工作为行政工作服务,这些人无论走到什么岗位都不会有什么建树,只会留下比较差的名声,不要说什么我想的都是对

6、的,就是你想的对也需要别人的认可。所以,正反两方面的例子都有了,XX分公司、泽州公司、阳城公司、高平公司可以看到哥俩好的重要性,这种哥俩好是介于一定的素质,一定的经验基础之上的,通过一定的影响和方法而实现的,只有这样才能干好事;第五我感觉我们煤炭运销公司正处于转型的关键时期,转型时期的思想变化,观念碰撞是带来思想问题最多的时侯,更需要党建工作来鼓气、来凝聚人心、来激发力量。通过这次调研,我给我们集团公司党建工作讲几个字:围绕转型、结合管理、加强党建、实现创新。党建工作需要创新的内容是什么,用什么方式实现,都是创新的问题。最后我希望我们搞行政的同志是多面手,希望我们的同志学会应用党的理论、应用思
