2、了专题调研。 一、城区生活垃圾处理服务现状 城区生活垃圾处理基本状况 一环内垃圾清运由市环卫处负责，一环以外垃圾清运委托清运公司清运，有物业的小区与清运公司协商价格，也由清运公司清运。一环内由社区向每户居民收取每月6元，一年72元的生活垃圾清扫清运费，用于小街小巷清扫；城中村由村里负责清扫，垃圾委托清运公司清运，区住建局补助按村里户籍人口每人每年10元。 部分小区生活垃圾处理收费现状 1.无物业小区。如世纪花园小区，该小区情况比较特殊，x年7月高恒物管公司亏损10万退出，现为无物管小区，生活垃圾处理等由业委会管理。该小区住宅面积61488平方米，共573户，其中131户为社会保障房，61套住宅

3、及3100平方米商业用房在城建开发公司未出售，商业用房由城建开发公司出租，物业管理费收取每平方米元，年收取物业费10万元。原清运费每年万元，现清运公司要提高到6万元。如物业公司能正常运行需15万元。 2、有物业的小区。如柳湖花园小区起初垃圾清运费为万元，后为万元，x年万元，x年万元，x年清运公司要求涨到万元，物业公司无法承受，物业收费率只有30%多，入住1100户，没交房300户，为了降低成本，经过多方协调，暂时自己组织清运到中转站，中转站每车收取30元。 3、城中村。五星村既享受不到城区收费政策，也享受不到农村补助政策，生活垃圾处理费由村集体经济支出，交环卫处清运费每年4万元，村里7个保洁员

5、提价十分反感。72元垃圾费返还90%，经费远远不够，都是共建费里支付的。 二、乡镇情况 乡镇生活垃圾处理基本状况 垃圾清运以乡镇为单位由清运公司承包，村里负责清扫；区住建局补助镇里垃圾清运费，每人每年10元，住建局每季进行考核；区农办村庄整治补助，做过污水管道的村每人每年28元，未做过污水管道的村每人每年23元,2个月考核一次；婺城区其它乡镇：沙畈乡市补年资金500万元，年清运费80万元承包。偏远的地方，塔石乡、箬阳山上自行填埋。其它乡镇运转模式委托清运公司承包，清扫村里负责。 部分乡镇生活垃圾处理收费现状 1、罗店镇。全镇38个村，农业人口2万不到，其中36个村生活垃圾统一清运，盘前、玲珑岩

6、2个村山上填埋，企业目前未收费。x年起由村一级自己开展保洁工作，保洁人员大村3-4人，中村2-3人，小村1-2人，每个村建1-2个垃圾集中点，全镇统一清运，清运费承包清运公司95万元，区住建局补助镇里垃圾清运，每人每年10元，按标准补助20万元，因住建局每季要考核，实际拿到14万元。区农办村庄整治补助，做过污水管道的村每人每年28元，未做过污水管道的村每人每年23元,2个月考核一次。罗店中转站政府投资100万元左右,每年人工、水电费，维修费镇政府出资20万元。x年突击整治费30万元。 2、白龙桥镇。共52个村，农业人口万，x年集镇清扫加全镇清运承包给清运公司，费用170万。x年突击费40万元左

7、右，中转站比较旧，下一步要更新选址。补助情况与罗店相同。收入90万元，支出210万元，不足部分由镇政府补贴。 三、几点建议 建议市环卫处扩大服务范围。从调研中了解到，城中村、柳湖花园小区、城北街道柳湖社区等生活垃圾清运费一年比一年高，经济较好的城中村村集体还能够承受，没有经济收入的，如柳湖社区就无力承受。建议随着城市不断扩大，市环卫处应扩大服务范围，使更多地处城区或临近城区的社区居民享受一环生活垃圾政策。例如城中村、柳湖花园小区、城北街道柳湖社区等生活垃圾由市环卫处统一清运。 建议出台相应政策使城中村、物业小区等生活垃圾可以免费清运至中转站。目前，城中村、物业小区的生活垃圾清运费用普遍上涨，物
