56、度高韧性的优质纤维板；蚕沙具有治疗失眠的作用；蚕蛹不仅可做饲料，而且是人类可直接食用的高蛋白食品，蛹油、蛹皮又可提取制药，含有18 种人体不可缺少的氨基酸，可以应用于食品、化妆品等领域，等等。可以说，蚕桑资源有着广阔的综合利用和商业开发价值。我县目前有相当丰富的蚕桑副产物，如全部加以利用，将产生极大的经济效益，将会使宁南县传统的种养殖业，展现桑、蚕、丝的多用途利用，全面提高蚕桑行业的综合效益。这对于宁南县蚕业经济结构调整，增加蚕农收入，促进蚕业生产持续健康发展，将起到十分重要的作用。1.3项目提出的背景和必要性 1.3.1果桑的果实为桑椹（俗称桑果），桑椹营养丰富、风味独特，早在二千多年前已成

57、为皇帝御用补品。传统医学认为，桑果具有生津止渴、滋阴补血、补肝益肾、固精安胎、乌发养颜、安神养心、抗疲劳、去风湿及解酒等功效。现代医学对桑果进行的药理、药效、毒理测试结果表明，桑椹能抗癌防诱变、提高人体免疫功能、促进造血细胞生长、降低血糖、血脂，保肝护肾、驻颜抗衰老，特别是近年来发现其含有抑制癌细胞生长，并能阻止血栓形成的“白黎芦醇”，其含量比葡萄酒高出3倍。桑根、桑果、蛾公酒能补充胃液分泌，促进肠液分泌，增进胃肠蠕动，具有滋补强壮、养心益智之功；桑椹酒富含的降血压、降血糖、抗衰老物质能降低动脉硬化，减轻神经衰弱，预防机体老化；桑椹酒所含丰富的维生素及矿物质等，有很好的滋心、补肝、润肺及养血祛

58、风的功效。 1.3.2 2007年，浙江安吉一家竹制品生产企业和浙江大学动物科学学院共同合作，成功利用废弃桑枝生产出了新型木地板，通过技术手段挖掘桑树的价值，改变桑树只为养蚕而用的传统模式。该产品不仅具有保健作用，而且绿色环保，是林木资源的有效替代产品后，深受市场欢迎，已经成功打入欧美市场。随着新产品的不断开发和市场的进一步认可，有望形成供需两旺的格局。1.3.3蚕蛹是缫丝过程中的主要副产物，干蚕蛹含有50左右的蛋白质，2030油脂，其余主要为甲壳素和无机盐。蚕蛹蛋白主要是球蛋白，以及少量清蛋白和结合于外表皮的蛋白。蚕蛹蛋白由18 种氨基酸组成，其中8种人体必需氨基酸齐全，其总量约为40，比例

59、适当，均接近联合国粮农组织（FAO)和世界卫生组织（WHO）的推荐标准，是一种营养价值极高的昆虫蛋白资源。蚕蛹油脂主要由不饱和脂肪酸组成，不饱和脂肪酸占80以上，不饱和脂肪酸中a-亚麻酸占35.72，是人体不能合成的必需脂肪酸，具有重要的生理功能。因此蚕蛹油脂是一种极具保健作用的油脂资源。此外，它还富含多种维生素如维生A、维生素B1、维生素B2、维生素D 和麦角醇，以及含铁、锌、硒等微量元素和甲壳素多糖等。蚕蛹蛋白、油脂、甲壳素及其衍生物在工业、农业、国防等领域有广泛用途，例如蚕蛹蛋白既可作为食品及医药营养强化剂，补充入体氮素营养，又可以替代酪蛋白作蛋白质黏合剂及皮革添加剂，替代鱼蛋白等作微生

60、物培养基的优质氮源，还可以作为生产复合氨基酸的原料以及用来制备蚕蛹蛋白黏胶蛋白丝等。蚕蛹油脂是制备塑料添加剂环氧化蛹油丁酯的主要原料，也可以用来制备土耳其红油以及从中提取-亚麻酸等多种不饱和脂肪酸。蚕蛹中甲壳素含量为58。甲壳素在浓碱等作用下脱乙酰基后的产物称为壳聚糖，壳聚糖为白色或灰白色的半透明片状固体。壳聚糖分子中有游离氨基存在，因此有较强的反应活性，可以进行酰基化、狡基化、酯化、醚化、N-烷基化、水解、重氮化、氧化、接枝共聚等反应，生成相应的衍生物。壳聚糖及其改性衍生物除在食品工业中有许多用途外，还广泛用于医药、化工、生物技术、农业、纺织、印染、造纸、环保等众多领域，例如做手术线、人造肾

61、膜、食品包装、食品防腐剂、药用胶囊、彩色胶卷表面保护膜、固色剂、抗静电剂、离子交换树脂、酶及细胞固定化剂等。蚕沙是蚕食下的桑叶经消化后排出体外的粪便。蚕沙自古入药，对蚕沙化学成分的分析发现，蚕沙中含有叶绿素、植物醇、-谷甾醇、麦角甾醇、多种游离氨基酸、胡萝卜素、三十烷醇等。其中蚕沙提取叶绿素和类胡萝卜素已在我国和日本工业化生产。叶绿素可以制成叶绿素铜钠盐，在医药、食品、化工上有广泛的用途。广东的“肝宝”、“胃肝绿”，浙江的“升血宝”都是叶绿素铜钠盐制剂；叶绿素铜钠盐还可制成外用软膏，治疗烧伤和溃疡、皮炎、脉管炎、痔疮等。类胡萝卜素（其中-胡萝卜素占20%），易被人体吸收，有促进新陈代谢之功效，

62、能抑菌除臭，作制药原料，可治疗肝炎、胃溃疡、十二指肠溃疡、急性胰腺炎、慢性肾炎及各种病因引起的白细胞水平下降，并能促进血红细胞蛋白的合成。-胡萝卜素则能抑制粘膜、皮肤和腺体等肿瘤，特别是肺癌、食道癌、肠癌。1.3.4项目预期目标通过招商引资，250吨叶绿素铜钠加工项目完成后，实现销售收入可达2.3亿元。蚕蛹综合加工项目完成后，实现销售收入可达7000万元。桑葚系列保健产品项目完成后，实现销售收入可达5000万元。桑枝高密度纤维板项目完成后，可实现销售收入3000万元。以上项目全部完成后，可实现销售收入3.8亿元。1.3.5投资结构及资金来源项目总投资额22000万元，其中：建设投资21500万

63、元，占总投资97.73%；流动资金500万元，占总投资的2.27%。1.3.6项目效益1经济效益一是项目建成投产后，年产叶绿素250吨，高密度纤维板3万平米，及蛹蛋白、蛹油、桑椹保健品等，可实现年营业收入38000万元，净利润3880万元，税金1920万元。2社会效益在举国上下构建资源节约型经济、环境友好型社会的背景下，综合开发利用蚕桑资源，是蚕业生产全面发展和引导蚕农进行蚕业结构调整的重要带动力量。它不仅可以避免蚕业生产发展引发新的供需失衡，分流目前丝绸产品发展的瓶颈压力，而且可以有效地实现蚕桑资源跨领域、跨行业的开发利用，为茧丝绸行业提供更广阔的发展空间，真正成为受制约面积小、发展空间广阔

64、的跨众多领域的大行业。实现蚕业生产的增产增收，重要的出路就是延长蚕业的产业链条，在传统的种养殖业基础上，展现桑、蚕、丝的多用途利用，增加蚕业的整体效益。只有蚕桑综合利用得到长足发展，蚕业的后续效益才能有大幅度提高，蚕农的收入才能实现稳定增长，相关企业也能在经营活动中得到发展壮大，从而增加地方财政收入，实现蚕农、企业、财政和谐发展的局面。1.3可行性研究报告编制依据1.3.1 特色农产品区域布局规划；1.3.2 四川省茧丝绸行业“十二五”发展规划；1.3.3 宁南县蚕业发展十二五规划；1.3.4 四川省农产品深加工基地建设规划（2009-2012年）；1.4综合评价1.4.1项目建设的可行性宁南

65、光热资源极为丰富，当地的桑园桑叶亩产量高、叶质好，因此宁南被蚕桑专家誉为“发展蚕桑不可多得的一块宝地！”，项目实施的自然资源条件优越。气候优势。宁南素有“南国风光小天府，金沙江畔俏明珠”的美誉，县境内气候宜人，年均降水量970毫米，年均气温19.3，年均日照时数2257小时，全年无霜期321天，是我国太阳能二级利用区，光热资源极为丰富，有利于桑树生长，桑叶产量高、叶质好，能促进良桑饱食，增加粒茧丝长；此外，宁南属典型的亚热带季风气候，空气湿度小，光照好，全年无霜期长，适宜生产优质的蚕茧，被专家誉为“是不可多得的蚕业发展宝地”。政策优势。30多年来，我县紧紧围绕发展这条主线，坚持“冷不砍、热不赶、坚定不移抓发展”的指导思想，牢牢把握蚕桑这一重点产业，一届接着一届抓，一年接着一年干，创立了被誉为“宁南模式”的蚕业发展机制，即：党委政府宏观调控、业务部门具体指导、村组干部共同参与、广大蚕农具体操作。与此同时，在延伸蚕业产业链方面，对招商引资项目从立项、用地到建设，工商、税务、环保、
