42、支撑产业之一。随着我国深化改革、扩大内需和发展社会主义市场经济等一系列重大政策的贯彻实施，工程机械市场需求迅速增长。近年来，中部崛起战略的提出，带动了湖北等中部地区对工程机械的需求。湖北工程机械销售规模从2006年至今已迅速增长7倍，达到30多亿元。目前在湖北销售工程机械的企业有近百家，但因工程机械业在湖北的发展时间较短，90%的代理商都以租用闲散场地为主，散落在武汉三镇。且销售网点离中心城区太近，随着城市的发展，其弊端越来越明显，不仅影响市容、妨碍交通、污染环境，而且也严重制约了湖北及武汉地区工程机械生产性服务业乃至其制造业的发展。为了优化产业布局、优化城市环境、培育新兴产业，满足湖北及武汉

43、工程机械市场快速增长的需求，促进工程机械生产性服务业和制造业的发展。最近，市经委、市机械工业促进办会同东西湖区政府、新沟镇街政府经过调查研究，到市规划、市土地房产局进行了咨询，参照国外工程机械产销基地一般都设置在距离中心区域2030公里外高速公路附近的经验，根据武汉市城市总体建设规划以及武汉市“十二五”规划的布局要求，提出在武汉市东西湖区新沟镇街建立湖北工程机械产销基地，将引入工程机械经销企业、工程机械制造（含研发）企业和配套配件、物流等企业入驻，形成完善的工程机械产业链条。湖北工程机械产销基地建设的提出是我国国民经济建设发展进入新阶段的客观要求，武汉市委、市政府对湖北工程机械产销基地建设工作

44、非常重视，李宪生市长曾批示“这个项目在我市具有相当的规模和实力，如果操作得当有可能成为一重要产业”。目前，武汉市集中建设湖北工程机械产销基地的条件已基本具备。集中建设产销基地既可解决目前工程机械产销网点散落武汉三镇、离中心城区太近等问题，又可集中进行环境综合治理，对武汉市调整产业布局，优化城市环境，培育新兴产业，具有积极的促进作用。对提高武汉市、湖北省乃至我国中部地区工程机械产销实力与国际影响力具有深远意义。1.1.5 项目建设的意义和必要性a.基地建设是满足工程机械市场需求快速增长、培育武汉市新的经济增长点的需要。未来若干年，随着中部崛起战略的实施，湖北及武汉地区工程建设项目将进一步增多，工

45、程机械行业将进一步发展，我市应抓紧这一难得的机遇，不失时机地因势利导，加快建设工程机械产销基地，引导和促进这一产业更好更快地发展，形成新的增长点。b.基地建设是改变目前湖北武汉地区工程机械经营场地分散现状、改善产业布局和城市市容的需要。湖北工程机械销售代理商大多数以分散租用闲散场地为主，不少销售网点离城区太近，大型工程机械进进出出，既影响城市交通，也影响城市市容。集中建设工程机械产销基地，将经销商集中到城乡结合部，建产业集群，创区域品牌，有利于改善城市交通和市容状况。c.基地建设是以市场营销为着力点，大力推动武汉地区工程机械制造业发展的需要。随着社会主义市场经济体制的逐步建立和完善，市场将成为

46、制约企业发展的关键因素，建立湖北工程机械产销基地，使同一产业在基地内集聚，会促进企业在区域内的分工，使厂商及时得到本行业竞争所需要的信息，更稳定有效地得到供应商的服务，易于获得配套的产品。基地的建立更有利于武汉发挥地处中部优势和8+1武汉城市圈的龙头作用，辐射周边地区，打造工程机械生产型服务业的基础，并通过营销、物流的完善，逐步引导和推动工程机械制造业的发展，使工程机械成为湖北及武汉地区又一重要产业，为振兴武汉装备制造业增添新的力量。1.2报告编制的依据1.2.1 中共中央国务院关于促进中部地区崛起的若干意见（201010号）与国务院办公厅关于落实中共中央国务院关于促进中部地区崛起若干意见有关

48、1.2.10武汉市东西湖区新沟镇街道办事处委托编制可行性研究报告的合同。1.3建设概况1.3.1项目建设宗旨、功能定位与发展目标a.建设宗旨为培育新的经济增长点，促进经济结构优化升级，推动经济的可持续发展，通过基础设施的建设，合理配置工程机械资源向专业化产销集中，巩固强化主导优势产品，重点向高附加值、新技术产品方向延伸，实现资源、设施共享，创造一个区位优越、布局合理、开发有序、功能齐全、环境优美、管理先进的现代工程机械产销基地。b.功能定位基地是以工程机械生产、研发为主，适当兼顾销售等功能的产业集聚区。将借助国内外工程机械销售及制造企业大量进入武汉地区的契机，在积极引入工程机械销售企业的基础上

49、，逐步引进部分零部件制造企业，形成从产品销售起步到以产品制造、研发为主，兼顾销售的格局，并适时引进3-5家著名工程机械整机制造企业，铸就产业龙头。市场以湖北为主，辐射中部，瞄准国际；为振兴武汉地区工程机械装备制造业的发展搭建平台。c.发展目标基地共分两期建成，总体规划用地1200亩。其中，一期开发500亩（现已开发200亩，待开发300亩），引进以工程机械销售为主、另配件制造为辅的企业10家左右（现已进入企业2家），预计销售额20亿元，实现税收6000万元；二期建成后，再引进工程机械整机（含研发）及配件制造企业20家，使企业总数达到30家左右，销售额达50亿元以上，实现税收2亿元左右。1.3.

50、2 项目建设地点建设地点位于东西湖区新沟镇街燕岭工业园。该园毗邻107国道（复线316国道），距京珠高速互通8公里，兰杭高速互通2公里，距省道荷沙公路3公里，距汉渝铁路新沟火车站1公里，距汉江新沟码头2公里，具有发展工程机械物流的良好交通和区位条件；同时，该区域位于“汉襄汽车产业带”，是制造业快速发展的区域，具有良好的产业聚集优势。1.3.3项目建设规模及内容a.项目建设规模新建基地内道路7条；铺设DN400800各种给排水管道20310m；安装10kV开闭所2个，设置路灯338套等。项目建成后，引进制造与销售企业30家，形成年销售额达50亿元的工程机械产销能力。b.项目建设内容产销基地重点打

51、造四大板块，即：工程机械经销板块，工程机械配件及整机制造（含研发）板块，物流及维修服务板块，教育及培训板块。通过引进有实力的工程机械销售和制造企业，发展产业集群，促进产业集聚，实施产业投资建设，构筑产业链。实施基地内道路、供排水、供电、环保等基础配套设施建设。具体建设内容：道路工程：新建主干道1条，长830m；新建次干道及支道6条，共长5940m。给水工程：新建主供水管道5620m；新建供水支管1150m；阀门井34座；消防栓56个。排水工程：新建雨水管道长6770m，设置检查井104座；新建污水管道长6770m，设置检查井135座。供电工程：采用双电源环网供电，敷设电缆6770m；建2个10

52、KV开闭所布；配变压器8台，置路灯338套。环保及其他配套工程：实施绿化和垃圾站工程；并按总体规划在本区域内配套建设电信、有线电视网络的铺设断面及网络线路。1.3.4 项目建设期限项目建设期为3年，即从2011年7月至2010年6月。其中：一期建设时间为2011年7月2008年6月；二期建设时间为2008年7月2010年6月。1.3.5 项目组织建设管理a.成立产销基地建设领导小组成立由武汉市东西湖区政府分管领导任组长，东西湖区发改委、经贸委、国土资源（城市规划）管理局、外经局、科技局、财政局、新沟镇街办事处、荷包湖农场主要领导为成员的产销基地建设领导小组。该领导小组作为项目建设的决策机构，将

53、严格执行国家有关工业园区建设工程政策法规，遵循中央和地方相关管理办法及实施细则，指挥领导产销基地的规划建设工程。b.组建项目实施机构及招商产销基地领导小组下设筹建办公室。筹建办公室具体负责产销基地建设项目的实施和管理，还将负责产销基地建设项目的招商工作。同时，在开发模式上，鼓励有实力的企业投资与筹建办联合实施基地统筹建设，在为大型经销、制造及研发企业进入的同时，也为部分实力不足（暂无能力征地建厂）的企业提供场地和厂房租赁，推进产销基地规模的快速形成。 c.建立相关管理和引入制度按四大板块的布局规划，严格产销基地进入企业的资格核准。积极引入有实力的工程机械产销企业，发挥土地的最大利用效率，严把投

54、资强度关，工程机械经销、工程机械整机（含研发）及配件制造企业投资强度大于144万元/亩，物流、专业维修服务等企业投资强度大于60万元/亩；杜绝有严重污染物排放的生产方式（如电镀等）和企业的进入，确保产销基地可持续发展的良好环境。1.3.6项目投资估算与资金来源a.基地基础设施工程建设投资估算与资金来源基地基础设施工程建设投资估算为6168万元，其中：道路工程3338万元（一期1391万元）、供配电工程668万元（一期279万元）、给排水工程680万元（一期283万元）、通讯及弱电配套工程188万元（一期78万元）、环保工程621万元（一期259万元）、工程建设其它费用217万元（一期90万元）

55、、基本预备费457万元（一期190万元）。基地基础设施工程建设投资6168万元（一期2570万元），拟申请由土地出让收益中留成资金解决（也可吸纳部分有实力的企业投资）。b.湖北工程机械产销基地引入项目的投资估算与资金来源湖北工程机械产销基地引入项目投资25.54亿元，其中：工程机械经销店、工程机械整机（含研发）及配件制造企业用地1000亩，拟按144万元/亩的投资强度匡算投资规模；其他投资企业，如物流、专业维修服务等用地200亩，拟按60万元/亩的投资强度匡算投资规模；教育及培训将安置在东西湖现有职业学校内。湖北工程机械产销基地建设投资约为20.54亿元；流动资金5.00亿元。 资金来源：湖北

56、工程机械产销基地引入项目投资计划模式为招商引资，投资总额25.54亿元，其中：引入项目新增建设投资20.54亿元，新增流动资金5.00亿元，由引入项目企业自筹。1.3.7经济和社会效益根据工程机械行业的经济效益指标水平，参照现有落户企业的预期目标进行匡算，本项目正常生产年份营业收入50亿元，利税总额为8.18亿元，利润总额为6.04亿元，实现税金3.57亿元，项目总投资收益率为23.65%。本项目合理配置工程机械资源向专业化产销基地集中，巩固强化主导优势产品，重点向高附加值、新技术产品方向延伸，实现资源、设施共享，打造国内一流的工程机械产销基地；同时有利于避免不正当竞争，引导工程机械市场经济的

57、健康发展。以优化产品结构为导向，重点发展工程机械生产（含研发）、销售、维修和教育培训服务，推动工程机械关联产业的发展；促进工程机械生产、加工、服务产业链形成优势互补、集约发展的态势，以工程机械品牌企业的营销、售后服务带动其制造业的发展，以先进制造业带动现代服务业和区域经济的发展，促进产业结构优化和增长方式转变。项目既能充分发挥工程机械生产性服务业的导入效应，又能通过对原辅料、商业物流、教育培训等方面的需求带动各业的发展，提高地方制造、营销及服务业水平，促进地方经济的发展；项目对运输、金融、农副产品、百货商品零售业、餐饮娱乐乃至房地产的需求都会有较大推动，不仅可解决一万多人的直接就业，还可间接地

62、析，本项目是可行的。第二章 项目建设的背景及必要性2.1 项目建设的背景工程机械是土方工程、石方工程、混凝土工程及各种建筑工程在综合机械化施工中所必需的作业机械设备。工程机械主要包括：挖掘机械、铲土运输机械、工程起重机械、路面机械、压实机械、桩工机械、钢筋混凝土机械、凿岩机械、叉车、专用工程机械等10大类。它们在房屋、工厂、桥梁、公路、铁路等工程建设以及江河疏浚、矿山开掘、线管铺设等工程施工中占有不可替代的地位，发挥了非常关键的作用。由于工程机械在各种基础建设施工中特殊地位和重要作用，所以由工程机械所形成的产业及其带来的市场越来越被广泛关注。工程机械的发展主要取决于经济的发展，由于中国经济一直
