52、2cm）无砂砼（厚15cm ）粗砂垫层（厚5cm）总厚度28cm（3）雨水工程设计概况序号项目内 容1设计标准雨水管道设计重现期为3年。2主要结构型式雨水方沟：盖板方沟，内径为2.22.0m,1.60.9m。雨水管线：雨水管采用钢筋混凝土管，管径D1000D1800。3雨水工程范围沿设计道路新建一条雨水管沟，上游承接宛平城区域内雨水，同时排除道路及两侧地块内雨水，由北向南接入京港澳高速规划雨水方沟。1.2.2工程地质及水文情况（1）工程地质本工程探查深度范围内的图层分为人工堆积层、新近沉积层和第四纪沉积层三大类，按岩性及工程性质进一步划分3个大层及亚层。表层为人工堆积层，厚度1.44.2m的杂

53、填土层，粉土素土填土1层及卵石素填土2层，人工堆积层下为新近沉积之卵石层，新近沉积层以下为第四纪沉积之卵石层。（2）水文地质拟建场地内的地下水埋深在现状地面以下18m左右，地下水类型为潜水。场区内潜水天然动态类型属渗入-径流型，主要接受大气降水入渗、地下水侧向径流等方式补给，以地下水侧向径流和人工开采等方式排泄，其水位变化规律一般为：11月份来年3月份水位较高，其他月份水位相对较低，水位变化幅度为56m。1.2.3工程沿线施工环境（1）现状道路东关南街现状道路为单幅路形式，沥青砼路面，南段路面宽11米，北段路面宽7.5米，道路两侧现状有行道树，树径约2530厘米，株距约5米。（2）自然条件拟建

54、道路穿越道路、停车场、现状民房、绿地等，地势较平坦，沿线地下分布有店里、通讯、燃气、上水、污水等管线，其具体位置、埋深等情况进场后需进一步查明。（3）沿线控制条件道路沿线无控制性用地及控制性建筑，本项目南侧由在建的地铁16号线，在宛平设有一站。（4）文物及古树本项目终点处道路范围进入了卢沟桥宛平县城墙保护范围，目前已征求文物主管部门的意见。（5）公交设施现状本项目沿线范围内无公交线及站点。（6）抗震评价该场地类别为类，在地震烈度为8度时，该场区地面下20m深度范围内的天然沉积土层不会发生地震液化。第三节 施工组织及总体部署1.3.1施工管理目标经过对招标文件的认真研读，以及对工程地点、规模、性

55、质等方面进行深入分析后，经公司经理办公会研究确立了本工程的各项管理目标，并围绕此目标进行投标阶段的施工组织设计。各项管理目标为： （1）工期目标确保招标文件规定合同工期中的总工期要求，计划开工日期2015年6月5日，计划工期27日历天。（2）工程质量目标本工程的质量目标为：合格。本工程施工质量达到城镇道路工程施工与质量验收规范（CJJ1-2008），北京市城市道路工程施工技术规程（DBJ01-45-2000）的要求。质量控制要求： 单位工程优良率达到90%以上，工程无重大质量事故发生； 混凝土强度合格率100%； 各工序隐蔽工程检查一次验收合格率100%； 道路各结构层宽度，厚度符合设计要求，

56、做到层层密，层层平； 树精品意识，建精品工程；（3）安全生产目标施工中始终贯彻“安全第一、预防为主”的安全生产工作方针，保证职工在生产工程中安全与健康，严防各类事故发生，以安全促生产。强化安全生产管理，通过组织落实、责任到人、定期检查、认真整改，不发生重大伤亡事故，重伤事故频率控制在0.5以内，工伤事故频率不超过10，无违法犯罪案件，无食物中毒和传染病事故。（4）文明施工目标以北京市建设工程现场文明施工管理办法及建设方有关安全文明要求为施工准则。工程弃渣、污水排放、机械噪声和扬尘控制及生活垃圾均按照文明施工和环保管理办法执行，创“北京市文明施工样板工地”。为公司赢得声誉，为建设方增添光彩，为环

57、保作出贡献。（5）环境保护目标认真贯彻执行国家、北京市环境保护的法律法规和环境标准，采用清洁工艺，坚持清洁生产，不断提高全体参建员工的环保意识，综合利用各种资源，最大限度的降低各种原材料的消耗。做到节能、节水、节约原材料。废气、废水、各种废弃物达标排放。从严把握噪声标准，控制施工噪声、扬尘污染。保护城市绿地及周边环境，维护城市交通正常秩序，贯彻“最大限度的保护，最小程度的破坏，最大限度的恢复”的环保理念，创北京市环保型建筑施工工地。（6）内业管理目标技术档案管理计算机化，确保内业资料准确完整、及时、美观、规范，符合建设方、监理方面要求；做到工程竣工与资料交验同步完成。1.3.2施工组织机构设置

58、（1）施工组织机构的设置根据本项目特点，公司选派多年参与北京地区综合市政工程施工并满足招标文件资质要求的专业管理人员组建“东关南街（京港澳高速公路城内街）道路工程施工总承包项目经理部”。由项目经理部统一指挥，全面负责工程的综合管理。详见图1.3-1“施工组织机构图”。项目经理部由工程部、安质部、经营部、机械部、材料部、人财部、综合办公室等职能部门组成。项目部下设经营管理系统、技术质量系统和工程管理系统。通过各部门间的紧密配合，全面完成本工程的合同履约。工作中，做到目标明确，责任到人。（2）项目部主要负责人及各职能部门主要职责序号岗位名称主要职责1项目经理作为公司在项目的执行代表，对工程进度、质
