3、ies,stilltryingtofigureoutwhoIwas;stillsearchingforapurposetomylife.ItwasinneighborhoodsnotfarfromherewhereIbeganworkingwithchurchgroupsintheshadowsofclosedsteelmills.ItwasonthesestreetswhereIwitnessedthepoweroffaith,andthequietdignityofworkingpeopleinthefaceofstruggleandloss.ThisiswhereIlearnedthat

4、changeonlyhappenswhenordinarypeoplegetinvolved,getengaged,andcometogethertodemandit.AftereightyearsasyourPresident,Istillbelievethat.Anditsnotjustmybelief.ItsthebeatingheartofourAmericanideaourboldexperimentinself-government.Itstheconvictionthatweareallcreatedequal,endowedbyourCreatorwithcertainunal

5、ienablerights,amongthemlife,liberty,andthepursuitofhappiness.Itstheinsistencethattheserights,whileself-evident,haveneverbeenself-executing;thatWe,thePeople,throughtheinstrumentofourdemocracy,canformamoreperfectunion.ThisisthegreatgiftourFoundersgaveus.Thefreedomtochaseourinpidualdreamsthroughourswea

6、t,toil,andimaginationandtheimperativetostrivetogetheraswell,toachieveagreatergood.For240years,ournationscalltocitizenshiphasgivenworkandpurposetoeachnewgeneration.Itswhatledpatriotstochooserepublicovertyranny,pioneerstotrekwest,slavestobravethatmakeshiftrailroadtofreedom.Itswhatpulledimmigrantsandre

7、fugeesacrossoceansandtheRioGrande,pushedwomentoreachfortheballot,poweredworkerstoorganize.ItswhyGIsgavetheirlivesatOmahaBeachandIwoJima;IraqandAfghanistanandwhymenandwomenfromSelmatoStonewallwerepreparedtogivetheirsaswell.SothatswhatwemeanwhenwesayAmericaisexceptional.Notthatournationhasbeenflawless

8、fromthestart,butthatwehaveshownthecapacitytochange,andmakelifebetterforthosewhofollow.Yes,ourprogresshasbeenuneven.Theworkofdemocracyhasalwaysbeenhard,contentiousandsometimesbloody.Foreverytwostepsforward,itoftenfeelswetakeonestepback.ButthelongsweepofAmericahasbeendefinedbyforwardmotion,aconstantwi

9、deningofourfoundingcreedtoembraceall,andnotjustsome.IfIhadtoldyoueightyearsagothatAmericawouldreverseagreatrecession,rebootourautoindustry,andunleashthelongeststretchofjobcreationinourhistoryifIhadtoldyouthatwewouldopenupanewchapterwiththeCubanpeople,shutdownIransnuclearweaponsprogramwithoutfiringas

10、hot,andtakeoutthemastermindof9/11ifIhadtoldyouthatwewouldwinmarriageequality,andsecuretherighttohealthinsuranceforanother20millionofourfellowcitizensyoumighthavesaidoursightsweresetalittletoohigh.Butthatswhatwedid.Thatswhatyoudid.Youwerethechange.Youansweredpeopleshopes,andbecauseofyou,byalmostevery

11、measure,Americaisabetter,strongerplacethanitwaswhenwestarted.Intendays,theworldwillwitnessahallmarkofourdemocracy:thepeacefultransferofpowerfromonefreely-electedpresidenttothenext.IcommittedtoPresident-ElectTrumpthatmyadministrationwouldensurethesmoothestpossibletransition,justasPresidentBushdidform

12、e.Becauseitsuptoallofustomakesureourgovernmentcanhelpusmeetthemanychallengeswestillface.Wehavewhatweneedtodoso.Afterall,weremainthewealthiest,mostpowerful,andmostrespectednationonEarth.Ouryouthanddrive,ourpersityandopenness,ourboundlesscapacityforriskandreinventionmeanthatthefutureshouldbeours.Butth

13、atpotentialwillberealizedonlyifourdemocracyworks.Onlyifourpoliticsreflectsthedecencyoftheourpeople.Onlyifallofus,regardlessofourpartyaffiliationorparticularinterest,helprestorethesenseofcommonpurposethatwesobadlyneedrightnow.ThatswhatIwanttofocusontonightthestateofourdemocracy.Understand,democracydo

14、esnotrequireuniformity.Ourfoundersquarreledandcompromised,andexpectedustodothesame.Buttheyknewthatdemocracydoesrequireabasicsenseofsolidaritytheideathatforallouroutwarddifferences,weareallinthistogether;thatweriseorfallasone.Therehavebeenmomentsthroughoutourhistorythatthreatenedtorupturethatsolidari

15、ty.Thebeginningofthiscenturyhasbeenoneofthosetimes.Ashrinkingworld,growinginequality;demographicchangeandthespecterofterrorismtheseforceshaventjusttestedoursecurityandprosperity,butourdemocracyaswell.Andhowwemeetthesechallengestoourdemocracywilldetermineourabilitytoeducateourkids,andcreategoodjobs,a

16、ndprotectourhomeland.Inotherwords,itwilldetermineourfuture.Ourdemocracywontworkwithoutasensethateveryonehaseconomicopportunity.Today,theeconomyisgrowingagain;wages,incomes,homevalues,andretirementaccountsarerisingagain;povertyisfallingagain.Thewealthyarepayingafairershareoftaxesevenasthestockmarkets

17、hattersrecords.Theunemploymentrateisnearaten-yearlow.Theuninsuredratehasnever,everbeenlower.Healthcarecostsarerisingattheslowestrateinfiftyyears.AndifanyonecanputtogetheraplanthatisdemonstrablybetterthantheimprovementswevemadetoourhealthcaresystemthatcoversasmanypeopleatlesscostIwillpubliclysupporti

18、t.That,afterall,iswhyweservetomakepeopleslivesbetter,notworse.Butforalltherealprogresswevemade,weknowitsnotenough.Oureconomydoesntworkaswellorgrowasfastwhenafewprosperattheexpenseofagrowingmiddleclass.Butstarkinequalityisalsocorrosivetoourdemocraticprinciples.Whilethetoponepercenthasamassedabiggersh

19、areofwealthandincome,toomanyfamilies,ininnercitiesandruralcounties,havebeenleftbehindthelaid-offfactoryworker;thewaitressandhealthcareworkerwhostruggletopaythebillsconvincedthatthegameisfixedagainstthem,thattheirgovernmentonlyservestheinterestsofthepowerfularecipeformorecynicismandpolarizationinourp

20、olitics.Therearenoquickfixestothislong-termtrend.Iagreethatourtradeshouldbefairandnotjustfree.Butthenextwaveofeconomicdislocationwontcomefromoverseas.Itwillcomefromtherelentlesspaceofautomationthatmakesmanygood,middle-classjobsobsolete.Andsowemustforgeanewsocialcompacttoguaranteeallourkidstheeducati

21、ontheyneed;togiveworkersthepowertounionizeforbetterwages;toupdatethesocialsafetynettoreflectthewaywelivenowandmakemorereformstothetaxcodesocorporationsandinpidualswhoreapthemostfromtheneweconomydontavoidtheirobligationstothecountrythatsmadetheirsuccesspossible.Wecanargueabouthowtobestachievethesegoa

22、ls.Butwecantbecomplacentaboutthegoalsthemselves.Forifwedontcreateopportunityforallpeople,thedisaffectionandpisionthathasstalledourprogresswillonlysharpeninyearstocome.Theresasecondthreattoourdemocracyoneasoldasournationitself.Aftermyelection,therewastalkofapost-racialAmerica.Suchavision,howeverwell-

23、intended,wasneverrealistic.Forraceremainsapotentandoftenpisiveforceinoursociety.Ivelivedlongenoughtoknowthatracerelationsarebetterthantheywereten,ortwenty,orthirtyyearsagoyoucanseeitnotjustinstatistics,butintheattitudesofyoungAmericansacrossthepoliticalspectrum.Butwerenotwhereweneedtobe.Allofushavem

24、oreworktodo.Afterall,ifeveryeconomicissueisframedasastrugglebetweenahardworkingwhitemiddleclassandundeservingminorities,thenworkersofallshadeswillbeleftfightingforscrapswhilethewealthywithdrawfurtherintotheirprivateenclaves.Ifwedeclinetoinvestinthechildrenofimmigrants,justbecausetheydontlooklikeus,w

25、ediminishtheprospectsofourownchildrenbecausethosebrownkidswillrepresentalargershareofAmericasworkforce.Andoureconomydoesnthavetobeazero-sumgame.Lastyear,incomesroseforallraces,allagegroups,formenandforwomen.Goingforward,wemustupholdlawsagainstdiscriminationinhiring,inhousing,ineducationandthecrimina

26、ljusticesystem.ThatswhatourConstitutionandhighestidealsrequire.Butlawsalonewontbeenough.Heartsmustchange.Ifourdemocracyistoworkinthisincreasinglypersenation,eachoneofusmusttrytoheedtheadviceofoneofthegreatcharactersinAmericanfiction,AtticusFinch,whosaidYouneverreallyunderstandapersonuntilyouconsider

27、thingsfromhispointofviewuntilyouclimbintohisskinandwalkaroundinit.Forblacksandotherminorities,itmeanstyingourownstrugglesforjusticetothechallengesthatalotofpeopleinthiscountryfacetherefugee,theimmigrant,theruralpoor,thetransgenderAmerican,andalsothemiddle-agedwhitemanwhofromtheoutsidemayseemlikehesg

28、otalltheadvantages,butwhosseenhisworldupendedbyeconomic,cultural,andtechnologicalchange.ForwhiteAmericans,itmeansacknowledgingthattheeffectsofslaveryandJimCrowdidntsuddenlyvanishinthe60s;thatwhenminoritygroupsvoicediscontent,theyrenotjustengaginginreverseracismorpracticingpoliticalcorrectness;thatwh

29、entheywagepeacefulprotest,theyrenotdemandingspecialtreatment,buttheequaltreatmentourFounderspromised.Fornative-bornAmericans,itmeansremindingourselvesthatthestereotypesaboutimmigrantstodayweresaid,almostwordforword,abouttheIrish,Italians,andPoles.Americawasntweakenedbythepresenceofthesenewcomers;the

30、yembracedthisnationscreed,anditwasstrengthened.Soregardlessofthestationweoccupy;wehavetotryharder;tostartwiththepremisethateachofourfellowcitizenslovesthiscountryjustasmuchaswedo;thattheyvaluehardworkandfamilylikewedo;thattheirchildrenarejustascuriousandhopefulandworthyofloveasourown.Noneofthisiseas

31、y.Fortoomanyofus,itsbecomesafertoretreatintoourownbubbles,whetherinourneighborhoodsorcollegecampusesorplacesofworshiporoursocialmediafeeds,surroundedbypeoplewholooklikeusandsharethesamepoliticaloutlookandneverchallengeourassumptions.Theriseofnakedpartisanship,increasingeconomicandregionalstratificat

32、ion,thesplinteringofourmediaintoachannelforeverytasteallthismakesthisgreatsortingseemnatural,eveninevitable.Andincreasingly,webecomesosecureinourbubblesthatweacceptonlyinformation,whethertrueornot,thatfitsouropinions,insteadofbasingouropinionsontheevidencethatsoutthere.Thistrendrepresentsathirdthrea

33、ttoourdemocracy.Politicsisabattleofideas;inthecourseofahealthydebate,wellprioritizedifferentgoals,andthedifferentmeansofreachingthem.Butwithoutsomecommonbaselineoffacts;withoutawillingnesstoadmitnewinformation,andconcedethatyouropponentismakingafairpoint,andthatscienceandreasonmatter,wellkeeptalking

34、pasteachother,makingcommongroundandcompromiseimpossible.Isntthatpartofwhatmakespoliticssodispiriting？Howcanelectedofficialsrageaboutdeficitswhenweproposetospendmoneyonpreschoolforkids,butnotwhenwerecuttingtaxesforcorporations？Howdoweexcuseethicallapsesinourownparty,butpouncewhentheotherpartydoesthes

35、amething？Itsnotjustdishonest,thisselectivesortingofthefacts;itsself-defeating.Becauseasmymotherusedtotellme,realityhasawayofcatchingupwithyou.Takethechallengeofclimatechange.Injusteightyears,wevehalvedourdependenceonforeignoil,doubledourrenewableenergy,andledtheworldtoanagreementthathasthepromisetos

36、avethisplanet.Butwithoutbolderaction,ourchildrenwonthavetimetodebatetheexistenceofclimatechange;theyllbebusydealingwithitseffects:environmentaldisasters,economicdisruptions,andwavesofclimaterefugeesseekingsanctuary.Now,wecanandshouldargueaboutthebestapproachtotheproblem.Buttosimplydenytheproblemnoto

37、nlybetraysfuturegenerations;itbetraystheessentialspiritofinnovationandpracticalproblem-solvingthatguidedourFounders.Itsthatspirit,bornoftheEnlightenment,thatmadeusaneconomicpowerhousethespiritthattookflightatKittyHawkandCapeCanaveral;thespiritthatthatcuresdiseaseandputacomputerineverypocket.Itsthats

38、piritafaithinreason,andenterprise,andtheprimacyofrightovermight,thatallowedustoresistthelureoffascismandtyrannyduringtheGreatDepression,andbuildapost-WorldWarIIorderwithotherdemocracies,anorderbasednotjustonmilitarypowerornationalaffiliationsbutonprinciplestheruleoflaw,humanrights,freedomsofreligion

39、,speech,assembly,andanindependentpress.ThatorderisnowbeingchallengedfirstbyviolentfanaticswhoclaimtospeakforIslam;morerecentlybyautocratsinforeigncapitalswhoseefreemarkets,opendemocracies,andcivilsocietyitselfasathreattotheirpower.Theperileachposestoourdemocracyismorefar-reachingthanacarbomboramissi

40、le.Itrepresentsthefearofchange;thefearofpeoplewholookorspeakorpraydifferently;acontemptfortheruleoflawthatholdsleadersaccountable;anintoleranceofdissentandfreethought;abeliefthattheswordorthegunorthebomborpropagandamachineistheultimatearbiterofwhatstrueandwhatsright.Becauseoftheextraordinarycourageo

41、fourmenandwomeninuniform,andtheintelligenceofficers,lawenforcement,anddiplomatswhosupportthem,noforeignterroristorganizationhassuccessfullyplannedandexecutedanattackonourhomelandthesepasteightyears;andalthoughBostonandOrlandoremindusofhowdangerousradicalizationcanbe,ourlawenforcementagenciesaremoree

42、ffectiveandvigilantthanever.WevetakenouttensofthousandsofterroristsincludingOsamabinLaden.TheglobalcoalitionwereleadingagainstISILhastakenouttheirleaders,andtakenawayabouthalftheirterritory.ISILwillbedestroyed,andnoonewhothreatensAmericawilleverbesafe.Toallwhoserve,ithasbeenthehonorofmylifetimetobey

43、ourCommander-in-Chief.Butprotectingourwayofliferequiresmorethanourmilitary.Democracycanbucklewhenwegiveintofear.Sojustaswe,ascitizens,mustremainvigilantagainstexternalaggression,wemustguardagainstaweakeningofthevaluesthatmakeuswhoweare.Thatswhy,forthepasteightyears,Iveworkedtoputthefightagainstterro

44、rismonafirmlegalfooting.Thatswhyweveendedtorture,workedtocloseGitmo,andreformourlawsgoverningsurveillancetoprotectprivacyandcivilliberties.ThatswhyIrejectdiscriminationagainstMuslimAmericans.Thatswhywecannotwithdrawfromglobalfightstoexpanddemocracy,andhumanrights,womensrights,andLGBTrightsnomatterho

45、wimperfectourefforts,nomatterhowexpedientignoringsuchvaluesmayseem.Forthefightagainstextremismandintoleranceandsectarianismareofapiecewiththefightagainstauthoritarianismandnationalistaggression.Ifthescopeoffreedomandrespectfortheruleoflawshrinksaroundtheworld,thelikelihoodofwarwithinandbetweennation

46、sincreases,andourownfreedomswilleventuallybethreatened.Soletsbevigilant,butnotafraid.ISILwilltrytokillinnocentpeople.ButtheycannotdefeatAmericaunlesswebetrayourConstitutionandourprinciplesinthefight.RivalslikeRussiaorChinacannotmatchourinfluencearoundtheworldunlesswegiveupwhatwestandfor,andturnourse

47、lvesintojustanotherbigcountrythatbulliessmallerneighbors.Whichbringsmetomyfinalpointourdemocracyisthreatenedwheneverwetakeitforgranted.Allofus,regardlessofparty,shouldthrowourselvesintothetaskofrebuildingourdemocraticinstitutions.Whenvotingratesaresomeofthelowestamongadvanceddemocracies,weshouldmake

48、iteasier,notharder,tovote.Whentrustinourinstitutionsislow,weshouldreducethecorrosiveinfluenceofmoneyinourpolitics,andinsistontheprinciplesoftransparencyandethicsinpublicservice.WhenCongressisdysfunctional,weshoulddrawourdistrictstoencouragepoliticianstocatertocommonsenseandnotrigidextremes.Andalloft

54、whentheresanelection,notjustwhenyourownnarrowinterestisatstake,butoverthefullspanofalifetime.Ifyouretiredofarguingwithstrangersontheinternet,trytotalkwithoneinreallife.Ifsomethingneedsfixing,laceupyourshoesanddosomeorganizing.Ifyouredisappointedbyyourelectedofficials,grabaclipboard,getsomesignatures
