5、dbythepany,developingrulesandregulationsforcoalproduction,institutionalizationa营业线施工平安管理施行细那么 总 那么 为加强铁路营业线施工平安管理，严格营业线施工程序，细化工作内容和防护措施，标准作业和标准管理，确保营业线施工平安、可控，特制定本细那么。 营业线施工必须坚持“平安第一、预防为主，综合治理”的方针，坚持“行车不施工，施工不行车”的原那么，严格执行营业线施工相关规定。 本细那么根据铁路营业线施工平安管理方法、铁路技术管理规程、铁路工务平安规那么、铁路行车事故处理规那么以及中国铁路总公司、铁路局营业线施工

10、nthemassestodoproductionsafetywork.Eighthpitmustbebasedonrelevantlawsandregulations,industrystandardsandpanyandGodsstandards,rulesandregulationsissuedbythepany,developingrulesandregulationsforcoalproduction,institutionalizationa二负责方案报路局和公司审批； 三负责施工前作业内容、工作程序、方案、平安措施等方面的交底和培训； 四负责组织与设备管理单位和行车管理部门签订平安

11、协议。 五负责组织管理人员、现场负责人、平安员、防护员、联络员参加路局培训取证。 六负责组织施工方案的申报。 施工现场负责人职责 一负责施工现场的组织指挥工作。检查施工前各项准备工作，指挥现场施工，安排施工防护，确认放行列车条件等； 二负责协调施工作业，及时处理施工中发生的问题，掌握施工进度，反应现场信息，及时汇报施工情况，随时与驻站联络员保持联络； 三及时总结分析p 施工组织、进度和平安等情况，提出改良建议和措施。 驻站联络员职责 一负责办理施工要点登记手续； 二及时掌握wtt及邻站列车运行情况，理解wtt接、发车时刻及临时变更情况，确认后，立即向工地防护员发出预报、确报或变更通知； 三驻站

16、odsstandards,rulesandregulationsissuedbythepany,developingrulesandregulationsforcoalproduction,institutionalizationan 在使用时性能良好； 五与现场防护员通话时，严格执行复诵制度，防止错听，并及时记录内容。 防护员职责 一防护员必须携带齐全防护用品，认真履行职责，集中精力，站在便于了望的地点认真防护，及时联络和掌握列车运行情况及列车在作业区段的运行时刻，及时通知作业人员下道避车，严禁做与防护无关的事情； 二现场防护员在收到驻站联络员发出的列车预报、确报后，要立即通知施工现场负责人

17、，同时做好了望，加强戒备，监视来车； 三防护用通信设备必须妥善保管，经常检查试用，保证在使用时性能良好； 四与驻站联络员通话时，必须严格执行复诵制度，防止听错，并及时记录通话内容。 五列车临近时，遇施工地点的停车防护信号尚未撤除或待避工作尚未作好，立即向列车显示停车信号； 营业线施工管理 营业线施工必须建立健全保证施工平安的教育培训制度、技术方案评审报批制度、请点消点制度、现场及设备平安防护制度、平安检查制度，完善平安投入制度和应急救援机制，编制详细、可行的工序平安卡控表。 ndoverallleadershipresponsibilityforsafety.AdministrativeDep

22、tiona涉及营业线施工的人员均应经过营业线施工平安培训，未经培训或培训不合格严禁参加营业线施工。 一工程经理、副经理、总工、平安、质量等主要负责人应经路局营业线施工平安培训考试合格取证 。 二施工现场负责人、平安员、防护员、驻站联络员应经路局有关部门培训考试合格后取证。 三参加营业线施工的全体人员由工程经理部组织营业线施工平安培训并考试，合格前方可上岗。 四参加营业线施工的劳务工必须由具有带班资格的正式职工带着，劳务工不得单独上道作业，不得担任工、平安防护员及施工现场负责人等工作。 营业线施工前，积极与设计和设备管理单位核查既有设备情况，调查地下管线、电缆、光缆等隐蔽工程和地上既有设备信号盒

23、、各种线杆、接触网影响的情况，划定防护范围。 要点施工必须做到分工明确、统一指挥。施工、技术、现场负责人及防护人员必须佩戴明显标志，作业人员应统一着装。 在设有平安通道栅栏门的封闭线路上施工时，施工人员应从规定的栅栏门或平安通道进出，并严格进展登、销记，严禁擅自翻越和破拆防护栅栏进出，未施工时平安通道栅栏门应关闭加锁。 需设置临时道口时，应按规定办理审批手续，不得擅自随意设置。 营业线施工平安防护是关键，工程经理部选派施工管理经历丰富和技术程度高的管理人员参与营业线施工，根据施工实际，选派平安ndoverallleadershipresponsibilityforsafety.Administ

28、tionalizationan 意识高、责任心强的职工担任防护员、平安员、驻站联络员和道口管理员，必须在数量上和质量上满足营业线施工要求。 营业线施工前，工程经理部详细制订防护人员职责、岗位和应急措施，备齐防护用品，完善工程各项工作内容的防护方案，并及时组织演练，做到指令明晰、信息传递及时、信号正确。 对营业线施工机械设备要符合以下规定： 一实行“一机一人防护员一牌登记牌一本运行记录本一证操作证”制度。 二机械设备的防护员要熟悉机械设备平安操作规程，设备作业前，要参与对其作业场地、设备状况检查，对操作司机在作业过程中的违章行为要采取措施果断制止，严防事故发生。 三对不服从管理的机械操作人员坚决清退。 四对营业线施工使用的所有施工机械设备，纳入工程经理部统一管理和防护。凡新进场的机械设备和施工协作队伍临时租用的设备，工程经理部必须组织专业人员对机况进展检查，确认满足平安要求后发证准入现场施工作业。 五工程经理部根据工程实际情况对特殊施工机械编制防倾覆、防机破和防侵入营业线的平安保证措施，并指定专人负责落实。 六架桥机过孔就位、桩机挪动以及机械设备撤除等移机过程加强控制，在机械设备移机前，提早通知施工现场负责人，在施工现场负责人、平安员、防护员到场监护下，对机械设备行走道路、场地、防护设施逐项检查，确认平安后，方准移机。 第 12 页 共 12 页
