61、效已在世界各国获得广泛的认同。在欧洲，中药已被列入植物药范畴，做为中药组成部分的药用植物提取物的概念由于其部分有效成份的已知性和可量化而被各国所接受与认可。人参是我国医药中最珍贵的药物之一，加入WTO以后，中药现代化、人参标准化、无公害栽培问题尤为重要。当前，国际市场对人参及其它中药材中的农药残留限制越来越严，除过去规定的检测项目外，最近有的国家又增加检测其它含有机氯化合物及其降解的产物，这样就给我国人参及中药材栽培和生产深加工提出了严格要求。如何保证产品的农药残留量及其它有害物质符合国家卫生标准和西方国家要求，如何为市场提供安全、优质、有效的人参及中药材产品，是我们急需解决的重要课题。根据国

62、家有关规定，制药企业及保健食品生产企业，必须在2004年6月30日以前达到GMP认证标准，凡是在限期内不能达标的企业一律取消其生产资格，而且要求GMP企业生产所需原料必须是GAP基地生产的无公害产品。我公司审时度势，决定在已经通过GMP改造的前提下，建立人参种植GAP基地，采用现代科学方法对大气、水、土壤进行检测，选育优良品种进行人参规范化栽培，保证基地生产的人参产品符合GAP要求，全部作为公司人参饮片加工产品的原料，这样可以保证使用合格的原料生产出优质产品，保证公司生产所需原料的供应。在基地建设中，以基地为中心，发挥示范带动作用，幅射周边地区，用公司基地农户的合作方式，扩大资源供应量，确保公
