1、按照高钢规的计算公式,偏心率确实只和本层质心和刚心间偏心值及本层侧刚与扭刚比 值有关。超限高层建筑工程抗震设防专项审查技术要点附录一表二(不知你说的“高参表是否指此 表?)中1b项中确实规定了 “偏心率大于15%或相邻层质心偏差大于15%”为一项不规则,个人认为并非有 误,只是规定无论是扭转位移比超过1.2还是偏心率超15%都可认定为平面扭转不规则,一 个是从计算指标上衡量,一个是从平面布置上去衡量,前者只不过是后者的结果而已,所以 可不重复计入超限项。倒是对“相邻层质心偏差大于15% ”与“楼层偏心率大于15% ”这两 项参数定为“或”的并列关系有些不是很认同,个人认为相邻层质心偏差应该更接

2、近于大底 盘偏置类指标,用来定性结构竖向的不规则可能更为合适,所以不应和扭转位移比及偏心率 成为并列指标。也许是相邻层质心偏差也能够影响到结构的周期比一类的参数进而加重结构 在地震作用下的扭转效应?本人水平有限不能做深入研究,所以以上只是个人看法,不值各 位高人一晒。至于“该条是在(钢规范中出现)是否普通混凝土结构也需要满足15%的要求”这个问题我 可以很负责任的回答你混凝土结构也应适用。原因很简单,因为你一定听说过这样一个道理“他大舅他二 舅都是他舅,高桌子低板凳都是木头”,所以“钢结构砼结构都是结构”也就不难理解了。再就是关于PKPM中结构分析设计输出文件中输出的偏心率 Eex Eey是否
