1、相关基层司法所信息化建设思索 有关基层司法所信息化建设的思索当今世界早已进入知识化、数字化、信息化的时代，加紧基层司法所信息化建设对于提升基层司法行政工作能力和工作效率，实现法制宣传、小区矫正、人民调解、法律援助等各项职能网上运作和监管，带动全社会基层信息化全部含有主要的意义。所以，基层司法所的信息化建设应坚持正确的方向和重视实效的基础标准。以信息网络为基础，以政治和法律宣传为导向，以系统业务网上办理和报送为关键，推进上下互通、周围协调统一的系统应用，提升基层实施、服务的快速反应能力；加强系统内部之间的纵向和横向联络，提升协同办公的水平和能力；推进系统网站和其它信息工具的应用，提升公共服务水平

2、和能力。逐步实现基层司法所的“工作标准化、管理规范化、信息数字化、步骤网络化、办公无纸化”，确保基层司法行政各项工作高效运转、健康有序发展。作为一名基层司法行政工作者，经历了从无名到有名，从无所到有所，从无人到有些人的种种艰苦，大家共同携手一步一个脚印走出了基层司法行政工作的春天。但置身于时代发展的大潮之中，没有任何值得沾沾自喜的方面，尤其是在经济发展快速、信息化建设迅猛的今天，我们更要登高望远、抢抓机遇，不放过任何发展的机会，不停地发展和完善自己，这么才能不至于落后。以下是我对怎样抓好基层信息化建设和应用的一点粗浅认识：一、深化基层信息网络认识，打好信息化建设应用思想基础信息化建设关键在于广

3、大工作人员的信息意识和对信息技术的应用能力。所以，建立“统一领导、统一组织、统一管理、统一计划、统一标准”的建设标准，贯通了一条省、市、县、乡四级统一和完整的信息高速公路，打造了司法行政各机关之间信息沟通、经验交流和工作管理的各类平台。那我们基层司法所怎样认识信息化建设的主要性并广泛利用这么好的网络资源为我们基层司法行政工作的良性循环发展奠定基础呢？首先，信息化建设是快速发展形势的需要。现在各级政府全部在推行电子政务，作为走在司法行政工作一线前沿的基层司法所应该首当其冲，假如我们不能率先实施信息化，那么整个系统的信息化将没有了源头和基础，再好的信息化框架也只能是空中楼阁。其次，信息化建设是我们

4、基层本身完善和发展的需要。既然我们是负担基层司法行政工作的职能部门，假如我们不能和时俱进，完善和发展好自己，必将在时代的大潮中被淘汰。第三，信息化建设是我们基层展示自我的需要。在日益开放的今天，任何一个部门，任何一项工作假如想要有长足的发展，全部不能和瞬息万变的外界隔绝，不然就会断绝了供自己成长和发展的“营养”。第四，信息化建设是我们基层之间相互交流的需要。基层司法所相互之间发展不可能完全一致，各有所长，各有己短。只有经过不停地相互交流，才能取她人之长，避己之短，从而不停地完善自己，不停地提升和改进我们基层的司法行政工作。二、强化各类管理平台应用，实现基层信息化建设最终目标信息化建设的目标在于

5、应用，应用是信息化工作的灵魂和根本。我们基层司法所只有把信息化建设的各项结果真正利用于实际工作中，才能提升工作效率，才能有效发挥信息化工作对基层司法行政工作的领航和推进作用。那么怎样巩固和强化信息建设结果的应用呢？首先，继续争取领导重视。基层司法所本身职能软、底子薄、基础差，只有不停地争取地方党委、政府的大力支持，才能使我们基层司法所的信息化建设不停得以加强。因为司法行政的各项基础工作在基层，各项主要任务落实在基层。同时我们又是直接面向和联络广大人民群众的窗口和桥梁。所以我们要让党委、政府感觉到我们在基层存在的价值和在基层稳定中发挥的作用，从而使基层党委、政府知道并了解我们，心甘情愿地支持我们

6、，为我们加大软、硬件等各方面的投入，提升信息化建设和应用水平。推进基层司法行政工作向更高的层次前进。其次，不停加强本身学习。各基层司法所尤其是每一位司法行政工作者要从本身发展需要上下功夫，不停加强本身学习，学习计算机的原理、性能、操作和维护。结合内网信息公布和基层各管理平台的应用，勤于实际操作。着重从学习信息的录入、公布和处理等主要xx手段入手，认真学习和交流，让计算机成为我们工作、学习和娱乐的工具，从而不停加深自己和信息网络的情缘，深层次地强化自己对信息网络的应用。第三，主动参与各级培训。基层司法所要激励和支持每一位基层司法行政干警参与上级和社会培训；上级司法行政机关也要从不一样层次上加强对

7、基层司法所和基层司法行政工作人员信息化应用技能的培训，让她们走出并超越自我，在繁忙的工作中不丢掉学习，在愉快的学习当中不忘主动地利用。不停总结，不停提升，只有这么，才能适应不停前进和发展的信息化工作需要。第四，直面基层人民群众。基层司法所的各项职能是为基层政府和人民群众提供方便快捷的法律服务，这就需要我们面向基层社会，面向基层人民群众。怎样搭建起和社会公众互动的平台，只有经过基层网络信息平台，借助基层各类信息的交流和沟通，向社会立即、正确地传输相关政策导向、咨询、服务等信息，公布各类法律服务的内容、程序、办事方法；搜集、统计、反馈社会公众的各类信息、意见和提议，才能让我们愈加了解人民群众的真实

8、意愿，才能让我们有更多更正和完善本身的机会，实现基层政府、司法行政机关、社会、公众之间的良性互动。从而真正实现信息化建设的根本目标。三、健全信息网络管理制度，保障基层信息和网络运作安全基层司法所的信息网络建设还处于初始阶段，受地方经济制约，硬件设施较差，信息设备档次较低，这些全部给基层网络的正常运行和安全保障带来了一定的困难。加上基层工作人员的网络操作水平有限，个人素质不高，更增加了基层信息网络安全和通畅的难度。所以，必需建立健全一系列的规章制度来加以约束和规范，同时严格上网纪律，恪守保密制度，从而更大程度地从人防的角度来确保专网信息的运作安全。首先，要确立领导管理责任制。作为基层司法所长应全

9、方面地负责起管理责任。时刻检验信息和网络的运行安全，审查各类信息和报表的质量，从政策的层面保障所发信息的规范和安全。其次，要建立信息工作责任制。基层司法所要确立专门的人员详细负责信息业务，让她们接收专门的培训和学习，不停地规范信息的xx和公布，从信息技术的层面确保信息的质量和安全。第三，要建立信息责任追究制。所长全方面负责所审查信息的质量和安全，专门人员详细负责所发信息的质量和安全。并强化责任，将此纳入到年底所内人员的考评当中，让领导和专门人员切实感受到自己肩上的责任。在此基础上同时建立对应的信息质量和安全奖励机制，激发大家参加信息化建设的热情。四、重视信息网络应用实效，避免基层信息化建设应用

10、误区基层司法行政系统信息化建设应从“建设”和“应用”两个根本步骤入手，关键是应用，坚持以应用促建设，以应用促发展。切实发挥好信息化建设和应用中工作、学习、交流和服务的平台作用。同时要避免两点误区：一是信息化建设不能远离工作实际。信息化建设确实给基层司法所的工作带来了生机和活力，不过作为一线的基层司法行政单位，面正确是广大人民群众，任何一个纠纷，全部需要我们身临其境地去感受、去斡旋、去化解。靠的是大气力、长时间的说服教育。也只有这么，我们的信息化建设才能有取不尽的素材，调不完的色彩。假如一味地只追求信息数字化，而忽略了工作之根本，那么信息化建设会将是无源之水，无本之木。二是信息化建设要重视质量，

11、不能一味追求数量。信息我们的工作、学习和生活。数量即使能反应工作和学习的一个侧面，可是，信息化一旦脱离了生活实际，那么也是很危险的，只会让你沉溺于虚渺的数字之中，而无瑕顾及真实的生活和工作素材。违反了“数字化”的本义，同时也就失去了信息化建设的真正意义。几点提议：从目前我们基层司法所信息化网络这么长时间运行的情况来看，发展极不平衡，所和所之间、不一样所的信息工作人员之间，同一个所的人员之间全部存在着不小的差异。总而言之我们要注意以下几点：一是信息公布注意时效性，我们要讲究工作信息的公布时间和实际工作开展或完成的时间基础上一致，不能什么时间的信息全部发。二是信息公布要突出针对性，我们所从事的是基
