But by the third客运公司职业健康管理制度第一章总 则一、为了贯彻执行“预防为主,防治结合”的方针,保障我单位职工在生产劳动过程中不受职业病危害因素的影响,预防职业病的发生,保护职业病的合法权益,提高劳动生产率,根据职业病防治法的规定,结合公司实际,特制定本制度。二、本制度规定了职业健康管理职责及作业管理,作业环境管理,职业健康管理等职责,适用于公司所有涉及职业健康管理的单位。三、办公室人事办为公司职业健康管理机构,客运公司经理为主管领导,人事办主任为直接领导,德州交通集团有限公司

12、交通医院为客运公司制定职业健康定点检查医院。四、各部门应当加强对职业病防治的宣传教育,普及职业病防治知识,增强职工职业病防治观念,提高职工自我健康保护意识。五、公司任何部门或个人有权对违反本制度的行为向办公室人事办、经理办公室举报,举报电话为:0534-、0534-。第二章管理职责一、公司各部门负责人在各自工作范围和管理权限内负责本部门职业健康管理工作,公司安全生产领导小组对全公司职业健康工作进行指导、决策及监督管理。人事办代表公司安全工作领导小组行使职业健康监督管理职能。全体职工有权对职业健康工作进行群众监督。二、人事办和交通医院作为公司职业健康检测机构,全面负责公司范围内的职业健康检测及公

13、司安全工作领导小组布置的职业健康管理工作。三、人事办和交通医院负责职业健康监护,主要负责职业健康体检和医疗。按照职业病防治法的规定,职业病诊断应当由省级以上人民政府卫生行政部门批准的医疗卫生机构承担,我公司仅以此机构出具的职业病诊断结论执行政策。四、涉及职业病危害因素的部门必须指定专(兼)职职业健康管理人员。第三章 作业管理一、必须认真落实新建、改建、扩建项目(简称“建设项目”)职业健康设施“三同时”管理规定。根据相关资料,驾驶员岗位的职业病范畴有:1、噪声性耳聋,2、颈椎病,3、视力疾病。管理人员的职业病范畴有:1、颈椎病。机务车间人员,电焊、喷漆等岗位,其中电焊作业的职业病危害因素主要有电

14、焊烟尘、金属锰及其化合物、氮氧化物、氟化物、臭氧、紫外辐射等,可导致劳动者发生电焊工尘肺、锰中毒、以及中毒性呼吸系统疾病、电光性眼炎等多种职业病;喷漆作业的职业病危害因素主要有苯及其化合物、酯类化合物等有机溶剂,其中苯是国际公认的致癌物质,可引起白血病;另外还存在噪声、粉尘、汽油以及各类清洗剂等多种职业病危害因素。(一)建设项目主管部门在拟定生产建设项目时,要充分利用先进技术,尽量选择无毒、无害的先进生产工艺。在可行性论证阶段,应当委托职业健康技术服务机构进行职业病危害预评价。(二)职业健康设施的设计必须认真贯彻国务院关于防尘,防毒工作的决定,并严格执行工业企业设计卫生标准(GBZ1-2010

15、)及有关行业标准、规定。(三)对职业健康有特殊要求的(如有毒、有害、有放射性)危害性较大的设计项目,必须经人事办和有关部门审查同意,符合安全卫生要求后才能实施。属职业病危害严重的建设项目,同时报安全监察行政部门进行设计审查。(四)工程部门及施工单位要对职工安全卫生设施工程质量负责;设备及物资供应部门要对所购进设施、设备、防护器材的质量负责;人事办对建设项目职业健康设施实行监督管理。(五)职业安全卫生设施竣工验收要与主体工程同时进行,必须有项目主管部门、人事办人员参加,验收合格后方可投入生产运行。(六)生产设备检修时,安全卫生设施必须同时列入计划,同步检修,同步投入生产。二、尘毒作业单位必须依据

16、国务院关于防尘、防毒工作的决定及有关标准、规范加强尘毒作业管理。(一)尘毒作业现场操作尽量选择隔离化、遥控化、密封化等非直接接触作业方式。(二)必须建立健全各项尘毒作业操作规程及有关管理制度,严禁违章作业。(三)尘毒作业扬所控制章、操作室、人员休息室内,尘毒浓度不得超过国家限值标准。(四)从事尘毒作业职工,要尽量缩短接触时间,要加强个体防护。非进入尘毒浓度超标场所作业不可时,必须穿戴好个体防护用品。第四章 作业环境管理一、 尘毒、高温、噪声、振动作业环境按照国家标准实行分级管理。二、人事办必须按照相关标准对公司尘毒、噪声、振动等有害作业环境定期进行检测评价,发现问题及时处理,上报并督促整改,做

17、好检测数据归档管理工作。三、尘毒作业环境浓度合格率,高温、噪声、振动作业环境指标合格率,职业健康防护设施运行效率等指标应作为安全环保管理考核指标。四、尘毒、噪声、振动作业单位应建立防护设施运行、维护和管理制度、管理档案。五、涉及职业危害因素的单位必须按照国家规定的标准为职工提供职业病防护用品。并督促职工正确使用和穿戴。职业病防护用品必须符合国家标准或行业标准。六、任何单位或个人不得随意拆卸停用各种职业健康防护设施、标识,因故必须拆卸、停用时须报经安环部门批准,并在生产设备检修完毕时及时恢复。第五章 健康管理一、交通医院必须严格按照国家及卫生部门有关职业健康管理标准对我公司接触尘、毒噪声、振动等

18、岗位的职工进行健康检查。二、实行就业前、在岗和特殊健康检查、职业病人离退后复查。检查结果必须建立职工健康监护档案。健康监护档案包括劳动者的职业史、职业病危害因素接触史、职业健康检查结果和职业病诊疗等个人健康资料。三、职业健康体检岗位人员名单由人事办根据现场调查检测结果提出,报交通医院进行体检,体检结果应及时报送人事办。四、各部门发现职业病人或疑似职业病人时,应当及时向人事办报告。五、人事办应及时向公司领导及卫生行政部门报告,对确认为职业病的,应向劳动保障行政部门报告。六、人事办根据职业病防治法及有关规定,我公司实行接尘人员每年检查一次。接触噪声、振动人员每2年检查一次,各部门对检查出的职业病或

19、疑似职业病人员要按照国家规定调离原岗位并妥善安置。七、各部门对从事接触职业病危害因素作业的劳动者,应当按照国家规定给予适当的岗位津贴。八、职业病的治疗由交通医院负责实施。九、职业病体检、医疗及营养费等待遇按照国家规定执行。安全生产领导小组掌握发放标准。十、用于预防和治理职业病危害、工作场所卫生检测、健康监护和职业健康培训等的费用,按国家有关规定,在生产成本中据实列支。十一、疑似职业病病人在诊断、医学观察期间的费用,由公司承担。十二、根据有关职业病报告管理规定,人事办要按照职业病统计报表的格式定期向公司安全生产领导小组报告我公司职业病发生、发展情况。第六章附则一、本制度未尽事宜按照国家有关规定执

20、行。二、本制度由人事办负责解释。三、本制度自2013年1月1日起实施。原有制度与本制度不符的,一律以本制度为准。采购的食品原料及成品必须色、香、味、形正常,不采购腐败、变质、有毒有害、霉变生虫、过期、混有异物或感官性状异常及其他不符合卫生标准要求的食品。plenary session, each session of the Central Committee of national institutions and personnel problems have been arranged, you can concentrate on national development and re
