1、Fire Protection Impairment Program消防系统中断管理程序1. Purpose 目的To follow the procedure when a fire protection system is out of service so as to ensure the risks are minimized and the duration of the impairment is limited as well as the damage of the personnel and facility.通过严格控制消防系统中断过程中各环节来减少以至于最终杜绝消防系统的

2、失效时间， 保证消防中断期间 潜在的风险对受影响区域的人员和设施的损坏降低到最小。2. Scope 范围This policy applies to all factory employees, contractors and their representatives to provide service when the fire system is impaired partially or totally.本程序适用于在工厂里工作的雇员，承包商或者他们的代表在工作过程中将要对当前使 用的消防系统造成 部分或全部功能中断时。3. Definition 定义Fire Protection

3、System: Sprinkler systems, standpipe systems, fire hose system, underground fire service mains, fire pumps, water storage tanks, foam-water system, special extinguishing system, fire service control valves, fire alarms, and emergency lights.消防系统： 指喷淋系统，消防软管，地下消防水管，消防泵，消防水罐，泡沫灭火系统，消防控制 阀，火灾报警系统 以及应急灯

4、等与消防有关的设备设施。Fire watch : A person designated to physically patrol the area where the fire protection system is impaired.看火员：当一个区域的消防系统处于中断状态之后，被指派到该区域专门巡视该区域的 专业人员。Fire system impairment : A shut down, in whole or part of a fire protection system. According to the situation, the impairment can be di

5、vided into the following: 消防系统中断：消防系统中断系指消防 系统部分或者全部丧失其设计的消防功能的状 态，根据现场实际，消防系统中断主要分以下几种：Emergency impairment: when a fire protection system is out of service due to an unexpected incident such as a ruptured pipe or unexpected power-off. 应急中断：消防系统由于不可预知的 事件发生时而导致的系统消防功能丧失，此种 情况比如管线意外破裂或者意外的系统断电时。Plan

6、ned impairment: When a fire system is out of service in whole or part due to a plan in advance such as revisions to the water supply or sprinkler piping system. 计划中断：消防系统 由于提前计划规定在某段时间内功能部分或者全部丧失，比如 消防管网或者雨林系统的升级改造Level 1 impairment: when a limited number of a component of a fire protection system a

The director of the Healthy and Safety or the manager of the Department of the Environment will be the Impairment C

9、oordinator. 中断协调员： 为了保证在消防系统中断整个过程中严格执行中断程序， SE 特别设置此协调员，一般为 工厂的健康，安全，环境的经理担当此任务。4. Responsibility 责任SE employees：All the employees who impair a fire protection system, in whole or part, must first notify the Impairment Coordinator at the Department of the Environmental Health and Safety. If the imp

10、airment permit is required, the employees will attach the Fire & Life Safety System Permit or Impairment Tag (schedule A) to fire department connection for the sprinklers system impairment or the control panel for the fire alarm systems, and then issue the Permit to Work License of Fire Control Faci

11、lity based on the “ Management Procedure of Safety Work Permit ”.SE 雇员： 任何一个雇员在工作过程中有可能全部或者部分中断一个系统的消防功能时， 必须第一 时间报告环保健康安全部门的中断协调员，经研究如果确实需要消防系统中断，则从中断协调员那里申请一个防火逃生许可/中断标牌(见计划A),并将此防火逃生许可/中断标牌挂在消防中 断区域的喷淋系统阀组或者是火灾报警盘上,然后再按照安全工作许可证管理程序开具在消防设施 上开展施工的作业许可证。Contractor or Outside Company Representatives:

12、Any contractor or the Outside Company Representatives who impair a fire protection system, in whole or part, must first notify the Impairment Coordinator at the Department of the Environmental Health and Safety. If the impairment permit is required, any contractor or the Outside Company Representati

13、ves will attach the Fire &Life Safety System Permit or Impairment Tag (schedule A), which would be a precondition to apply for work permit before starting the operation, to fire department connection for the sprinklers system impairment or the control panel for the fire alarm systems.合同商或者外部公司代表： 任何

14、合同商或者外公司代表在工作过程中有可能全部或者部 分中断一个系统 的消防功能时，必须第一时间报告环保健康安全部门的中断协调员，如 果确实需要消防系统中断， 需要 从中断协调员那里申请一个防火逃生许可/中断标牌 (见计划 A )，并且将是否开具此标牌作为能否申请作业许可的前置条件，在开始作业施工、八并将此防火逃生许可 /中断标牌挂在需要中断区域的喷淋系统阀组或者是火灾报警盘 上。 Impairment Coordinator（IC）:1. IC will determine the level of the impairment due to a shutdown, in whole or pa

15、rt, of a fire protection system;2. The IC will be responsible for the completion of the Impairment Workshee（t Schedule B） when authorizing Level 2 impairment.3. The IC will be responsible for issuing and verifying removal of fire &life safety system permit /impairment tags when authorizing Level 2 i

16、mpairment.4. The IC will be responsible for coordination of the fire watch, if it has been determined that a fire watch is necessary. The IC will document the fire watch activities preparation or completion on Schedule C, the Fire watch Log Sheet.5. The IC will be responsible for providing training

Impairment Coordination Procedure-Level 2 Preplanned Impairments:The SE Dept. of the Public Safety will be notified of a prep

20、lanned impairment of a fire alarm system.SE Security Dep. and the FFCC will be notified of the preplanned impairment of a fire alarm system.The maintenance Supervisor for affected building will be notified of the preplanned impairment of a fire alarm system.The impairment Coordinator will complete t

21、he Impairment Worksheet (ScheduleB).The impairment Coordinator will complete the fire&life safety system permit /impairment tag (Schedule A).The impairment Coordinator will approve the applications tag of fire&life safety system permit /impairment whether the applicants complete or not.The IC will a

22、uthorize the preplanned impairment and verify that the following procedures have been implemented.1. The extent and expected scope of the impairment have been determined;2. The areas or building involved have been considered and increased risks determined;3. When a required automatic sprinkler syste

23、m is out of service for an extended duration, the impairment coordinator will arrange for one of the following:a. Evacuation of the people in the building or portion of the building affected by the system out of serviceb. A fire watch for all portions of the building left unprotected by the shutdown

24、 until the fire alarm or the sprinkler system has been returned back to service. Fire watch personnel used for the automatic sprinkler system shutdown must be specially trained in the fire prevention and the fire watch is responsible to take notes of the impairment effect.4. When a required fire ala

25、rm system is out of service for an extended duration, the impairment coordinator will arrange for one as the following:a. Evacuation of the people in the building or portion of the building affected by the system out of serviceb. Implementation of mitigating measures for the period that the system i

26、s impaired. This considers the building occupancy type, nature and duration of impairment, building occupancy level during the impairment period, active work being conducted on the fire alarm system during the impairment, condition of the other fire protection systems and features, and hazards and a

27、ssets at risk.5. Sprinkler system: the impairment coordinator will complete or authorize a Fire& Life Safety System Permit/ Impairment Tag (Schedule A), making sure it is located at the fire department connection, indicating which system, or part thereof, have been removed from service.6. Fire alarm

28、 system: the impairment coordinator will complete or authorize a Fire& Life Safety System Permit/ Impairment Tag (Schedule A), making sure it is located at fire alarm annunciator or the fire alarm control panel.6. 中断协调程序 2 级每次有计划的消防中断都应当通知 SE 负责公共安全的部门 每次有计划的消防中断都应当通知 SE 安保部门或者FFCC每次有计划的消防中断都应当通知受影响

29、建筑物的维修负责人中断协调员应当 填写消防中断表格(见计划 B) 中断协调员应当签发防火逃生许可 /中断标牌(见计划 A) 中断协调员 在批准同意之前审核作业许可证申请者是否按照此程序规定完成防火/逃生许可中断标签的申请。中断协调员授权实施有计划的消防中断并确保下述各项贯彻实施1) 消防中断所预期持续的时间长度及其可能的范围都已经确定2) 消防中断影响的区域及其建筑物以及可能增加的风险已经确定3) 在受中断影响区域的自动喷淋系统失效期间，消防中断需要延长时间时，中断协调员提前应至 少有下述的一项安排：a) 疏散受影响的区域或建筑物内的人员b) 应安排看火员值班直到受影响区域消防系统恢复功能为至

30、，接受过专门的培训的看火员在 此期间应巡视受影响区域并做好记录4) 在受消防中断影响区域的火灾报警系统失效期间，消防中断需要延长时间时，中断协调员提前 应至少有下述的一项安排：a) 疏散受影响的区域或建筑物内的人员b) 在系统消防中断期间实施适当的减轻灾害措施，应当考虑建筑物的类型，以及消防中断可 持续的时间，消防系统中断期间火灾报警系统仍然在使用的功能，其他临近消防系统的状 态及其特性以及资产所面临的其他风险状态等5) 喷淋系统：中断协调员应完成或者授权完成防火逃生许可/中断标牌(见计划A)的签发，并要 将此牌挂在受影响区域的消防连接处以此来显示是哪个部门，哪个系统的哪个部分被拆除或者 是暂

31、时处于失效状态。6) 火灾报警系统：中断协调员应完成或者授权完成防火逃生许可/中断标牌(见计划A)并确保 此标牌挂在受影响区域的火灾控制盘上。7. Emergency Impairment ProcedureWhen an emergency impairment occurs, emergency action will be taken to minimize the potential injury and damage.The IC will implement items 1 to 6 of section of Preplanned Impairment with the foll

32、owing exception:Any damage to the fire protection system caused by the contractor will be repaired by alicensed fire protection company at the contractor s expense. Any required fire watch activities due to the damage of the fire protection equipment will be supplied by the contractor. Contractor mu

33、st supply their own fire watch activities to ensure compliance with this policy and other SE policy.7. 紧急中断程序当紧急中断发生时，采取应急措施来减少潜在的人员伤害和财产损失。中断协调员除了要执行中断协调程序2级中从 1)到6)的所有步骤之外，还需 要包括下列一 条：凡由于承包商导致的消防系统的损坏都应该让有资质的消防公司修复并且费用应当由承包商负 担；并且在此期间的专职防火员应当由承包商自己提供，承包商必须提供他们自己看火员的主要活动记录并确保其符合SE的工作指针8. 34、System to Service:When all impaired equipment is restored to normal working order, the impairment coordinator will verify that the following procedures have been implemented:Any necessary inspections and tests have been conducted to verify that affected systemsare operational.Maintenance Supervisor

35、for the affected building has been advised that the protection is resorted.If a fire alarm system is involved, the SE Dept. of Public Safety and monitoring company (if any) have been advised that the protection is resorted.The Fire&Life Safety System Permit /Impairment Tag have been shut down and al
