1、 纺织染整工业水污染物排放标准为贯彻中华人民共和国环境保护法、中华人民共和国水污染防治法、中华人民共和国海洋环境保护法、国务院关于加强环境保护重点工作的意见等法律、法规和国务院关于编制全国主体功能区规划的意见,保护环境,防治污染,促进纺织染整工业生产工艺和污染治理技术的进步,制定纺织染整工业水污染物排放标准。纺织染整工业水污染物排放标准规定了纺织染整工业企业生产过程中水污染物排放限值、监测和监控要求。纺织染整工业水污染物排放标准首次发布于1992年,本次为第一次修订。此次修订主要内容:-根据落实国家环境保护规划、环境保护管理和执法工作的需要,调整了控制排放的污染物项目,提高了污染物排放控制要求

2、;-为促进地区经济与环境协调发展,推动经济结构的调整和经济增长方式的转变,引导纺织染整生产工艺和污染治理技术的发展方向,本标准规定了水污染物特别排放限值。纺织染整工业水污染物排放标准中的污染物排放浓度均为质量浓度。纺织染整工业企业排放大气污染物含恶臭污染物、环境噪声适用相应的国家污染物排放标准,产生固体废物的鉴别、处理和处置适用国家固体废物污染控制标准。自纺织染整工业水污染物排放标准实施之日起,纺织染整工业水污染物排放标准(GB 4287-19920废止。地方省级人民政府对本标准未作规定的TOC等污染物项目,可以制定地方污染物排放标准;对本标准已作规定的污染物项目,可以制定严于本标准的地方污染

3、物排放标准。本标准由环境保护部科技标准司组织制订。本标准起草单位:中国纺织经济研究中心、东华大学、环境保护部环境标准研究所。本标准环境保护部2012年9月11日批准。本标准自2013年1月1日起实施。本标准由环境保护部解释。1、适用范围本标准规定了纺织染整工业企业或生产设施水污染物排放限值、监测和监控要求,以及标准的实施与监督等相关规定。本标准适用于现有纺织染整工业企业或生产设施的水污染物排放管理。本标准适用于对纺织染整工业企业建设项目的环境影响评价、环境保护设施设计、竣工环境保护验收及其投产后的水污染物排放管理。本标准适用于法律允许的污染物排放行为。新设立污染源的选址和特殊保护区域内现有污染

4、源的管理,按照中华人民共和国水污染防治法、中华人民共和国海洋环境保护法、中华人民共和国环境影响评价法等法律、法规、规章的相关规定执行。本标准不适用于洗毛、麻脱胶、煮茧和化纤等纺织用原料的生产工艺水污染物排放管本标准规定的水污染物排放控制要求适用于企业直接或间接向其法定边界外排放水污染物的行为。2、规范性引用文件本标准内容引用了下列文件或其中的条款。凡是不注日期的引用文件,其有效版本适用于本标准。GB/T 6920-1986 水质 pH值的测定 玻璃电极法GB/T 7467-1987 水质 六价铬的测定 二苯碳酰二肼分光光度法GB/T 11889-1989 水质 苯胺类的测定 N-(1-萘基)乙

7、(不含洗毛、麻脱胶、煮茧和化纤等纺织用原料的生产工艺、染色、印花和整理。纺织染整俗称印染。3.2 标准品机织物标准品为布幅宽度152CM、布重10-14kg/100m的棉染色合格产品;真丝绸机织物标准品为布幅宽度114cm、布重68kg/100m的染色合格产品;针织、纱线标准品为棉浅色染色产品;毛织物标准品布幅按1500cm、布重30kg/100cm折算。3.3 现有企业指在本标准实施之日前,已建成投产或环境影响评价文件已通过审批的纺织染整生产企业或生产设施。3.4 新建企业指在本标准实施之日起,环境影响评价文件通过审批的新建、改建和扩建的纺织染整生产设施建设项目。3.5排水量指生产设施或企业

8、向企业法定边界以外排放的废水的量,包括与生产有直接或间接关系的各种外排废水(含厂区生活污水、冷却废水、厂区锅炉和电站排水等)。3.6 单位产品基准排水量指用于核定水污染物排放浓度而规定的生产单位印染产品的废水排放量上限值。3.7 直接排放指排污单位直接向环境排放水污染物的行为。3.8 间接排放指排污单位向公共污水处理系统排放水污染物的行为。3.9 公共污水处理系统指通过纳污管道等方式收集废水,为两家以上排污单位提供废水处理服务并且排水能够达到相关排放标准要求的企业或机构,包括各种规模和类型的城镇污水处理厂、区域(包括各类工业园区、开发区、工业聚集地等)废水处理厂等,其废水处理程度应达到二级或二

12、02-2010进行换算。4.4根据环境保护工作的要求,在国土开发密度已经较高、环境承载能力开始减弱,或环境容量较小、生态环境脆弱,容易发生严重环境污染问题而需要采取特别保护措施的地区,应严格控制企业的污染物排放行为,在上述地区的企业执行表3规定的水污染物特别排放限值。执行水污染物特别排放限值的地域范围、时间,由国务院环境保护行政主管部门或省级人民政府规定。表3 水污染物特别排放限值单位:mg/L (pH值,色度除外)序号污染物项目限值污染物排放监控位置直接排放间接排放1pH值6969企业废水总排放口2化学需氧量(CODcr)60803五日生化需氧量15204悬浮物20505色度30506氨氮8

14、为水污染物基准排水量排放浓度,并以水污染物基准水量排放浓度作为判定排放是否达标的依据。产品产量和排水量统计周期为一个工作日。在企业的生产设施同时生产两种以上产品、可适用不同排放控制要求或不同行业国家污染物排放标准,且生产设施产生的污水混合处理排放的情况下,应执行排放标准中规定的最严格的浓度限值,并按式换算水污染物基准排水量排放浓度。 5 污染物监測要求5.1 对企业排放废水的采样,应根据监测污染物的种类,在规定的污染物排放监控位置进行,有废水处理设施的,应在处理设施后监控。企业应按照国家有关污染源监测技术规范的要求设置釆样口,在污染物排放监控位置应设置排污口标志。5.2新建企业和现有企业安装污
