1、 工程造价审计服务承诺书篇一：工程造价咨询服务承诺书 一、公司简介 *公司系经建设部批准成立的、具有甲级资质独立法人资格的社会签证服务机构。资质证号：甲*，可承担建安单项工程造价5000万以上的工程造价咨询业务。 *公司经过多年的稳健发展，在各类业务领域中得到了不断扩展和深入，并已建立了完整的内部质量控制体系，执业范围也呈多元化态势。近年来公司接受委托完成建筑行业、交通业等大型项目工程造价咨询业务300余项；切实保障了投资者的合法权益，取得了委托单位的好评，从而建立了长久稳定的市场。近年来我公司主要业绩有： *项目工程结算、竣工财务决算审计 *项目全过程造价控制 二、主要服务内容 本项目我单位

2、愿意采用工程造价跟踪服务，对项目工程造价全过程控制，服务内容如下： 1、编制完整详细的施工图预算； 2、编制工程用款及材料计划书； 3、准确校对复核各分包单位每个施工段的截算并提供完整详细的工程截算书； 4、核定每次拨付款计划书，及时审核签证工程造价； 5、核定施工过程中各项变更及签证费用并向甲方提出合理优化建议，及时对目标成本的完成情况提出警告；6、参与建设项目各阶段工程造价的确定、控制机合同管理有关会议及洽商事宜； 7、及时向甲方提供完整准确的建材价格信息和有关工程造价政策法规等造价信息服务，在保证质量、降低造价的前提下，力求项目成本最合理； 8、主动参加关键部位的验收、主要材料价格的摸底

3、及调查、影响工程造价项目的取证及资料的收集和整理工作； 9、及时公正准确的审核各施工单位报送的竣工决算； 10、准确完整的编制本项目的详细决算审核报告； 11、对本项目的各项技术经济指标做出评价； 12、及时、高效完成甲方临时安排的其它各项任务。 三、收费标准 根据发展和改革委员会文件的规定，实施阶段工程造价控制服务收费额为工程费用的7，考虑到双方合作关系及体现我方诚信经营的理念，我方决定按工程建安造价3收取服务费，不再计取业绩提成。 四、守业规则及承诺 （一）自觉执行工程咨询单位文明从业公约： 1、严格执行有关政策规定，不越级，不越权，不自行其事；2、公平竞争，不互相指责，不互相杀价； 3、

4、合理收费，维护双方共同利益； 4、保证按期，保质保量完成任务； 5、保证资料完整，不失密，不损坏，不丢失； 6、遵法守规，公正服务，不偏不倚； 7、廉洁从业，不吃请，不收礼，不受贿。 （二）承诺 1、我方严格按照中价协（2002）第016号工程造价咨询业务操作指导规程，财务部建设部【2004】369号关于建设工程价款结算暂行办法的通知的要求进行服务，出具报告，并保证其真实性、合法性； 2、我方对执行业务过程中知悉的甲方商业秘密严加保密，保证不将所知悉的甲方商业秘密和甲方提供的资料对外泄露； 3、我方保证各项结果的技术偏差不超过国家有关规定，甲方若抽查或复核差超过行业规定，甲方有权解除合同、扣减

5、我方的服务费； 4、我方保证各项结果的真准确，不高估冒算。服务过程中若接受施工方贿赂，有偏向施工方等不正当行为，甲方有权追究我方的刑事责任； 5、我方严格执行国家相关法律法规，保证做到“客观公正、实事求是、廉洁从业”，在法规及政策许可范围内切实维护甲方的一切权益；6、积极参加甲方组织的有关会议、洽谈、验收及调研，认真细致地向甲方提供合理化建议，力争项目成本经济合理； 7、我方保证严格执行甲方及国家有关规定，及时完成甲方委托法人一切任务； 8、我方承诺将本项目列为公司样板重点工程，组建以公司法人为直接负责人的管理团队，派驻业务棒、人品正、作风强的业务精英进驻项目现场，实行全过程跟踪现场服务。 愿

7、理质量控制复核和技术负责人审核。 第一 项目组内部复核 项目负责人是指项目组中负责某项业务及其执行，并代表本所在业务报告上签字的注册造价师。本所要求选派具备一定资历、经验、能力和执业道德的注册造价师作为项目负责人。项目负责人应对分派的每个业务项目的总体质量负责。 项目负责人应当在业务的所有阶段，通过行动示范和信息传达，向项目组其他成员强调下列事项的重要性，以保证业务的质量： （一）按照法律法规、职业道德规范和审计准则的规定执行业务项目； （二）遵守适用的工程造价咨询行业质量控制政策和程序； （三）根据具体情况出具恰当的审计报告。此外，项目负责人还应负责组织、协调和管理好整个项目组各成员的工作。

8、 项目组内部的复核并非全部都由项目负责人执行，项目负责人可以委派项目组内经验较多的人员去复核经验较少的人员所执行的工作。但项目负责人应对复核负责。 在项目组内部复核时，复核的主要内容包括： （一）工作是否已按照法律法规、职业道德规范和审计准则的规定执行； （二）重大事项是否已提请进一步考虑； （三）相关事项是否已进行适当咨询，由此形成的结论是否得到记录和执行； （四）是否需要修改已执行工程造价咨询工作的性质、时间和范围； （五）已执行的工程造价咨询工作是否支持形成的结论，并已得到适当记录； （六）获取的工程造价咨询依据是否充分、适当； （七）工程造价咨询程序的目标是否实现。 在出具工程造价咨询

9、报告前，项目负责人应当通过复核工程造价咨询工作底稿和与项目组讨论，确信获取的审计证据已经充分、适当，足以支持形成的结论和拟出具的工程造价咨询报告。 项目负责人应当在工程造价咨询过程的适当阶段及时实施复核，以使重大事项在出具工程造价咨询报告前能够得到满意解决。项目负责人复核的内容包括对关键领域所作的判断，尤其是执行业务过程中识别出的疑难问题或争议事项、特别风险以及项目负责人认为重要的其他领域。 项目组内部以及项目负责人应当对复核的范围和时间予以适当记录。 第二 项目经理质量控制复核 项目经理在出具报告前，对项目组作出的重大判断和在准备报告时形成的结论作出客观评价的过程。 本所一般指派独立于该业务

10、的合伙人或由主任注册造价师授权的部门负责人从事项目质量控制复核工作。 项目质量控制复核制度，充分体现分类控制、突出重点的质量控制理念。项目质量控制复核人应对复核内容负责，但不减轻、不替代项目负责人的责任。 在实施项目质量控制复核时，复核人员应当对以下全部或部分内容进行复核： （一）项目组就具体业务对独立性作出的评价； （二）在工程造价咨询过程中识别的特别风险以及采取的应对措施； （三）作出的判断，尤其是关于重要性和特别风险的判断； （四）是否已就存在的意见分歧、其他疑难问题或争议事项进行适当咨询，以及咨询得出的结论； （五）在工程造价咨询中识别的已更正和未更正的错报的重要程度及处理情况； （六

11、）拟与管理层、治理层以及其他方面沟通的事项； （七）所复核的工程造价咨询工作底稿是否反映了针对重大判断执行的工作，是否支持得出的结论； （八）拟出具的工程造价咨询报告的适当性。 项目质量控制复核人员应当在业务过程中的适当阶段及时实施复核，以使重大事项在出具报告前得到满意解决。 如果项目负责人不接受项目质量控制复核人员的建议，并且重大事项未得到满意解决，项目负责人不应当出具报告。只有在按照工程造价咨询行业处理意见分歧的程序解决重大事项后，项目负责人才能出具报告。 对下列项目质量控制复核情况应记录在工作底稿中： （一）有关项目质量控制复核的政策所要求的程序已得到执行； （二）项目质量控制复核在出具

12、报告前业已完成； （三）复核人员没有发现任何尚未解决的事项，使其认为项目组作出的重大判断及形成的结论不适当。 第三 公司技术负责人终极审核 技术负责人对质量控制制度承担最终责任。 本所要求技术负责人对具体业务进行终结复核工作。终级复核的主要内容包括： 1.审计约定事项及审计计划的完成情况； 2.重点造价、重要审计领域的测试是否充分；3.审计调整事项是否恰当； 4.审计意见确定是否恰当，审计报告表述是否规范。 第四 意见分歧 在业务执行中，时常可能会出现项目组内部、项目组与被咨询者之间以及项目负责人与项目质量控制复核人员之间的意见分歧。对业务问题的意见出现分歧是正常现象。 本所规定： 1.由本所

13、项目组内部、质量控制复核人员进行广泛、充分的讨论，寻找解决分歧的办法； 2.也可向适当的其他执业者、其他工程造价咨询单位、行业协会或监管机构进行咨询，以解决这些分歧； 3.如上述途径仍然无法明确解决分歧，主任注册造价师应遵循谨慎性原则提出解决分歧的最终方法。 只有意见分歧问题得到解决，项目负责人才能出具报告。 二、监管措施 对质量控制政策和程序遵守情况的监控旨在评价： （一）遵守法律法规、职业道德规范和业务准则的情况； （二）质量控制制度设计是否适当，运行是否有效； （三）质量控制政策和程序应用是否得当，以便本所和项目负责人能够根据具体情况出具恰当的业务报告。 本所由技术负责人履行监控责任，或
