DEFINITIONS 定义100% Tie-Off 100%系挂The term 100% tie-off shall be interpreted as meaning that all employees

5、, at all times, shall be wearing a personal fall arrest system and shall be securely fastened to an anchor or field tie-off point when working, traveling, inspecting or performing other tasks or conducting other business at a height greater than 2 M above the ground or working level. The working hei

6、ght shall be determined by measurement from the employees feet. 7、ersonal Fall Arrest System 个人坠落抑制系统Personal fall Arrest system means a system used to arrest an employee in a fall from a working level. It consists of an anchorage, connectors, a body harness, and may include a lanyard, deceleration device, lifeline, or suitable combination of these.人员坠落制动系统指的是用于防止

8、雇员从作业面上坠落的系统。它由锚固件、连接器、全身性平安带组成，也可以包括吊绳、减速装置、救生索，或这些器具的适当组合。Anchor Point 锚固点The anchor point shall be interpreted as meaning a secure point of attachment of lifelines, lanyards or deceleration device. Anchor points must be capable of supporting a minimum of 1000kg shock loading per person attached.锚

9、固点是指救生绳、吊绳或减速装置连接件的一个固定点。锚固点必须至少能够支撑1000公斤/人的冲击载荷。5 Points Safety Harness 5点式平安带5 points safety harness is the part of fall protection equipment, which supports the body in the event of a fall. Only the 5 points safety harness type is allowed to be used for fall protection purposes on GDLNG Trunklin

10、e Project sites.5点失平安带是坠落保护设备的一局部，在发生坠落的情况下用来支撑人体。在广东液化天然气管线工程现场只允许使用5点式的平安带用于坠落保护。Lifeline 救生索Lifeline means a vertical line from a fixed anchorage or horizontal line between two horizontal anchorages, independent of working or working surfaces, to which a lanyard or fall arresting device is secure

14、ned space without an authorized Permit to Work 在没有获得许可证的情况下进入受限空间作业3. GENERAL REQUIREMENT 一般要求GDLNG requires suitable and sufficient steps to be taken to prevent persons from falling. Any time a workers work at height is 2 meter or greater, a means of fall protection is required. Acceptable fall pro

15、tection for preventing injuries can be provided by permanent and/or temporary guardrail systems or personnel fall protection.广东液化天然气要求采取适当而充分的措施，防止人员坠落。任何时候作业人员在2米或以上高处作业时，都需要有坠落防护措施。为防止人员伤害，永久或临时的护栏或个人坠落防护设备能够提供一种可接受的坠落防护措施。The contractor shall adopt effective measures to prevent personnel form sli

16、pping when working at heights, due to the cold weather and the freezing of rain or accumulated snow. All accumulation of water, ice, frost and snow shall be removed from any elevated work surface when it presents a hazard to employees working at heights.承包商必须采取有效措施，防止人员在进行高处作业时由于寒冷天气、雨后结冰或积雪而滑倒。必须去除

SAFE USE OF FALL ARREST SYSTEMS 坠落抑制系统的平安使用Minimum Requirements 最低要求Every employee, working on an elevated surface at a height greater th

27、an 2m that is not a green tagged scaffold or permanent refinery platform, shall be securely fastened to an appropriate anchor point or field tie-off point by a personal fall arrest system at all times. This is a zero tolerance issue and applies to all personnel entering the GDLNG Project controlled

29、n transferring the personal fall arrest system to another anchor point or field tie-off point. Two safety lanyards are required to complete this process in the prescribed manner unless special devices specifically engineered for 100% tie-off are in place.如果要将个人坠落防护装置转移到另外的锚固点或现场系挂点，平安吊绳必须始终连接到一个恰当的锚

30、固点或现场系挂点上。除非有专门设计的用于100%系挂的特殊设备，否那么完成上述过程需要二根平安吊绳。Where two lanyards are required, one safety lanyard shall stay attached to the original anchor point or field tie-off point; a second lanyard shall be attached to the next anchor point or field tie-off point. Having completed the attachment of the pe

31、rsonal fall arrest system to the new anchor point or field tie-off point, the first lanyard may be removed form the original anchor point or field tie-off point.需要二根吊绳时，其中一根平安吊绳仍然连接到原来的锚固点或现场系挂点；另外一根连接到下一个锚固点或现场系挂点。个人坠落防护系统连接到新的锚接点或现场系挂点后，第一根吊绳可从原来的锚固点或现场系挂点移开。Whenever work is performed above two me

INSPECTION, MAINTENANCE AND STORAGE 检查、维护和保存Inspection 检查 All safety harness, lanyard, snap hooks and other equipment must be good quality. Only approved fall protection devices may be used by personnel and must be worn

37、as designated and as intended by the manufacturer. All certificates for the harnesses/lanyard must be kept on file until the harness/lanyard is disposed off，the certificate should then be removed from the file.所有平安带、吊绳、弹簧钩和其它设备必须质量优良。作业人员只能使用经核准的坠落防护装置并且按制造商指示的方法穿戴。必须保存所有全身性平安带/吊绳的合格证书直至平安带/吊绳报废，此时合

38、格证书方可销毁。Each employee must visually inspect the personnel fall arrest system components prior to each use for wear, damage and other deterioration according to manufactures instruction. Defective personnel fall arrest system components must be immediately removed from service, and identified as “ ou

39、t of service “ and disposed of if found unsuitable.每次使用前，每个员工必须按照制造商的指示外观检查个人坠落抑制系统部件是否有磨损、损坏和其他损耗。有缺陷的个人坠落抑制系统部件必须立即退出使用，并标明“不能使用，如果发现不适宜继续使用那么予以报废。Personnel fall protection system and components, which have been subjected to impact from arresting of an employees fall, should be immediately removed

The site safety engineers will control and inspect the fall protection equipment.因抑制人员坠落而受到冲击的个人坠落防护系统和部件要立即退出使用。现场平安工程师要控制和检查坠落防护设备。Maintenance and Cleaning 维护和清洁Fall protection equipment must be cleaned regularly to ensure it remains in good condition and top working order.必须定期清洁坠落防

41、护设备，保证它们处于良好状态以及最高的正常使用状态。If washing fall arrest equipment is necessary, soapy water should be used and then rinse with fresh water, rough abrasives and industrial solvents shall not be used for cleaning or maintenance of any system part.如果需要清洗坠落抑制设备，使用肥皂水清洗并用清水冲洗，不要使用粗糙的研磨剂和工业用溶剂清洁或维护系统的任何局部。Labels

RESPONSIBILITY 职责Contractor Responsibilities 承包商职责: Ensure that all employees understand all aspects of fall protection equipment before using it.使用前，保证所有雇员了解坠落防护设备所有方面的情况。 Make fall protection part of your overall safety program.使坠落防护作为承包商总体平安大纲的一局部 A

44、ppoint a competent person on site to inspect all fall protection equipment at regular intervalsand keep a record of inspection results.指派合格人员在现场定期检查所有坠落防护装备，记录并保存检查结果。 Make sure all components of your fall protection system are compatible; the safest method is to acquire all equipment from one suppl
