2、otalofafewweeks,butIcan,basedonhistestimonyamomentago,positivelycommendhimonhisvotingrecord.(Laughterandapplause.)Hesreallyhesfoundhimselfnewjobsecuritytoo,becausehereinVirginiayouhaveasingle-termgovernorforfouryears,sohehastradedonesinglefour-yeartermforasix-yeartermwithpotentialextension.(Laughter

3、.)SogiventhefactthatItradedtheseveralextensionsforafour-yeartermandthenImfinished,maybeheknowssomethingandIoughttobelisteningtohim.(Laughter.)Icouldlearnathingortwofromhim.Wedidntoverlapforlong,butIwanttotelleverybodyherethatweknoweachotherprettywellfromserviceasaLieutenantGovernorandwhenhewasGovern

4、orofthestate.IwasLieutenantGovernorofmystate,sowehavethatincommonbeforebeingsenators.Illtellyouaquickstory.AndIdontknowwhatyoudoinVirginiaasLieutenantGovernor,butinMassachusetts,onceuponatimeCalvinCoolidgewasLieutenantGovernor.Andhewasatadinnerparty,andhisdinnerpartnerturnedtohimandsaid,“Whatdoyoudo

6、senseofwhatAmericameanstotheworldwasforgedintheearlydaysthatCongressmanHurtreferredtoabouthismissionarywork,theCatholicmissionaryworkinginHonduras,justhelpingotherpeopletolivehealthierlives.AndIknow,becausetwoweeksaftertheelection,TimcalledmeandheaskedifhecouldserveontheForeignRelationsCommittee.Wel

11、azeofthesagesofAthens,thosethinkerswhogaveustheideaofdemocracy,whichweobviouslystillcontinuetoperfect,notonlyinourownnationbutaroundtheworld,wearegratefulforthat.Iwilltellyoualso,Iwasherealongtimeagoasanundergraduate.Iplayedlacrossedownonthatfieldoverthereagainstyouguys,andmyfirstactofdiplomacyislit

12、erallytoforgetwhowon.Ihavenoidea.Idontknow.(Laughter.)Iwanttothankthefolksinuniform.IwanttothanktheROTCandallthoseofyouwhohaveservedandwillcontinuetoserveinsomewayforournation.Thereisnogreaterdeclarationofcitizenshipthanthat,andIhappentobelievetheword“citizen”isoneofthemostimportantintheAmericanlexi

13、con.SomemightaskwhyImstandinghereattheUniversityofVirginia,whyamIstartinghere?ASecretaryofStatemakinghisfirstspeechintheUnitedStates?Youmightask,“Doesntdiplomacyhappenoverthere,overseas,farbeyondtheboundariesofourownbackyards?”SowhyisitthatIamatthefootoftheBlueRidgeinsteadofontheshoresoftheBlackSea?

14、WhyamIinOldCabellHallandnotKabul,Afghanistan?(Laughter.)Thereasonisverysimple.Icameherepurposefullytounderscorethatintodaysglobalworld,thereisnolongeranythingforeignaboutforeignpolicy.Morethaneverbefore,thedecisionsthatwemakefromthesafetyofourshoresdontjustrippleoutward;theyalsocreateacurrentrighthe

15、reinAmerica.Howweconductourforeignpolicymattersmorethaneverbeforetooureverydaylives,totheopportunitiesofallthosestudentsImetstandingoutside,whateveryeartheyarehere,thinkingaboutthefuture.Itsimportantnotjustintermsofthethreatsthatweface,buttheproductsthatwebuy,thegoodsthatwesell,andtheopportunitythat

16、weprovideforeconomicgrowthandvitality.Itsnotjustaboutwhetherwellbecompelledtosendourtroopstoanotherbattle,butwhetherwellbeabletosendourgraduatesintoathrivingworkforce.ThatswhyImheretoday.ImherebecauseourlivesasAmericansaremoreintertwinedthaneverbeforewiththelivesofpeopleinpartsoftheworldthatwemayhav

17、enevervisited.Intheglobalchallengesofdiplomacy,development,economicsecurity,environmentalsecurity,youwillfeeloursuccessorfailurejustasstronglyasthosepeopleinthoseothercountriesthatyoullnevermeet.Forallthatwehavegainedinthe21stcentury,wehavelosttheluxuryofjustlookinginward.Instead,welookoutandweseean

18、ewfieldofcompetitors.Ithinkitgivesusmuchreasontohope.Butitalsogivesusmanymorerivalsdeterminedtocreatejobsandopportunitiesfortheirownpeople,avoraciousmarketplacethatsometimesforgetsmoralityandvalues.Iknowthatsomeofyouandmanyacrossthecountrywishthatglobalizationwouldjustgoaway,oryouwistfullyrememberea

19、siertimes.But,myfriends,nopolitician,nomatterhowpowerful,canputthisgeniebackinthebottle.Soourchallengeistotametheworstimpulsesofglobalizationevenasweharnessitsabilitytospreadinformationandpossibility,tooffereventhemostremoteplaceonEarththesamechoicesthathavemadeusstrongandfree.SobeforeIleavethisweek

20、endtolistentoouralliesandpartnersnextweekthroughoutEuropeandtheMiddleEast,andinthecomingmonthsacrossAsia,Africa,andtheAmericas,Iwantedtofirsttalkwithyouaboutthechallengethatwefacehereathome,becauseourengagementwiththerestoftheworldbeginsbymakingsomeimportantchoicestogether,andparticularlyaboutournat

21、ionsbudget.Oursenseofsharedresponsibility,thatwecareaboutsomethingbiggerthanourselves,isabsolutelycentraltothespiritofthisschool.Itsalsocentraltothespiritofournation.Asyouwellknow,andDr.Sullivanremindedyouamomentago,ourfirstSecretaryofStatefoundedthisgreatuniversity.Studentsofhisday,whenhedid,couldb

22、asicallyonlystudylawormedicineorreligion.Thatwasaboutit.ButThomasJeffersonhadavision,andhebelievedthattheAmericanpeopleneededapublicplacetolearnadiversityofdisciplinesstudiesofscienceandspace,offlora,fauna,andphilosophy.Hebuiltthisuniversityintheimageofwhathecalled“theillimitablefreedomofthehumanmin

23、d.”Today,thoseofyouwhostudyhereandwhoteachhere,alongwiththetaxpayers,contributors,andparentswhobelieveinyourpotential,youareallinvestinginMr.Jeffersonsvision.Nowthinkforamomentaboutwhatthatmeans.Whydoyouspendthemanydaysandtheborroweddollarsittakestoearnaneducationhere,oranywhere?WhydidJeffersonwantt

24、hisinstitutiontoremainpublicandaccessible,notjusttoVirginiansbutasadestinationfromeverywhere?Iknowthathewasntthinkingjustaboutyourgettingadegreeandajob.Itwasaboutsomethingmore.Jeffersonbelievedwecouldntbeastrongcountrywithoutinvestinginthekindofeducationthatempowersustobegoodcitizens.Thatswhyfoundin

25、gthisuniversityisamongthefewaccomplishmentsthatJeffersonlistedonhisepitaphthathewroteforhimself.Tohim,thisplaceanditsgoalwasabiggerpartofhislegacythanservingasSecretaryofStateorevenasPresident,neitherofwhichmadethecut.JustasJeffersonunderstoodthatweneedtoinvestineducationinordertoproducegoodcitizens

26、,IjoinPresidentObamatodayinassertingwithurgencythatourcitizenrydeservesastrongforeignpolicytoprotectourinterestsintheworld.Awiseinvestmentinforeignpolicycanyieldforanationthesamereturnthateducationdoesforastudent.Andnoinvestmentthatwemakethatisassmallasthisinvestmentputsforwardsuchasizeablebenefitfo

27、rourselvesandforourfellowcitizensoftheworld.ThatswhyIwantedtohavethisconversationwithyoutoday,whichIhopeisaconversationthatextendswellbeyondthebordersofCharlottesville,wellbeyondthisuniversity,toallAmericans.WhenItalkaboutasmallinvestmentinforeignpolicyintheUnitedStates,Imeanit.Notsolongago,someonep

28、olledtheAmericanpeopleandasked,“Howbigisourinternationalaffairsbudget?”Mostpeggeditat25percentofournationalbudget,andtheythoughtitoughttobeparedwaybacktotenpercentofournationalbudget.Letmetellyou,wouldthatthatweretrue.Idtaketenpercentinaheartbeat,folks(laughter)becausetenpercentisexactlytentimesgrea

29、terthanwhatwedoinvestinoureffortstoprotectAmericaaroundtheworld.Infact,ourwholeforeignpolicybudgetisjustoveronepercentofournationalbudget.Thinkaboutitalittlebit.Overonepercent,alittlebitmore,fundsallofourcivilianandforeignaffairseffortseveryembassy,everyprogramthatsavesachildfromdirtydrinkingwater,o

30、rfromAIDS,orreachesouttobuildavillage,andbringAmericasvalues,everyperson.Werenottalkingaboutpenniesonthedollar;weretalkingaboutonepennyplusabit,onasingledollar.Sowhereyouthinkthisideacomesfrom,thatwespend25percentofourbudget?Well,Illtellyou.Itsprettysimple.Asarecoveringpolitician(laughter)Icantellyo

31、uthatnothinggetsacrowdclappingfasterinalotofplacesthansaying,“ImgoingtoWashingtontogetthemtostopspendingallthatmoneyoverthere.”Andsometimestheygetalotmorespecific.Ifyourelookingforanapplauseline,thatsaboutasguaranteedanapplauselineasyoucanget.Butguesswhat?Itdoesnothingtoguaranteeoursecurity.Itdoesnt

32、guaranteeastrongercountry.Itdoesntguaranteeasoundereconomyoramorestablejobmarket.Itdoesntguaranteethatthebestinterestsofournationarebeingserved.ItdoesntguaranteethatanotheryoungAmericanmanorwomanwontgoandlosetheirlifebecausewewerentwillingtomaketherightinvestmentshereinthefirstplace.Weneedtosaynotot

33、hepoliticsofthelowestcommondenominatorandofsimplisticslogans,andstartmakingrealchoicesthatprotecttheinterestsofourcountry.Thatsimperative.(Applause.)Unfrtunately,theStateDepartmentdoesnthaveourownGroverNorquistpushingapledgetoprotectit.WedonthavemillionsofAARPseniorswhosendintheirduesandrallytoprote

34、ctAmericasinvestmentsoverseas.ThekidswhoseliveswerehelpingsavefromAIDS,thewomenwerehelpingtofreefromthehorrorsofsextrafficking,thestudentswho,forthefirsttime,canchoosetowalkintoaschoolinsteadofintoashortlifeofterrorismtheirstrongestlobbyistsaretherare,committedAmericanswhostandupforthemandforthereso

35、urcesthatweneedtohelpthem.AndIhopethatincludesallofyouhereandmanylistening.Youunderstandwhy.Everytimethatatoughfiscalchoicelooms,theeasiestplacetopointfingersforeignaid.AsRonaldReagansaid,foreignaidsuffersfromalackofdomesticconstituency,andthatspartofthereasonthateveryonethinksitcostsalotmorethanitr

36、eallydoes.Soweneedtochangethat.IrejecttheexcusethatAmericansjustarentinterestedinwhatshappeningoutsideoftheirimmediatefieldofvision.Idontbelievethataboutanyoneofyousittinghere,andIdontbelievethataboutAmericans.Infact,therealdomesticconstituencyforwhatwedo,ifpeoplecanseethedotsconnectedandunderstandw

37、hatweredoinginitsfullmeasure,isreallylarge.Itsthe314millionAmericanswhoselivesarebettereverydaybecauseofwhatwedo,andwho,deepdown,whentheyhavetimetostopandthinkaboutit,knowthatourinvestmentabroadactuallymakesthemandournationsafer.Now,myfriends,inthisage,whenashrinkingworldclasheswithcallsforshrinking

38、budgetsandwerenotaloneitsourjobtoconnectthosedots,toconnectthemfortheAmericanpeoplebetweenwhatwedooverthereandthesizeofthedifferencethatitmakesoverhereathome,whythepriceofabandoningourglobaleffortswouldbeexorbitant,andwhythevacuumwewouldleavebyretreatingwithinourselveswillquicklybefilledbythosewhose

39、interestsdifferdramaticallyfromours.WelearnedthatlessoninthedesertsofMalirecently,inthemountainsofAfghanistanin2019,andinthetribalareasofPakistaneventoday.Justthink:Todaysfirst-yearshereatUVAwerestartingthesecondgradewhenasmallcabalofterroristshalfwayaroundtheworldshatteredoursenseofsecurityandourst

40、ability,ourskylines.SoIknowthatyoucertainlyhavealwaysunderstoodthatbadthingshappeningovertherethreatenusrighthere.Knowingthat,thequestionisthis:Howdowe,together,makeclearthattheoppositeisjustastrue;thatifwedotherightthings,thegoodthings,thesmartthingsoverthere,itwillstrengthenushereathome?Letmetelly

41、oumyanswer:Ibelievewedothisintwoways.First,itsabouttellingthestoryofhowwestandupforAmericanjobsandbusinessesprettypractical,prettystraightforward,andprettyrealonaday-to-daybasis.Andsecond,itsabouthowwestandupforourAmericanvalues,somethingthathasalwaysdistinguishedAmerica.IagreewithPresidentObamathat

42、thereisnothinginthiscurrentbudgetfightthatrequiresustomakebaddecisions,thatforcesustoretrenchortoretreat.Thisisatimetocontinuetoengageforthesakeofthesafetyandtheeconomichealthofourcountry.Thisisnotoptional.Itisanecessity.TheAmericanpeopleunderstandthis,Ibelieve.Ourbusinessesunderstandthis.Itssimple.

43、Themoretheysellabroad,themoretheyregoingtohirehereathome.Andsince95percentoftheworldscustomersliveoutsideofourcountry,wecanthamstringourownabilitytocompeteinthoseincreasinglygrowingmarkets.Virginiaunderstandsthisaswellasanystateintheunion.SenatorKaine,Iknow,whenagovernor,tookthosetripstotrytomakethi

44、shappen.InternationaltradesupportsmorethanamillionjobsrighthereinVirginiamorethanoneinfivejobsinVirginia,whichactuallytodayisthestoryofAmerica.YouhaveacompanyupnearDullescalledOrbitalSciencesCorporation.WiththehelpofthepersistentadvocatesofourEmbassyinBangkok,itbeatoutFrenchandRussiancompetitorstobu

45、ildThailandsnewestbroadcastsatellite.VirginiasOrbitalisnowteamingupwithaCaliforniacompanycalledSpaceExplorationTechnologiesthatmakessatelliteequipment.ThedealthatourEmbassyhelpedsecure,valuedat$160million,goesrightbackintoAmericancommunitiesfromcoasttocoast.Thatsthedifferencethatourembassiesabroadac

46、tuallycanmakebackhereathome.AndthesesuccessstorieshappeninpartnershipwithcountriesallovertheworldbecauseoftheresourcesthatwevedeployedtobringbusinessandjobsbacktoAmerica.Theseinvestments,myfriends,arepayingforthemselves.Wecreatemorethan5,000jobsforeverybilliondollarsofgoodsandservicesthatweexport.So

47、thelastthingthatweshoulddoissurrenderthiskindofleverage.ThesesuccessesarehappeninginCanada,whereStateDepartmentofficerstheregotalocalautomotivefirmtoinvesttensofmillionsofdollarsinMichigan,wheretheAmericanautoindustryisnowmakingaremarkablecomeback.InIndonesiawhere,thankstoEmbassyJakarta,thatnationsl

48、argestprivatelyrunairlinejustplacedanorderforcommercialaircraft,thelargestorderBoeinghaseverbeenaskedtofill.Meanwhile,theIndonesianstaterailroadisbuyingitslocomotivesfromGeneralElectric.InSouthAfrica,wheremorethan600U.Spaniesaredoingbusiness,andwhereOPIC,theOverseasPrivateInvestmentCorporation,andth

49、eExport-ImportBank,andtheTradeandDevelopmentAgencyjustopenedanofficetohelpclosemoreinvestmentdealsbetweenAmericancompaniesandAfricasboomingenergyandtransportationsectors,itsalsoatwo-waystreet.AmajorSouthAfricanenergycompanyisplanningtobuildamultibillion-dollarplantinLouisianathatwillputmoreAmericans

50、towork.Letmetellyou,thisishappening,inCameroonandBosniaandothersurprisingplaces.IntheshadowsofWorldWarII,ifyoutoldsomeonethatJapanandGermanywouldtodaybeourfourth-andfifth-largesttradingpartners,someonewouldhavethoughtyouwerecrazy.BeforeNixonsboldopeningwithChina,noonecouldhaveimaginedthattodayitwoul

51、dbeoursecond-largesttradingpartner,butthatsexactlywhatshappened.Elevenofourtop15tradingpartnersusedtobethebeneficiariesofU.S.foreignassistance.Thatsbecauseourgoalisnttokeepanationdependentonusforever.Itspreciselytocreatethesemarkets,toopentheseopportunities,toestablishruleoflaw.Ourgoalistouseassista

52、nceanddevelopmenttohelpnationsrealizetheirownpotential,developtheirownabilitytogovernandbecomeoureconomicpartners.OneofAmericasmostincrediblerealitiescontinuestobethatweareacountrywithoutanypermanentenemies.Now,takeVietnam.IwillneverforgetstandingnexttoJohnMcCainintheEastRoomoftheWhiteHouse,eachofus

53、oneithersideofPresidentClintonasheannouncedtheonceunthinkablenormalizationofourrelationswithVietnam,aneffortthatJohnMcCainandIworkedonforabouttenyears,trytobringabout.Inthelastdecade,thanksinlargeparttotheworkofUSAID,ourexportstoVietnamincreasedbymorethan700percent.Everyoneofthosepercentagepointsare

54、jobshereinAmerica.Andinthelasttwodecades,athousandVietnamesestudentsandscholarshavestudiedandtaughtinAmericathroughtheFulbrightprogram,includingtheForeignMinisterofVietnam,whoIjusttalkedtotheotherdayandwho,believeme,hasfeelingsaboutAmericabecauseofthatengagement.Thelistgoeson.Astheemergingmiddleclas

55、sinIndia,theworldslargestdemocracy,buysourproducts,thatmeansjobsandincomeforourownmiddleclass.AsourtraditionalassistanCEToBrazildecreases,tradethereisincreasing.Brazilisoneofthenewtigersgrowingatadouble-digitpace,anditsupportsadditionaljobshereathome,manyintheU.S.travelandtourismindustry.WhenJeffers

56、onexpandedourconsularpostspreciselytopromotetrade,henevercouldhaveimaginedtheimportancetoday.NorcouldhehavepredictedthenumberofAmericansabroadthatwehelpwiththeirpassports,withvisas,withotherproblemsthatarise.Orthatwehelpoffer,tothosewhowanttogrowtheirfamiliesthroughadoption,orwhofindthemselvesinlega

57、ltroubleordistressfarfromhome.Ortheroleourdiplomatsplay,screeningpotentialsecuritythreatsandtakingthemofftheradarscreenbeforetheyeverreachyourconsciousness,potentiallyintheworstways.OrthatwecreateanewAmericanjobforevery65visitorsthatwehelptobringtoourshores.So,myfriends,wehavetokeepgoing.Wecantaffor

58、dthekindofdelayanddisruptionthatstandsonthehorizoninWashington.TheexcitingnewtradenegotiationthatPresidentObamaannouncedlastweekbetweentheUnitedStatesandtheEuropeanUnionwillcreatetheworldsbiggestbilateraldealwhenitcomestofruition,atransatlanticpartnershipthatwillmatchthescopeandambitionofourTrans-Pa

59、cificPartnershiptalks.Butourworkisfarfromover.SevenofthetenfastestgrowingcountriesareontheAfricancontinent.AndChina,understandingthat,isalreadyinvestingmorethanwedothere.FourofthefivebiggestoilandnaturalgasdiscoverieshappenedoffthecoastofMozambiquelastyearalone.Developingeconomiesaretheepicentersofg

60、rowth,andtheyareopenforbusiness,andtheUnitedStatesneedstobeatthattable.Ifwewantanewlistofassistancegraduates,countriesthatusedtotakeouraidbutnowbuyourexports,wecantaffordtopullback.Andifweregoingtoseizethisbudgetcrisisasthegreatopportunitythatitcanbe,wecantshyawayfromtellingthisstorytotheAmericanpeo

61、ple,toyourmembersofCongress,andtotheworld.Butletmeemphasize:Jobsandtradearenotthewholestory,andnorshouldtheybe.ThegoodworkoftheStateDepartment,ofUSAID,ismeasurednotonlyinthevalueofthedollar,butitsalsomeasuredinourdeepestvalues.Wevaluesecurityandstabilityinotherpartsoftheworld,knowingthatfailedstates

62、areamongourgreatestsecuritythreats,andnewpartnersareourgreatestassets.Theinvestmentsthatwemakesupportoureffortstocounterterrorismandviolentextremismwhereveritflourishes.Andwewillcontinuetohelpcountriesprovidetheirownsecurity,usediplomacywherepossible,andsupportthoseallieswhotakethefighttoterrorists.
